Guests Present: Carson Block, Ethel Himmel, Bill Wilson, Stacey Haskins, Anne Price. Call Meeting to Order. President Rich -Chappell called the meeting to order at 5:03 p.m. Public Discussion. None. Approval of Minutes. The minutes of the Regular Meeting of February 27, 2014 meeting were reviewed. A motion to approve the minutes was made by Dean and seconded by Martin. Motion carried 6/0. Unfinished Business. Strategic Planning. Bill Wilson introduced the consulting team, Ethel Himmel, Carson Block and himself. Since the initial planning session the team has been busy collecting information. There were focus groups with staff and the public, including participants in affinity groups such as teens, superadults (persons aged 55+), and parents of young children. Mail surveys were disseminated and as of Monday, 421 surveys were returned. Wilson explained the magic number for a scientifically valid survey is 380 returns, with a 95% confidence error with +/- 5%. He said confidence rate remains the same as more surveys come in, but the error rate is reduced as the number of returns increases. Web surveys were delivered to Library users on Tuesday. Wilson said at one point there was a hit every minute. 1,800 valid responses were received before the provider website was hacked and the server went down; it is back up and running. Although not scientifically valid, the web survey includes comment sections which provide depth and texture to the information in the survey. Several personal interviews were conducted with the Mayor, Mayor Pro Tem, City Manager, and Assistant City Manager. Agenda Item 4A-2 Wilson offered a few statistics based on early returns: 42.4% of responders said ICPL is either essential to or very important to the community. Moreover, 86.5% of non -users said the Library is either essential or very important to the community. Nationally the numbers showing up in surveys about reading behavior is approximately a 70/30 split between print and digital books. ICPL users read 70% print and 20% in digital format; ICPL patrons also use audiobooks more than the rest of the nation. Paetzold asked about the hacking incident. Wilson said users were unable to access the website but no data was compromised. Paetzold said perhaps people who were unable to access the survey might try at another time. Paetzold wondered if information got captured if the site went down while someone was taking the survey. Carson Block, the technology consultant, has been here for three days. He had great conversations with staff about ICPL's current uses of technology as well as unique assets such as the cable channel and the Local Music Project. Mostly he was here to observe, discover, and understand what ICPL has to offer and to make suggestions for our strategic plan. New Business. None. Block, Himmel, Wilson out at 5:27 pm. Staff Reports. Director's Report. The final bill for the building renovation will be coming soon signifying the end of the project. Craig and eight (8) other staff members roadtripped in two vehicles to Indianapolis to attend the Public Library Association annual conference. Craig appreciates the travel budget and was glad to be able to send so many staff to conferences this year. The Lolly Eggers fund will support staff travel to the Computers in Libraries meeting in April and the Innovative Users Group meeting in May. The deadline to apply for Mark Edwards' unexpired term on the Library Board of Trustees has passed. So far, one male has applied to complete this term. Departmental Reports: Adult Services. Rich -Chappell thinks the BYOB is a great idea and has received positive feedback about it. Freeman in at 5:31 pm. Community and Access Services. Logsden said the new software upgrade to Sierra went smoothly. Development Office Report. There is a photography sponsor and a lunch sponsor for the Library Links fundraiser on June 27, 2014. Martin liked the idea of selling used books on eBay and wondered if these offerings could be made available to non-eBay users. Spotlight on the Collection. No comments. Miscellaneous. Agenda Item 4A-3 President's Report. Thank you to Robin Paetzold, Jay Semel, and Janet Freeman for agreeing to serve on the Committee to Evaluate the Director. The evaluation takes place in June. Announcements from Members. Martin said the State Library Commission is in the process of hiring a search firm to assist the Search Committee in finding a new State Librarian. The RFP was sent to a list of vendors; proposals are due April 7, 2014 at 3:00 PM CST. Martin said the Trustee Manual has been updated and is available online at the State Library website. Martin shared information discussed at the February, 2014 Library Board of Trustees meeting about the impact of reduced taxes with the State Commission. Martin attended the strategic planning focus group for 55+ persons. The group identified parking and accessibility for elders as important issues. Committee Reports. Foundation Members. No meeting. Respectfully submitted, Elyse Miller Agenda Item 6A-1 702 Policy for Library Programs Proposal: Routine staff reviews of Policy for Library Programs Issues: There are no outstanding issues with the current Library Program policy. Library programs are a strength of the Iowa City Public Library. Programming for children, teens and adults is central to the library's mission to support lifelong learning, literacy and access to the world of ideas. The Library excels in programming for children. Programming for teens has increased with the new Teen Center and more programming is offered for adults, including more classes. The Library continues its commitment to programming partnerships with governmental entities and community groups and organizations. Collaborating with other groups not only allows the library to utilize the skills and resources of a broader network we also find that our co-sponsors do an excellent job of promoting their programs and increasing the audience. Programs will include, speeches, discussions, classes, workshops, presentations, and performances that promote life-long learning and Library use; enhance cultural and leisure activities; champion the principle of intellectual freedom; benefit the community; and foster an enduring connection to the Library. 702.2 Library programs for children are a priority and will focus on stimulating development of the intellectual and social abilities of young children. Children's programming will emphasize literature, language, reading, creativity, and the encouragement of effective social skills. Programming is offered on a frequent and regular basis for in-house, outreach, and Library Channel audiences. 702.3 Library programs for teens will focus on literature, language, reading, technology, current interests, and creativity. The Library will plan unique programs to augment and enhance community events and to attract new audiences. 702.4 Library programs for adults will focus on promoting reading and life-long learning; informing the community about Library collections and services; improving information literacy; preserving and teaching local history; and covering issues of current local and global interest. The Board approved a change to the Library Copyright Policy in March 2013. The change adopted by the Board allows staff a broader interpretation of Fair Use Doctrine of Copyright and the new language reflects the new interpretation, Staff also recommends the addition of a statement outlining how programs produced for the Library Channel may be disseminated. Programs may appear on the Library Channel, streaming on the Library website, on YouTube and other media. These other venues for sharing the library's stories will grow in importance as the end of the City's franchise with Mediacom officially expires on August 1, 2018. Staff Recommendation: 703.8 Replace language to reflect current practice. Copyrighted materials and performances will be broadcast in accordance with Board Policy 814. 703.9 Add statement about how programs produced for the Library Channel are shared with the public. The purpose of programming on The Library Channel is to extend library programs to a wider audience, to inform the community about Library services, to promote reading and Library use, to record, retain and provide access to community events of enduring interest, to disseminate the visual history of the community; to record and preserve local history; and to make meetings and events originating from Meeting Room A more accessible. 703.2 The Library Channel is a local access television channel provided through the cable franchise agreement with the City of Iowa City. 703.3 Priority will be given to Library programs of interest to those who may be unable to come to the Library, particularly children. 703.4 Community meetings and events originating from Meeting Room A may be cablecast live on The Library Channel if it is determined to have broad community appeal and it can be accommodated without major disruption to the Library's program schedule. Assistance by Library staff may be offered as it is available. A final payment of $15,853 is owed to the contractor. In order forthe final payment to be released the Library Board must formally accept the work. Attached is an accounting of expenses and funding sources. The Friends Foundation exceeded their fund raising goal, raising a total of $255,555. Tax dollars funded less than half of the project costs. Spring Break programs and Sunday Fun Days Spring Break was busy at the Iowa City Public Library! Over a thousand kids attended programs. We hosted a full slate of choices, including visits from Friends of the Animal Center Foundation, Scott Koepke, Shanti Sellz of Muddy Miss Farms, magician Rick Eugene Brammer, and Popo the puppet (with his handlers Deanne Wortman and Dave Panther). We also hosted our first Tween Minecraft progam, which surprised us with 45 kids attending, trying to share 20 computersl March Sunday Fun Days had phenomenal attendance, and the two weekends surrounding Spring Break were particularly busy. 70 people decorated St. Patrick's Day t-shirts, and the following week, nearly 50 people celebrated spring by making coffee -filter butterflies and birds' nests. We've been doing Sunday Fun Days for four months now and are pleased with the results. The programs have been creative and well -attended, and have encouraged families to participate together. Summer Reading Susan Craig, Patty McCarthy, and I have been meeting with representatives from the Iowa City Community School District, United Way, and other local libraries to form a Summer Reading Coalition. We are working together to market and track participation in summer reading through the schools. Specifically, we'd like to increase the percentage of summer reading finishers in the third grade range, to alleviate "summer slide," or the loss of skills over the summer, with the ultimate goal of improved test scores. Our partnership will allow us to collect more accurate statistics and assess our progress over the next few years. Sensory Storytimes & Staff Training Our substitute librarian Jackie Biger has been presenting Sensory Storytimes, for children with autism or other special needs, for a year now. With the demands of her full-time job, she is no longer able to commit to this each month, and Children's staff will begin leading these sessions in May. Jackie taught a three-hour class for our entire department, and we are now preparing our materials, Thanks to the Development Office, we have grant funding from the Pilot Club to purchase supplies for the program, Agenda Item 78-2 Collection Services Department Report Prepared for the April 24, 2014 meeting of the Iowa City Public Library Board of Trustees Anne Mangano, Collection Services Coordinator Digital History Project Update Next month marks the one-year anniversary of the launch of the Digital History Project (history.icpl.org). During the year, we added fifty-two photographs of the Iowa City Airport from the 1920's, one hundred photographs of the Iowa City Public Library, twenty-six photographs of the Secrest Octagonal Barn, three cookbooks, and a growing collection of urban renewal photographs from the Iowa City Public Library and City of Iowa City archives. There are also a dozen pamphlets, including one from the Jefferson Hotel that provides a history of Iowa City intended for their guests. As the weather grows warmer and sunnier, consider taking a look at the tree walks, wildflower pamphlets, and nature guides for different neighborhoods and city parks available on the website. In the coming months, we plan to offer a large number of postcards showing points of interest in Iowa City. This collection is made possible by the efforts of Bob Hibbs, who generously made these The Iowa City Cook Book, 1898 Files images available to us. Please continue to check the site regularly for new content. eBooks in Catalog Iowa City Public Library is currently a Beta site for offering the checkout of eBooks and eAudio through CatalogPro. A few weeks ago, this service went live and you can now search and access our digital materials from OverDrive without leaving the catalog! Many patrons will continue to check out digital books using the OverDrive app, especially those who regularly download eBooks and eAudio for their devices. However, the advantage to having digital materials available for check out in the catalog Check out With eliminates multiple steps for new patrons, browsers of the OverDrive catalog, or those that use both print and digital collections. If you find an eBook or eAudio you would like to check out in the catalog, click on the "Check out with OverDrive" option on the right. The system will prompt you to log in with your library card number and password. After you check out the item, the system will offer you the format options for download. You can also manage all items you receive from the Iowa City Public Library in one place. When logging into your library account, you can see what eBooks you have checked out, return and choose download options, and manage your OverDrive holds. Agenda Item 713-3 INFORMATION TECHNOLOGY REPORT TO LIBRARY BOARD (April, 2014) Brent Palmer, IT Coordinator Strategic Planning As part of the Library's strategic planning initiative a technology consultant named Carson Block was hired to do an assessment of the IT Department, technical infrastructure and any technology -related activity by the staff. We set up several focus groups that included the IT department, managers and general staff. The consultant spent time with our Audio Visual Specialist looking at meeting room and Channel 10 technology. There was also an engaging session with librarians associated with various multi -media -based initiatives. Storage Upgrade We have a server that holds most of the Library staff information, emails, files, schedules etc. (The catalog and multimedia data are stored on different servers.) This server is showing its age in computer years and ongoing maintenance fees are climbing steeply. Although this upgrade was scheduled for next year, we have decided to push ahead and replace this storage server this year which will give us plenty of breathing room. Our network administrator will be working with our main technology vendor to begin that replacement soon. ILS Upgrade In our last report, we had begun our migration to the Sierra platform which is now complete. Our ILS administrator guided us through the upgrade with very few hitches. The transition for staff has been pretty easy since the new interface is so similar to the old one. New Technology The Board Room will be getting a technology update soon. The projector in the Board Room has been an ongoing nuisance for some time and needs to be improved. Our AV Specialist has come up with an interesting workaround. We will put in a new large screen display on the side wall. If it works out, this will provide us with a nice image for presentations at a fraction of the cost of a new projector. People Counters New people counters have been installed on both automatic doors in the Lobby. These use 3-D sensors that purport to distinguish not only between people and objects (strollers) but also whether they are coming and going. This should be a big improvement over our current counters which are installed at the gates in the library proper. We hope that these counters will provide more accurate statistics for overall building use. Computers in Libraries Several members of the IT department attended an annual national conference in Washington DC called Computers in Libraries. The theme for the conferences was "Hack the Library" and featured sessions and speakers who talked about topics like data dashboards, mashups, hackathons, mobile library apps and data APIs. The overall message was that librarians need to feel confident inserting themselves into the rapidly changing world of information. We must assume the role of giving context to information and pulling knowledge out of data. Digger, Dozer, Dumper by Hope Vestergaard is a collection of poems about various heavy duty work vehicles. With infectious rhymes by the author and buoyant illustrations by David Slonim, sixteen poems invite young kids who love trucks of all kinds to enjoy details about street sweepers, garbage trucks, dump trucks, backhoes, bulldozers, fire trucks, snow plows, etc. Marilyn Singer has written a sequel to Mirror Mirror called Follow Follow; a Book ofReverso Poems. As with her earlier book of verse, this newest title is a collection of classic fairy tales to be read from top to bottom. Then the reader needs to reverse the lines and read the second poem from bottom to top for a witty twist on the well -loved stories. Singer created this clever new poetic form and it is great fun to read aloud. Matching the ingenuity of the text, gorgeous full -page illustrations by Canadian, Josee Masse, add to the delightful book of poems geared for elementary school aged children. In the back of the book the author discusses reversos and the original fairy tales used in the poems included. Former Children's Poet Laureate, J. Patrick Lewis, has a new poetry collection entitled When Thunder Comes; Poems far Civil Rights Leader. Voices to be heard are about such activists for equality as Coretta Scott King, Nelson Mandela, Jackie Robinson, Mohandas Gandhi, and Sylvia Mendez. All the poems describe the significant contribution to civil liberties each person made against overwhelming odds and heartbreaking loss. This volume of Lewis's poems should find its way into the classrooms of upper elementary students. Another book that caught my eye is Pug and Other Animal Poems by Valerie Worth and pictures by Steve Jenkins. The eighteen poems included were compiled posthumously from Worth's huge body of poetry for children. Worth, a notable children's poet, presents a collection of whimsical animal poems that describe eccentric animal behaviors complemented by Jenkins' paper collage illustrations. This eye- catching volume of short verse is sure to be a hit with children who love domestic and wild animals and appreciate delightful artwork to complement the poems. Another prolific writer of verse for kids is Douglas Florian. His latest volume for children is Poem Depot; Aisles of Smiles. The author also illustrated this collection of silly nonsense poems about topics familiar to kids such as avoiding homework, friends, talents and more. His drawings and poems are always funny and appeal to a child's sense of humor. Finally, another new book of children's poetry is Literally Disturbed,- Tales to Keep You Up at Night written by Ben H. Winters. This book has very scary pencil drawings by Adam F, Watkins and I'd recommend it to 0-6"' graders. Poems about witches, monsters, shadows, headless horsemen, bats, and ghosts make this a perfect poetry book to share around Halloween. Celebrate National Poetry Month by checking out one of these new books from the library and sharing poetry with your children, Agenda Item 7D-2 Get moving at ICPL Anne Mangano, Collection Services Coordinator, Iowa City Public Library With the coming of spring, I am looking forward to getting out of my house and doing things outside. The longer days, the budding plants, and the ability to go outside without wearing five layers has lifted my spirits immensely. I am excited to go for walks, hike in Hickory Hill, and run, along the Iowa River. To prepare for my outdoor adventures, I worked through the Iowa City Public Library's exercise DVD collection, which offers a variety of exercises at different levels to fit everyone's needs, including Cardio, strength training, yoga, and dance. One of my favorite series is 10 Pounds Down. My preference for these workouts is mostly tied to the host, Jessica Smith. She is very down-to-earth, motivating, provides excellent cuing, and her moves are tough, yet interesting. She combines Cardio with strength in every one of her workouts. The original video offers twenty -minute workouts for the arms, abs, and legs, but her Cardio Abs video provides three great options for focusing on your core. You can choose from kickboxing, intervals, and standing and floor routines that really work your abs. I never get bored of these workouts, which often happens when working with exercise DVDs. If making time for exercise is a challenge, try the 10 Minute Solution series. You can customize the length of each workout by adding together ten-minute segments to create one that fits your schedule. Each DVD offers five to six routines that provide various types of exercise that target different areas. Butt Lift, a new addition to this series, offers both toning and Cardio options that hone in on the lower body. Expect those dreaded lunges and squats, but there are Pilates and ballet -inspired moves, which are deceptively difficult. Another great option is High Intensity Interval Training, which makes you work for every second of those ten minutes through intense, plyometric moves. If you're looking to really get your heart pumping, try HIIT It Big, the third installment of Breathless Body by Amy Dixon. Dixon's workouts are hard and this is no exception. Rather than offering the traditional Tabata training (twenty seconds of exercise with ten seconds of rest), the timing of each exercise is modified to forty seconds of intense Cardio followed by twenty seconds of rest. Doesn't sound hard? Well, try doing it for forty-five minutes straight. For a workout that combines various techniques together, try the Dream Body Workout from Fusion Fitness. You use your entire body in this workout, incorporating elements of Cardio, strength, balance, Pilates and yoga. Although it only calls for light weights, there are high repetitions for each move. This workout is a shock and you'll be feeling it for days. With April, there will still be some cold days, perhaps some rain and wind. Don't despair.
