To hear and decide appeals where it is alleged there is an error in any order, requirement, decision, or determination made by an administrative official in the enforcement of the Airport Zoning Chapter. 2. To hear and decide special exceptions to the terms of the Airport Zoning Chapter upon which such board is required to pass under the Airport Zoning Chapter. 3. To authorize upon appeal in specific cases such variance from the terms of the Airport Zoning Chapter as will not be contrary to the public interest, where owing to special conditions a literal enforcement of the provisions of the Airport Zoning Chapter will result in unnecessary hardship, and so that the spirit of the Airport Zoning Chapter shall be observed and substantial justice done. In that role, I have spearheaded a revamping of the CDBG application/review process, advocated for a variety of vital community development projects, provided leadership to a diverse group of Commission members and enhanced the Commission's relationship with our developer and non-developer partners in the community. I was previously an investment banker specializing in affordable housing finance. I bring to the table a significant amount of knowledge in this field, particularly with regard to tax credit financing, which is becoming a much more commonly used tool for Iowa City's non-profit and for-profit developers. There are several goals I would like to see the Commission work toward in the coming year: 1. Work more closely with the City Council to define specific housing objectives and to devise and implement c1early-defined strategies for enhancing the stock of affordable housing in our community. 2. Increase the knowledge/comfort level of members of the Commission - particularly those with backgrounds in community advocacy - so that they can participate more actively in the decision making process with regard to housing issues. 3. More thoroughly educate Commission members in the City's conflict of interest policy to ensure the continued integrity of the CDBG/HOME allocation process. I would like to continue to serve in a leadership role to provide strategic direction to the Commission in these areas. In the mid-1990's, I served for a little over two years on the Board of the Emergency Housing Project (now Shelter House). A long-time resident of limited/moderate income, I have an obvious interest in the availability and affordability of housing in Iowa City. I have a physical condition that makes it impossible to sit, and therefore need to live where I can walk to my workplace. I believe I am typical of a part of Iowa City's population who are not generally able to own their own homes, but are able to rent, given available reasonably-priced rental housing. I have been impressed with the various programs that address the need for affordable housing in Iowa City, and especially happy with the City Council's interest in looking into policy such as an inclusionary zoning ordinance, scattered site policy, etc. I believe there is an increasing, critical need to ensure the existence of the "small" landlord, and affordable rents. I am interested in seeing support for programs that promote community- and neighborhood-friendly development. I served on this commission during the past year, appointed to fill out an unexpired term. (learned an enormous amount about housing, affordable housing efforts, federal requirements, funding sources and other kinds of services. I attended all meetings, hearings and site visits, worked on the HCDC funding allocations and helped draw up the justification memo explaining the rationale for the recommendations. My name is Kristi Lohmeier and I am interested in a position on the Human Rights Commission. It was advised during the course of my application process to make contact with all of you, so I wanted to introduce myself initially and follow up at a later date, closer to when decisions will begin to be made. Some of the questions I answered on the application include: What experiences and/or activities which you feel qualify you for this position: I have a masters degree in social work with an emphasis on social justice and community organizing. I have also taken courses at the graduate level in women and gender studies. Both of these knowledge basis have given me a great theoretical basis for understanding what discrimination is and how best to eradicate it. I also have a practical knowledge through my own personal identities of how damaging and hurtful discrimination can be. 5/4/2007 Page 2 of2 What contributions do you feel you can make to this advisory board: I am new to Iowa City, having moved here for my current job, but believe very strongly in the power of local community politics to make a difference. When neighbors talk to neighbors there is more trust and room for growth and change. I feel my passion for this idea will make me a great addition to the commission. I want to make a difference, I am young and have the energy and desire to empower people to grow and change! I also wanted to attach my resume, just to give you an idea of other experiences I have had that I feel qualify me for a place on the commission. I realize that I am new to the area, and don't yet know all the ins and outs of what is going on in Iowa City.
