NOTICE
THE CITY COUNCIL OF IOWA CITY IS CONSIDERING APPOINTMENT TO THE FOLLOWING BOARD:
AIRPORT ZONING BOARD OF ADJUSTMENT
One vacancy - Unexpired + 5-yr Term
Ending December 31, 2011
The powers and duties of the Airport Zoning Board of Adjustment are:
1. To hear and decide appeals where it is alleged there is an error in any order, requirement,
decision, or determination made by an administrative official in the enforcement of the Airport
Zoning Chapter.
2. To hear and decide special exceptions to the terms of the Airport Zoning Chapter upon which
such board is required to pass under the Airport Zoning Chapter.
3. To authorize upon appeal in specific cases such variance from the terms of the Airport Zoning
Chapter as will not be contrary to the public interest, where owing to special conditions a literal
enforcement of the provisions of the Airport Zoning Chapter will result in unnecessary hardship,
and so that the spirit of the Airport Zoning Chapter shall be observed and substantial justice done.
Iowa City-appointed members of boards and commissions must be eligible electors of the City of
Iowa City. The Board meets at the call of the Chairperson.
Applications must be received by 5:00 p.m., Wednesday, July 18, 2007. The City Iowa City

Duties of the Historic Preservation Commission include: conducting studies for the identification and
designation of Historic Districts; reviewing and acting upon all applications for Certificate of
Appropriateness; cooperating with property owners and city agencies regarding remedy of dangerous
conditions; furthering the efforts of historic preservation in the City by making recommendations on
preservation issues, when appropriate, by encouraging the historical, architectural or cultural value, and by
encouraging persons and organizations to become involved in preservation activities.
This Commission meets the second Thursday of each month at 5:30 p.m and. if necessary, the fourth
Thursday of each month at 5:30 p.m. Iowa City appointed members of the boards and commissions must
be eligible electors of the City of Iowa City.

HOUSING & COMMUNITY DEVELOPMENT COMMISSION
Three Vacancies - Three-Year Terms
September 1,2007 - September 1, 2010
Duties of the Housing and Community Development Commission include assessing and reviewing
policies and planning documents related to the provision of housing, jobs, and services for low- and
moderate-income residents; reviewing policies and programs of the Public Housing Authority and
Community Development Division and make recommendations regarding the same to the City Council;
reviewing and making recommendations to the City Council regarding the use of public funds to meet the
needs of low- and moderate-income residents; housing policies and programs, and seeking public
participation in assessing needs and identifying strategies to meet these needs; recommending to the City
Council from time-to-time amendments, supplements, changes, and modifications to the Iowa City
Housing Code.
Iowa City-appointed members of boards and commissions must be eligible electors of the City of Iowa
City. When possible, Council will appoint persons with expertise in construction and/or finance, a person
receiving rental assistance, and a member of the Local Homeless Coordinating Board. The Housing and
Community Development Commission will have monthly meetings.

I have served as an HCDC board member since 2004, the last two years as Vice Chairman. In that role, I have spearheaded a
revamping of the CDBG application/review process, advocated for a variety of vital community development projects, provided
leadership to a diverse group of Commission members and enhanced the Commission's relationship with our developer and
non-developer partners in the community.
I was previously an investment banker specializing in affordable housing finance. I bring to the table a significant amount of
knowledge in this field, particularly with regard to tax credit financing, which is becoming a much more commonly used tool for
Iowa City's non-profit and for-profit developers. I believe that my ability to leverage my experience has been important to
helping the Commission find effective ways to support increased development of affordable housing in our city.

As noted above, I have served on the Commission for the past three years, so I am very familiar with its mission and
operations.

There are several goals I would like to see the Commission work toward in the coming year:
1. Work more closely with the City Council to define specific housing objectives and to devise and implement c1early-defined
strategies for enhancing the stock of affordable housing in our community.
2. Increase the knowledge/comfort level of members of the Commission - particularly those with backgrounds in community
advocacy - so that they can participate more actively in the decision making process with regard to housing issues.
3. More thoroughly educate Commission members in the City's conflict of interest policy to ensure the continued integrity of the
CDBG/HOME allocation process.
I would like to continue to serve in a leadership role to provide strategic direction to the Commission in these areas.

I am a long-time Iowa City resident of limited/moderate income. For most of my time here, I have been a renflR and expect
to rent again in the intermediate future. I continue to observe the trends available for affordable owner-occupied and rental
housing in Iowa City, along with housing policies from other cities. During the past term, I learned a great deal more about the
availability and efforts to provide affordable housing in Iowa City, more about potential public policy that could affect it.
In the mid-1990's, I served for a little over two years on the Board of the Emergency Housing Project (now Shelter House).
From 2002 until 2006, I served on the Board of Directors for the Extend the Dream Foundation (Uptown Bill's Small Mall and
related businesses).

APPLYING)?
A long-time resident of limited/moderate income, I have an obvious interest in the availability and affordability of housing in
Iowa City. I have a physical condition that makes it impossible to sit, and therefore need to live where I can walk to my
workplace. I believe I am typical of a part of Iowa City's population who are not generally able to own their own homes, but are
able to rent, given available reasonably-priced rental housing.
I have been impressed with the various programs that address the need for affordable housing in Iowa City, and especially
happy with the City Council's interest in looking into policy such as an inclusionary zoning ordinance, scattered site policy, etc. I
believe there is an increasing, critical need to ensure the existence of the "small" landlord, and affordable rents. I am interested
in seeing support for programs that promote community- and neighborhood-friendly development.
I served on this commission during the past year, appointed to fill out an unexpired term. (learned an enormous amount
about housing, affordable housing efforts, federal requirements, funding sources and other kinds of services. I attended all
meetings, hearings and site visits, worked on the HCDC funding allocations and helped draw up the justification memo
explaining the rationale for the recommendations.

I am very interested in maintaining diversity and opportunity in Iowa City. Especially as the city's typical residents become more
affluent, it is critical that we wtahc carefully to assure that we are not impinging on opportunities for housing and employment. I
would bring years of experience in policy-making and planning, plus a genuine concern for my neighbors. I live in a wonderful,
"blue-collar" neighborhood in the Mark Twain area and many of my neighbors fit the description of those the committee is
empowered to serve. It would give me great pleasure to contribute what I can to that service.

The duties of the members of the Human Rights Commission are to receive and to determine the
merits of human rights complaints alleging unfair or discriminatory practices in the area of employment,
credit, public accommodation, education, and housing. The Commission shall provide conciliation and the
enforcement necessary to further the anti-discriminatory goals of the Human Rights Ordinance and to
protect citizens from unfounded charges of discriminatory practices.
The Iowa City Human Rights Commission has an obligation to investigate and study the existence,
character, cause, and extent of discrimination in Iowa City in order to eliminate discrimination by
education, conciliation, and/or enforcement. It is also the duty of the Human Rights Commission to draft
revisions to the Human Rights Ordinance if necessary to eliminate prejudice, intolerance, bigotry, and
discrimination.
Iowa City-appointed members of boards and commissions must be eligible electors of the City of Iowa
City. The Human Rights Commission meets once a month at 7:00 p.m.
Applications must be received by 5:00 p.m., Wednesday, July 18, 2007. The City of Iowa City
encourages diversity in the appointment of citizens to boards and commissions. Persons interested in
being considered should contact the City Clerk at City Hall, 410 E. Washington Street. Application forms
are available from the Clerk's office upon request or on the City website at www.icgov.org.

I am new to Iowa City, having moved here for my current job, but believe very strongly in the power of local community politics
to make a difference. When neighbors talk to neighbors there is more trust and room for growth and change. I feel my passion
for this idea will make me a great addition to the commission. I want to make a difference, I am young and have the energy and
desire to empower people to grow and change. What I have learned in my experiences in doing work such as this is that it
takes a lot of time, patience and continuity in order to facilitate this type of change. I am new to the area yes, but I am settling in
Iowa, I love it here and want to do what I can to make it a better place.

As a practicum student, working with a youth support group composed of
people ages 14-20 who identified as lesbian, gay, bisexual or transgender. Responsible
for supporting the core group of youth leaders who ran the meetings, choose the topics,
and organized a variety of activities to build community within the group. Also
interacted with administrators, teachers and parents on behalf of young people who were
struggling in school in the form of speaking at school board meetings, speaking with the
superintendent on these issues, and meeting with parents to ensure their children received
the same education as other children in the school district. Finally, the group participated
in many activities in the Louisville community, attending fundraisers and providing a
variety of educational services to many different agencies throughout the social service
arena.

Was awarded a full tuition assistantship with the Kent School of Social Work. Duties
included administrative activities such as filing, creating databases, entering and filing
data, and preparing reports. Performed research, assisted current students, and recruited

Nov 1999 - June 2005
Facilitated workshops on cultural diversity, violence prevention and conflict resolution
with a group of diverse adolescents at a summer leadership camp and throughout the
year. Counseled and mentored adolescents. Assisted in reprogramming the camp to gear
towards leadership and self-reflection. Acted as the personnel director of 22 staff
persons. Duties: orientating and debriefing staff on activities pertaining to camp, acting
as a liaison between staff and executive directors, and supporting staff during camp.

Hello!
My name is Kristi Lohmeier and I am interested in a position on the Human Rights
Commission. It was advised during the course of my application process to make contact with
all of you, so I wanted to introduce myself initially and follow up at a later date, closer to when
decisions will begin to be made.
Some of the questions I answered on the application include:
What experiences and/or activities which you feel qualify you for this position:
I have a masters degree in social work with an emphasis on social justice and community
organizing. I have also taken courses at the graduate level in women and gender studies. Both
of these knowledge basis have given me a great theoretical basis for understanding what
discrimination is and how best to eradicate it. I also have a practical knowledge through my
own personal identities of how damaging and hurtful discrimination can be.

What contributions do you feel you can make to this advisory board:
I am new to Iowa City, having moved here for my current job, but believe very strongly in the
power of local community politics to make a difference. When neighbors talk to neighbors there
is more trust and room for growth and change. I feel my passion for this idea will make me a
great addition to the commission. I want to make a difference, I am young and have the energy
and desire to empower people to grow and change!
I also wanted to attach my resume, just to give you an idea of other experiences I have had that I
feel qualify me for a place on the commission. I realize that I am new to the area, and don't yet
know all the ins and outs of what is going on in Iowa City. I am however very enthusiastic and
would love to get involved with this commission, primarily because of what seems to be an
exciting focus on education. I believe empowerment comes from education, and when it comes
to issues of discrimination based on our difference, the only way we can move forward is to
educate ourselves and our neighbors about these differences.
I would be more than happy to entertain any questions, and look forward to the next step in this
process.

Prior to law school I was a social worker in the Iowa City community for 14 years. During that time I had the opportunity to
work with children and families from many different backgrounds whether it be racially, economically, religious affiliation,
sexuality, age, or mental and/or physical challenges. As a law student and new attorney, I continue to see clients with diverse
life experiences that face challenges specific to those differences. Additionally, as a lesbian, I have had the experience of a life
lived outside of the mainstream. As a single parent, having adopted my foster sons, I have a great deal of experience in
dealing with societal institutions that are sometimes slow to broaden their definition of family. In short, I believe the
combination of my educational background and my personal and professional life experience makes me qualified to serve of
the human rights commission advisory board.

After 14 years in social work in Iowa City I chose to attend law school at Drake University. For the past three years I have done
little except study, drive and spend time with my children. I am now beginning a law practice in Iowa City. I feel that I have
much to offer as stated above, and have a desire to contribute to my community in a way I have been unable to do in recent
years. Although my job title has changed, my heart remains true to my social worker roots. I believe the Human Rights
Commission Advisory Board is a good "fit" for my personal skills and interests.

My name is Brian Braun, and I'm applying for the vacant position on the Human Rights Commission.
Shortly you will receive my application and have the opportunity to view my qualifications and interest
in becoming a member of this advisory commission.
I feel strongly about making our community welcoming and safe for all its citizens, and I believe that
my personal investment in our city will contribute to the HRC's efforts to do such work. For the past
three years I have been actively involved in local and state organizing and leadership, working to
encourage positive social change, including the Iowa Safe School's Task Force, Iowa Pride Network,
Domestic Violence Intervention Program, and Emma Goldman Clinic, to name a few.
As a member of our community who has been involved in organizing in Iowa City and devoted to social

POLICE CITIZENS' REVIEW BOARD
One Vacancy - Four Year Term
September 1, 2007 - September 1, 2011
Duties of the Police Citizens' Review Board include reviewing Police Department investigations into
allegations of misconduct lodged against police officers, conducting further investigation of the complaint
when the Board deems it necessary, and issuing a public report which explains why and the extent to
which the complaint is sustained or not sustained; maintaining a central registry of complaints against
sworn police officers and issuing annual reports regarding the disposition of the complaints to the City
Council; reviewing police policies and practices from time-to-time and recommending changes to the City
Council when the Board deems it appropriate.
Iowa City appointed members of boards and commissions must be eligible electors of the City of Iowa
City. However, the City Council reserves the right to waive the residency requirement for good cause
shown. The City Council also reserves the right, for good cause shown, to waive the requirement that the
Board include one current or former "peace officer" as that term is defined by State law.
Applications must be received by 5:00 p.m., Wednesday, July 18, 2007. The City of Iowa City
encourages diversity in the appointment of citizens to boards and commissions. Persons interested in
being considered should contact the City Clerk at City Hall, 410 E. Washington Street. Application forms

THE CITY COUNCIL OF IOWA CITY IS CONSIDERING APPOINTMENT TO THE FOLLOWING COMMISSION:
YOUTH ADVISORY COMMISSION
One Vacancy - Unexpired + Two-Year Term
Ending December 31,2009
One (1) person - Age 15 to 17 on the date of filing
The mission of the youth Advisory Commission is to promote understanding and awareness of Iowa
City among Iowa City youth, allow a select group of youth to help make decisions concerning them and
their peers, enable youth members to utilize and expand on their leadership abilities, to serve as a
mechanism for communication between youth and adults in Iowa City and create a bridge whereon youth
and adults can develop partnerships.
All members of the Commission shall be residents of Iowa City and must be the required age on the
date of filing. Said age requirements may be waived by the Council due to a lack of applicants. Meeting
time and location to be determined by the Commission.
Applications must be received by 5:00 p.m., Wednesday, July 18, 2007. The City of Iowa City
encourages diversity in the appointment of citizens to boards and commissions. Persons interested in
being considered should contact the City Clerk at City Hall, 410 E. Washington Street. Application forms
are available from the Clerk's office upon request or on the City website at www.icqov.orq.

Clerk at 356-5041 .
Spouses and relatives of City Council Members and members of comparable
County Boards and Commissions are not eligible for appointment to City Boards
and Commissions. This includes: spouse, child, mother, father, mother- in-law,
father- in- law, brother, sister, brother- in- law, sister- in- law, step-father, step-
mother, step-child, aunt, or uncle. (Resolution 85-354)
