Minutes of the Regular Meeting DRAFT

Call Meeting to Order. President Paetzold called the meeting to order at 5:03 p.m.
Public Discussion. Rev. Doyle Landry announced there will be a community conversation about
race in Iowa City on 10/25/14 starting at 1:00 pm in the meeting rooms. Landry extended an
invitation to Board members to help shape the conversation. Board members will receive something
in the mail.
Byers said AFSCME will send something out before the next Board meeting because it is time to
begin contract negotiations.
Approval of Minutes.
The minutes of the July 24, 2014 Regular Meeting of Library Board of Trustees were reviewed. A
motion to approve the minutes was made McCray by and seconded by Rich -Chappell. Motion
carried 9/0.
Unfinished Business. None.
New Business.
Policy Review: 801: Circulation. Craig stated this is one of our most important policies. There are
significant staff suggestions for changes to the policy. Semel asked if there is data about the
number of materials that have not been returned and would be interested in seeing this data.
Logsden said we encourage patrons to return an item, no matter how overdue, rather than
replacing it altogether. An overdue fine is never more than $10.00 to encourage returns. Paetzold is
concerned about popular materials not being returned in a timely fashion thereby preventing access
to these materials. Mangano said we use a ratio to automatically order more items as the number of
holds increases. Concern was expressed about overdue fines on children's materials. Fine income
has been dropping because electronic materials are not fined (they are automatically returned) and
circulation is down. Decreasing most DVD fines will continue this trend. McCray mentioned

Coralville's 10 cent fine for children's materials. Questions to think about: What criteria would we
use to know if this rate change is successful? Has patron behavior changed? Are materials coming
back more quickly? Is there are way to have materials on hold treated differently?
In response to a question from McCray about materials checked out to thejail, Logsden said thejail
does not reimburse the library if materials are not returned or ruined per our contract with them but
we receive funding for otherjail materials. A motion to approve the Circulation policy with the
recommended staff changes was made by Martin and seconded by Baker. Motion carried 9/0.
Policy Review: 802: Confidentiality. This is a regularly scheduled policy review. No changes were
recommended by staff. Freeman asked about third party confidentiality. Craig described the
Overdrive situation in which we have to permit Overdrive access to very limited information to
prove an individual is an ICPL cardholder to permit Overdrive to check out an eBook to the
cardholder. We don't have control like we do with materials stored on our library servers. The Board
reviewed the policy. No action required.
Library Annual Report. Not all financial reports are available yet. The complete report will be
available online soon at www.icpI.org/about/annual-report. Rich -Chappell asked about the increase
in adult and teen programs. Clark said the new teen space helped and the Teen Librarian did
outreach to schools. Another aspect is finding partners who help bring interesting programs. Clark
said we are spending more time identifying and creating programs. Craig pointed out that picture
book circulation and children's fiction circulation increased. She believes children are still reading
books, parents still want their children to read books, and parents believe it is important to bring
their children to the library.
Staff Reports.
Director's Report. Work on the strategic plan is moving along. Objectives will be presented in
September. The Iowa Department of Transportation (DOT) visited yesterday to assess us as a
potential DOT kiosk. ICPL applied to have a kiosk for people to renew driver's licenses. The DOT will
pay to have a camera added to our security system and the equipment will be located in the old
typewriter room if we are approved as a site. A copy of a letter to Mediacom was included in the
packet as a reminder the channel is changing. Craig said that Iowa City Book Festival is scheduled
for October 3-5, 2014.

Children's Services. Paetzold asked about the Tom Sawyer reading initiative.
Collection Services. No comments.

IT. No comments.
Development Office. McCarthy said it was a good year. The corporate partners program is growing
as is competition for contributions from businesses. The Development Office is working with an

accountant on tax return preparation. A new staff member, Kelley Schlitz, began Monday as a part-
time Library Assistant I. A Buy One, Get One media sale is underway at The Book End. The
Development Office has received many memorials for John Chadima. He was a generous library
supporter and friend, and will be missed. Semel asked about the increase in donations and decrease
in the number of donors. McCarthy said this is an interesting phenomenon. When there are
accessible fundraising projects, for example, $25 to include a name on the Bookmarks statue a few
years ago, the number of donors goes up. The Friends Foundation received an undesignated
bequest and the Friend Foundation Board allocated some of the money to future projects as well as
the annual fund.

President's Report. Reminder that the State Library Town Meeting is on September 10, 2014 at the
Coralville Public Library and ILA is October 22-24, 2014 in Cedar Rapids.
Announcements from Members. Martin said the State Librarian hiring committee Skyped
interviews with 6 persons last week. Three finalists from North Carolina, New Jersey, and Minnesota
will interview in person on September 9, 2014. It is hoped the process will be complete after the
interviews. The Town Meetings will focus on advocacy. There will be two breakout sessions that all
participants will attend this year. Martin mentioned the Iowa Library Commons, a new online service
of the State Library for library people to share best practices and ideas with each other.

The MasterCard expenditures for July, 2014 were reviewed. A motion to approve the disbursements

The City is behind their normal schedule in finalizing information for the end of the year FY14
reports, which has pushed back the FY16 operating budget process as well. However the City's
Capital Improvements Plan is on schedule and requests are due on September 29.
The City sells bonds to fund the CIP requests, distinguishing these budget items from those that
are in the capital section of the departmental operating budget which are funded from the
general levy. Many years the Library does not have any items in the CIP budget. We received
$100,000 in FY14 and again in FY15 to help pay the costs of the building upgrades that were
done in those years.
I have proposed two CIP budget requests for your consideration. The first is a $55,000 item that
replaces the controls for our HVAC system. The current system is out of date and no longer
supported by the vendor. The replacement was recommended by the HVAC consultant we
hired last year to study our system. An item of this amount could feasibly also be funded in the
operating budget. I visited with the Finance Director and he said there was the flexibility to
move it from CIP to the operating budget depending on where funding was available.
The second request is for $100,000 in FY17 to support the purchase of a bookmobile as called
for in the strategic plan. This is about half of the anticipated cost of the purchase and equipping
of a bookmobile unit. Many questions about this service need to be answered and we will
spend FY16 studying our needs, looking at other service models and preparing a specific
recommendation for you. A place holder in the FY17 CIP budget secures that portion of the
funding and provides a good foundation for private fundraising.

Description: Replace outdated and no longer supported HVAC controls.
Need:
A study was conducted in FY14, final report received in June, by Design Engineers, who were
selected through an RFP process made recommendations regarding replacement or upgrades
to the library building's HVAC systems. The consultant recommends the replacement in 2015 of
the current building control/automation system which is on its last version of manufacturer
support. A new controller will accept all existing devices and also be able to link to future
controllers. Access through the internet is included.

Strategic Plan Goals:
Strategic Plan; Goal 1: The Iowa City Public Library connects people to information and ideas
and offers them opportunities for enjoyment and personal growth.
A FY16 objective for this goal is that we will begin planning for bookmobile service. Making a
CIP request for FY17 (July 1, 2016-June 30, 2017) gets some funding identified to purchase a
unit. Depending on the size and how it is equipped the cost estimate is $200-$250,000. This
request asks the City for $100,000 and we will ask the Friends Foundation to assist with gifts to
support the remainder of the costs. It is best to think long term when this level of fundraising
will be needed and the City prepares a five-year CIP budget.
Need:
During the planning process it became evident that a common concern about library services in
Iowa City was access to the downtown facility due to parking issues. At the same time
expansion of outreach services begun under the last strategic plan have met with positive
results and we hope to grow these efforts. A bookmobile is a cost-effective method of reaching
broad segments of the community who cannot or prefer not to visit the downtown building. It
is much more flexible and much less expensive than a fixed site branch library. It can be used at
community events away from the downtown and will provide a remote pick up site for
materials people have requested. Planning for the service will be done in FY16 with purchase
the following year.

Dear Mr. Coleman,
I am writing in response to your letter to me dated August 7, 2014. First, let me thank you for recognizing
that, as technology expands and grows, it is important for Mediacom to prepare its network to make even
faster Internet offerings available to the businesses and residents of Iowa City (the "City").
As you know, Mediacom, until recently, operated in the City pursuant to a local franchise. Mediacom
approached the City in 2008 to discuss the possibility of transitioning some of the City's PEG channels to
digital in order to free up bandwidth for faster Internet services. We ultimately abandoned those plans
because it would have required a revision of the local franchise.
In 2013, Mediacom converted from a local franchise to a state issued franchise. While Mediacom is required
to maintain a comparable number of PEG channels under the state franchise as it was under the local
franchise, there is no requirement that Mediacom maintain those PEG channels in any particular format
(e.g. analog v. digital) or on any particular channel location.
In essence, the state franchise gives Mediacom the freedom to transition PEG channels to digital. Because
we want to begin making room on our network to offer even faster Internet speeds to residents and
businesses in the City, Mediacom will make the below changes to the City's PEG channels on or about
October 29`" :

All of the above listed PEG channels will continue to be available on the broadcast basic tier of service, just
in a digital only format.
In advance of these changes, Mediacom will place an ad in the local newspaper notifying City residents of
the upcoming changes. On or before September 29th, we also plan to run a crawl for 30 days on the
Weather Channel informing customers of the upcoming changes.
If the City would like to produce a :30 PSA giving local residents additional information about the upcoming
changes, Mediacom would offer to run the PSA on various cable channels during the 30 days prior to
October 29th.
Since Mediacom has been gradually transitioning its channels to digital over the past couple years, most of
our customers in the City already have digital reception device, be it a digital -ready television, digital
converter box, or digital transport adapter ("DTA"). For those customers that still rely on analog only
televisions, Mediacom will offer DTAs at no cost for one year and for lease at $0.99 per month after that.
DTA's can be picked up at the local office or shipped directly to the customer for self -install. If a customer
requires Mediacom to come to their home to install a DTA, then a $49.99 service charge will be applied to
their account.
In conjunction with the October 29th channel changes we are making, Mediacom has raised the top
residential Internet download speed in the City from 105 Mbps to 150 Mbps. We anticipate announcing
even faster speeds at a future date.
In closing, I wanted to take a minute to explain that as Mediacom is moving away from local franchises
towards state issued franchises, we are also moving away from individualized agreements that give certain
cities significantly more privileges or benefits than others cities. As a result, Mediacom will not be providing
the City with the special requests set forth in your letter to me.

Adult Services Department Report
Prepared for the September 18, 2014 Meeting of the Iowa City Public Library Board of Trustees

Switchboard and Paging Holds — Heidi Lauritzen
On September 3, the number of holds allowed for each patron increased from eight to ten. By mid -
September Switchboard was already seeing the impact, with the number of holds processed increasing
by thirteen percent over the same amount of time in September a year ago. Switchboard is now
averaging 270 holds processed per day. ICPL's paging service, in which we retrieve items that are
available on the shelf for patrons, has increased thirty percent over a year ago. It is a popular service
that offers great convenience to patrons, and has shown growth over the year; the increase in the hold
limit means even more use by patrons. We are averaging about 100 items per day now, compared to 74
per day last September. Switchboard staff compiles lists every few hours of items that have been placed
on hold, and Community & Access Services Page staff retrieve the items for Switchboard to tag for the
public pickup shelf and send out Hold Notices to patrons.
More holds = grateful patrons. We received a thank you via chat on September 4. "I just want to thank
you folks for letting people request books that are in the library. It is so hard for me to go through the
stacks and find books with my little kids. I really appreciate being able to pick books up at the front so I
don't disturb other people. This service you offer makes my life so much better and easier." And Susan
reported that a woman at Rotary today also thanked me for this service. She has been receiving
chemotherapy treatments and does not have the stamina to browse the stacks for materials she wants,
but she has her husband bring her down, drop her off in front and she can come in to browse the NEW
shelves and get her things off the hold shelves. She says it has been a lifesaver.
A Day of Successful Programming Success - September 17
We had two evening programs on Tuesday, September 17. One was the Melissa Gilbert event, co-
sponsored by Prairie Lights Books. We had 225 people in the room of all ages with some in Little House
on the Prairie garb and probably nearly 50 in the hallway. Melissa Gilbert was so gracious and sweet.
She spoke to those who couldn't fit in the room and then stayed until nearly 10 pm signing books and
hearing stories and giving hugs. And having her photo taken over and over and over again.
Candice Smith reported: B.Y.O.Book continues to draw a great group of readers! On September 16 the
group met at the The Mill to discuss A Visit From the Goon Squad by Jennifer Egan (Pulitzer Prize winner
in 2011) and had just over 20 people present. It's a diverse bunch of people, covering a wide array of
ages, interests, and personalities. One nice thing about the Library being the 'host' of the club is that
people can choose to attend the sessions they prefer; some people have been at all of the events,
others to a couple of them, and new people continue to show up as well. There were three new

Update for ICPL Trustees and Friends Foundation Board

Following the Board's meeting last month, staff implemented changes to fine
rates, hold limits and other revisions resulting from the Library's Circulation and
Library Card policy review. Feedback has been positive. We received official
compliments from two patrons about the increase in the number of holds and
from one patron about the change in fine rates.
At the meeting, several Board members asked for information regarding how
many materials are not returned to the Library. We believe the rates of items
not returned to ICPL match rates for other libraries. We do not see this as an
excessive problem and acknowledge libraries will always have items that are
not returned for one reason or another. We divide losses into three categories:
Lost and Paid, Missing and Long Overdue.
In FY14 there were 785 items that were Lost and Paid, 597 items reported
Missing, and 1,352 items that were Long Overdue. In FY14 patrons paid
$19,430 for items on their accounts that were Lost and Paid. The
reimbursement we receive varies from year to year. Over the last 10 years,
money paid into Lost and Paid has been as low as $6,052 and as high as
$25,828 per year.
Lost and Paid means the patron paid for the item that was either not returned
or was damaged while in their possession. Items identified as Missing should be
on the shelf but could not be located. Theft accounts for many of these items. In some cases we are able to

identify a specific date and time for when items were missing and often utilize the security cameras to help
identify who is responsible for this loss. Long Overdue are items patrons check out but do not return.
We received information from Transportation Services about the Summer Library Bus program (see box above).
2,943 people caught a ride using the Summer Library Bus. The busiest routes were Lakeside and Oakcrest, but
utilization of the program was spread throughout the community. In other summer news, we received great
feedback from ISU Extension and the Johnson County 4-H program about the 4-H on Wheels program
collaboration in Lone Tree this summer. Although checkout of materials was low, we issued many new Library
cards and raised awareness of Library services in this community. We have a meeting with ISU Extension staff in
October to begin planning for summer 2015 outreach.
Fall is tour season, and we have many tours scheduled from the UI English -Language -Learner program, UI Reach
Program, and Iowa City Community School District classes. Staff will travel to Lucas Elementary School for their
"Academic Night" on September 23 to share information about the Library and issue Library Cards.
The fall edition of The Window, the Library's newsletter, was mailed the week before Labor Day. We print nearly
56,000 copies of The Window and utilize the US Postal Service "Every Door Direct Mail" bulk mailing service to
all residents in our service area. This year we printed with a new, local printer and we were very happy with the
quality and service received. We mail two issues of The Window each year. The fall edition is mailed around
Labor Day and the focus is on welcoming people to the community, introducing Library services, and promoting
signing up for a Library Card. The spring edition is mailed around Spring Break and focuses on spring programs as
well as giving a sneak peak about Summer Reading Program programs and activities.

What is the Memo of Understanding?
The annual Memo of Understanding between the Iowa City Public Library Friends Foundation and Iowa
City Public Library is presented for your information at this meeting. The Memo of Understanding is the
agreement which delineates the amount of support to be paid to the Library by the Friends Foundation
for the current fiscal year. It was approved by the Friends Foundation Board of Directors at its meeting
on September 3, 2014.
This year's Memo outlines grants totaling $271,000 which is $58,971 (28%) higher that the FY14 total of
$212,029. The library requested additional support for the Summer Reading Programs, along with
undesignated funds to be paid to the library every quarter for whatever is needed most and for
Development Office salaries and benefits.
Book End Birthday Sale!
A, Don't miss the "Buck -a -Book" Fiction Sale underway at the Book End. It's the store's
Sweet 16 birthday. Our gift to fiction readers is the opportunity to buy their favorite
fiction authors and titles for just $1.00 each! New stock is added to the shelves at
least once every day so be sure to stop in often.
In addition to celebrating this milestone birthday, the special sale will help make
room for the hundreds of new donation books being collected during September's
ninth annual book drive conducted by MidWestOne Bank. Those books will be delivered to the store in
October.
Recycling Books
Every year, the library receives thousands of donated books. Most of those in good condition which are
not added to the library's shelves, or collections in 18 outreach locations or sold at The Book End or
during another special sale, are now shipped to Better World Books by Development Office staff. The
Better World Books partnership began in April 2013 in an effort to maximize income from the donations.
Since then, at no cost to the library, more than 12,000 pounds of books have gone to Better World
Books, and the Friends Foundation has earned close to $1,200 from the sale of those books.
Donor Retention and Recruitment
The number of contributors to the Iowa City Public Library Friends Foundation, and most nonprofit
organizations, changes each year. The Friends Foundation's donor retention rate was 67% last year. That
is higher than the national average of 39% quoted during a Donor Retention workshop that Christina
Davis and I recently attended in Iowa City. The seminar was hosted by the Lamed A. Waterman Iowa
Nonprofit Resource Center and Association of Fundraising Professionals of Eastern Iowa. We learned
that our efforts to encourage past contributors to remain active are much more likely to generate
success than reaching out to potential new donors. Nationally, just 2%of prospective contributors
actually respond to become donors. Friends Foundation efforts are slightly more successful at nearly 4%.

FISCAL YEAR 2015 Memo of Understanding between the Iowa City Public Library
Friends Foundation Board of Directors and the Iowa City Public Library Board of
Trustees
The Iowa City Public Library Friends Foundation Board of Directors approved the attached
Fiscal Year budget on June 4, 2014. It is agreed that the Iowa City Public Library Friends
Foundation agrees to pay the Library a total of $114,000.00 in grants for fiscal year 2015 for
needs approved by the Library Director. Payments will be made on the first day of each quarter
of fiscal year 2015: July 1, 2014; October 1, 2014; January 1, 2015; and April 1, 2015.
In addition, the Iowa City Public Library Friends Foundation agrees to fund a portion of salaries
and benefits of the staff of the Iowa City Public Library Development Office. The Iowa City
Public Library Friends Foundation agrees to pay $157,000.00 in FYI as determined by the
budget for salaries and benefits. Payments to the Iowa City Public Library will be made on the
schedule determined by the Iowa City Public Library/City of Iowa City.
Thus, as outlined above, the total grants, salaries and benefits payable to the Iowa City Public
Library from the Iowa City Public Library Friends Foundation for FY15 is $271,000.00, Funds
will be payable from current and past year annual gifts, current and past year unrestricted
spendable earnings, and, if necessary, unrestricted equity.

Making Time for Tweens
Morgan Reeves, Children's Librarian at the Iowa City Public Library
Kids are growing up faster than ever, with increasing pressure to succeed academically and/or
athletically. The age group caught between childhood and the teenage years is increasingly being
referred to as tweens.
Within the age range of eight to twelve, tweens are able to deal with these pressures through increased
self-confidence and growing their independent interests. As they begin looking for connections outside
of their families, tweens still want to feel supported and valued by their families. This is why Iowa City
Public Library tween programs are for tweens only. They are allowed to create and socialize away from
their families, and build their self-confidence in having something to show fortheir efforts, whether that
be a story to share or a completed project.
After the success of the Library's summer program for tweens, kids in grades three through six will still
have plenty of after -school options at the library. In addition to the computers, iPads, and interactive
touch table available for free play in the children's room, we have a number of technology -based
programs for tweens. Rather than spending more time focused solely on a screen, these programs use
the appeal of technology to bring kids together and encourage social collaboration.
Tween Minecraft Time starts back up on Monday, September 8, from 3:30 to 5:30 p.m., and will be held
on the first Monday of every month. Register online to work together with other young Minecraft
enthusiasts to create something amazing or try to outlive your friends in survival mode.
The early release from school on Thursdays means all school -age kids can play Wii Games in the
Storytime Room from 3 to 5 p.m. Game play lasts for 15 minutes in three groups of four. Don't forget
that the ongoing Coderpojo ICPL Coding Club is open to grades five through 12. The club learns to code
and develop websites, apps, and games month from 2 to 4 p.m. on the second and fourth Saturday of
every month.
Want to break yourtweens free of technology and focus on hands-on skills? The library will be starting
"Totally Tweens;' a once -a -month program featuring crafts, art, games, gardening, and even an
occasional snack. We'll provide the supplies and instruction for tweens to go home with a new way to
show off their skills. Totally Tweens begins with "Knit -In" from 3:30 to 5:30 p.m. on Tuesday, Sept. 16.
Kids will learn to knit their own colorful scarves with the yarn and needles provided.
Tweens also can participate in the Library's annual Intellectual Freedom Festival from September 21
through 27 by reading a book from our Banned Booklist for Tweens. Then in preparation for Halloween,
tweens can join me for "They're Alive" on Monday October 20 from 3:30 to 4:30 p.m. during which we'll
bring costumes to life by painting and decorating the provided masks.

In 1995, the Iowa City Public Library established the Carol Spaziani Intellectual Freedom Festival to
honor Carol for her 26-year career at ICPL and for her life-long commitment to the freedom of ideas.
Spaziani believes thatthe public library's role is to be a resource and a forum for an individual's pursuit
and expression of diverse points of view. As Justice Potter Stewart wrote, "In order to be responsible
citizens who have the ability to self -govern, we must be well-informed."
Whenever possible, the Festival coincides with Banned Books Week, an annual event celebrating the
freedom to read sponsored by the American Library Association, the American Booksellers Association
and the American Society of Journalists and Authors among other groups and associations. Banned
Books Week brings together the entire book community — librarians, booksellers, publishers, journalists,
teachers, and readers of all types — in shared support of the freedom to seek and to express ideas, even
those some consider unorthodox or unpopular.
This year, the Library is collaborating with University of Iowa Obermann Center for Advanced Studies,
the Reading Aloud Group from the Iowa City/Johnson County Senior Center, the University of Iowa
Library and the Departments of English, Cinematic Studies, and Journalism and Mass Communications
and the University of Iowa International Writing Program.
Festival highlights include:
A screening of"Diagram or Delinquents" at 7 p.m. Monday, Sept. 22. This documentary captures the
zeitgeist of late 1940s and early 1950s America, and investigates how comics went on trial.
The Reading Aloud Group from the Iowa City Johnson County Senior Center will read the poetry of Edgar
Allan Poe, some of whose poems were censored until well after his death, from noon to 1 p.m.
Wednesday, Sept 24.
Carol L. Tilley, an Assistant Professor in the Graduate School of Library and Information Science at the
University of Illinois at Urbana -Champaign, will present "When Comics Almost Died - Readers, Censors,
and Innovation" at 7 p.m. Wednesday, Sept. 24. Tilley's lecture is based on her research regarding
Fredric Wertham, who blamed juvenile delinquency on reading comics.
"Dixie Chicks: Shut Up and Sing" follows the Dixie Chicks over a period of intense public scrutiny, fan
backlash, threats, and pressure from both corporate and conservative political elements after lead
singer Natalie Maines publicly criticized then President of the United States George W. Bush during a live
2003 concert in London. The documentary will be screened at 7 p.m. Thursday, Sept. 25.
An adult education class, Social Media Safety; Protecting Your Online Privacy, will be held at 10 a.m. on
Friday, Sept. 26, This class focuses on the advantages and disadvantages of using privacy settings on
several social networking sites.
Maureen Freely, a 2014 Ida Beam Visiting Professor at the University of Iowa International Writing
Program, will speak on censorship at 7 p.m. Friday, Sept. 26. Freely also is the president of English PEN, a
global literary center that defends and promotes free expression.

IOWA CITY — A popular pizza joint is leaving its downtown Iowa City location.
The Wedge Downtown has asked out of its lease for the city -owned space at 136 S. Dubuque St., which is in the heart of the
Pedestrian Mall, and could leave as early as this fall, city officials said.
The Wedge has sold pizzas out of the downtown spot since 2008. It has another restaurant, known as Wedge Pizzeria, on South
Riverside Drive.
Its not clear exactly why the Wedge Downtown Is closing.
Owner Steve Harding said he did not have any paperwork from the city yet, but when he does, he'll "tell the whole story." He would
not comment further.
Assistant City Attorney Eric Goers said he does not know Harding's reasons, but "he's indicating that his current model isn't
working."
The Wedge Downtown is in the second year of a three-year lease agreed to with Iowa City that sets the rent at $6,267 per month
for the 4,580-square-toot space.
The restaurant is in commercial space that is part of the Iowa City Public Library building that has been rented out since 2006.
The city offered to extend the lease another two years at the same rent, but the Wedge Downtown asked to be released from its
obligations, said Simon Andrew, administrative assistant to the city manager.
The city gave the Wedge a $40,000 low -interest loan in 2008 to help open the downtown location. All but approximately $4,700 of
that has been repaid, Andrew said.
The city is negotiating the terms of the Wedge's exit, including the repayment of the rest of the loan, with the restaurant's attorney,
Goers and Andrew said.
The city does not yet know what may replace the Wedge Downtown in what is a high -profile location on Iowa City's popular
Pedestrian Mail.
"It's an awfully good retail space, and we'd love to get another retailer in there," said Jeff Davidson, Iowa City's economic
development administrator.
Before spring 2013, the Wedge Downtown sublet half of the space from Capanna Coffee. The city evicted Capanna last year for
failing to meet its financial obligations.
The Wedge Downtown then took over the full space and continued the coffee business with May's CaW Harding also declined to
comment on the caffi's future.

Irene Elanor Crutchley, 81, of Marion, formerly of Iowa City, went home to be with the Lord on Wednesday, Aug. 20, 2014, at
University of Iowa Hospitals and Clinics, Iowa City. Funeral services: 11 a.m. Saturday, Aug. 23, at Murdoch Funeral Home &
Cremation Center, Marion. The family will greet friends one hour before the service at the funeral home on Saturday. Burial:
Ridgewood Cemetery, North Liberty.
Survivors include her brother, Harold of Marion; four nieces, Mema Moore of Marion, Dawn Carter of Toddville, Linda Carter of
Tiffin and Cheri Leaman of Deltona, Fla.; five nephews, Ken Crutchley of Marion, Chuck Crutchley of Mount Vernon, Roger Fleming
of Amana, Darrell Ater of Cedar Rapids and Richard Bowman of Douds, Iowa; and many great-nieces and great-nephews.
She was preceded in death by her parents, three sisters, two brothers and three nieces.
Irene was bom Jan. 20, 1933, to Alice (Kessler) and Daniel Cmtchley near North Liberty, Iowa. She attended Albumett Consolidated
School. Irene worked at the Cedar Rapids Gazette, Westinghouse in Iowa City and the Iowa City/Johnson County Senior Center. She
did volunteer work for the Iowa City Public Library for many years and was named Volunteer of the Year in April 2003.
Irene was a member of the Church of the Nazarene.
Memorials may be directed to Linn Manor Care Center, Iowa City Church of the Nazarene, Oakland Church of the Nazarene in Cedar
Rapids or the Iowa City / Johnson County Senior Center in Irene's memory.
Irene and her family would like to thank the caregivers, residents and their families for all of the loving care and support she received
during the past four years that she called Linn Manor Care Center her home.

IOWA CITY, IA (CBS2/FOX28) — Starting today (Wednesday) the Iowa City Public Library is
lowering its overdue fines rate.
Now, everyone will be charged 25-cents per day for items returned late. This does not include
Express DVDs and circulating equipment. Those will stay at $1 per day late. Game consoles will
also stay at $5 per day late.
The library is also raising the amount of items you can have on hold. It used to be that you could
request eight things but now you can request ten items for free.
"The purpose of fines is to provide an incentive for on -time return of Library materials. Our
overarching goal is to assure materials are available for the community. One fine rate at 25 cents
per day, with a couple exceptions, will be easy for our community to remember," says Kara
Logsden, Community and Access Services Coordinator.

IOWA CITY — "Morning is the best of all times in the garden. The sun is not yet hot. Sweet vapors rise from the earth. Night dew
clings to the soil and makes plants glisten. Birds call to one another. Bees are already at work."
So wrote William Longgood in "Voices from the Earth: A Year in the Life of the Garden."
Let's talk bees. Yes, bees, those wee powerhouses of the garden, the field, the grove and the meadow.
Bees are in the news because they are disappearing from the earth at a rapid rate and the jury is still out as to why their numbers
are so greatly diminished.
Many people think of bees simply as a summertime nuisance, but these small and hard-working insects actually make it possible
for many of our favorite foods to reach our table.
From apples to almonds to the pumpkin in our pumpkin pies, we have bees to thank.
Now, a condition known as Colony Collapse Disorder is causing bee populations to plummet, which means these foods are also at
risk. In the United States alone, more than 25 percent of the managed honey bee population has disappeared since 1990.
The Iowa City Public Library has many resources about bees.
Books range from how to keep bees such as Cindy Belknap's "The Complete Guide to Beekeeping for Fun & Profit: Everything
You Need to Know Explained Simply" or Adrian Waring's "Get Started in Beekeeping." There also are a good number of books on
the natural history of bees including Candace Shark Savage's "Bees: Nature's Little Wonders" and "Bees: A Natural History" by
Christopher O'Toole, and "The Wisdom of the Hive: the Social Physiology of Honey Bee Colonies" by Thomas Seeley.
"More Than Honey" is a beautiful German and English documentary on bees. It is an examination of honeybee colonies in
California, Switzerland, China, and Australia, and addresses the vexing issue of why bees, worldwide, are facing extinction.
"Fruitless Fall: The Collapse of the Honey Bee and the Coming Agricultural Crisis" by Rowan Jacobsen is a sobering assessment
of the state of the honey bee in the world and our dependence upon the bee to pollinate many of our crops.
