STAFF REPORT Planning and Zoning Commission November 18, 1976 Z -7617. Application submitted by '1'y'n Cae, Inc. to rezone a tract of ]and located southeast of the !nter- section of Marmon 'Trek Boulevard and 10/8/76; 45 -day limitation: 11/23/76; STAFF The request area of approximately ANALYSIS: 46.64 acres, 'Tract A as designated on the attached plat, is undeveloped except for an existing single 1':imily home and a farnnst.cad. Most of the land in this area, however, is devoted in agricultural use. The main physical feature of the area is the rolling topography with slopes ranging from 5 to 13 percent. The sanitary sewer and water facilities existing in the area are adequate for the density of development permitted in an RIB Zone. The surrounding area is characterized by agricultural crops and scattered single family dwellings. The applicant is requesting 1119, zoning for the subject property in order to provide an appropriate site for a Planned Arco Development composed of single family, two - family and multi- family dwellings. The current. R1A zoning classifi- cation of the request area provides land exclusively for large lot, low- density owner - occupied homes. The 1(1,000 square foot per lot area requirement of the RIA Zone does not provide developers wi th an incentive or enough flexibilitl to build desirable and well designed Planned Area Developments. An R1R -one ,Irsignation for the subject area would allow for an increase in the drnsity of devclopment from 3.48 to 5.81 dwr.11iug units per acre, an increase from low to medium densilr development. This density increase would give the developer greater I'lexifility for designing rand building a more diversified and dcsirahlc Planned Area Its%olop- meat than would he possible under the strict application of the R1A Zone classifi- cation. The proposal for rezoning and development in the subject area and its imme0late surroundings is consistent with the Planning Division's cmlclusions and rc-ommen- dations made inn Staff Report entitled "The Southwest Area Development Study ", dated May, 1969. The study concluded that the southwest quadrant of the community, particularly the area between Melrose Avenue, Highway Hl and proposed Ilighway N518, will become the prime development area of the community. The report recommended that the entire southwest quadrant of the community develop as low to medium drnsity residential development, but t hat multi- frunily development only be permitted through the use of Planned Area Development techniques. Not addressed within the report but, nevertheless a concern as the southwe•.t portion of the community develops, will eventually he the aced for an elem,utary school facility to serve the expected elcmenlary school ago population within the area. U STAFF RECOMMENDATION: It is the Staff's recommendation that consideration of the subject application be deferred pending a full analysis of the elementary school situation.
