cation on December 2, 1976, and subsequently reviewed the

FOR AMENDING THE ZONING ORDINANCE.
Comment: The Planning and Zoning Commission on January 6„ 1977,'recommiended by
a:7-0 voteapproval' of the subject proposed ordinance amending Sections
8.10.20F, 8.10.20G, and 8.10.32A of the Zoning Ordinance. This proposed
amendment would increase the maximum time within which the Commission must
nr act from 45 days to 60 days. This amendment is being proposed' because of
a recent legal opinion which mandates that the Commission must hold a formal
public :hearing, as prescribed by the Code of Iowa, for all zoning ordinance
amendments.=

should take special note of a drainage problem which exists in

noted',in said report have been resolved. The Community Develop-`

(4) To approve S-7642, preliminary plat of Makada Subdivision located
one-half mile south of the southerly city limits and east of
Sycamore Street extended south in Johnson County.
The Planning and Zoning Commission on January 6, 1977, recommended
by a 7-0 vote approval ofthe subject subdivision located in
Johnson County within one, -half 'mile of the southerly City limits.'
The Commission's recommendation is consistent with the staff's
reconmnendation. This subdivision is locatedwithin' the extra-
territorial -'jurisdiction of the City' and, therefore, City
approval is ,required. A'staff analysis of the subdivision was
•
presented in'a Staff Report dated January 6,=1977, and -is
attached to this agenda. A resolution for ''approval' of'the
subject subdivision will be presented to the Council at the
next meeting:
(5) Toapprove S-7643;:preliminary platlof Hawkeye'Heights located
west of Mormon Trek Boulevard and -approximately 500 feet south
of Melrose Avenue, with the following contingencies:

Recommendation of the Human Relations Commission (continued):

the Commission will recommend the restitution of our present pro-
cedures in the event that the City is successful in the appeal.

Comment:
The Planning and Zoning Commission at a regular meeting held on December'
161 1976,,recommended by a,5-0 vote approval of the above application to
rezone a tract'of land located west of Taylor Drive and south of the
K -Mart area:from RIA to R1B. Since there potentially could be "a problem
with the ultimate capacity of the sanitary sewer which 'provides lservice -
to'this area`rand thee,applicant proposes to subdivide the property into '
average lot sizes greater than 10,000square' feet,' it was the further
recommendation of the Commission that the Council not give final approval
to the rezoning' application until the preliminaryplat has been approved-
by, the Commission, and submitted to the City; Council for consideration of
both the preliminary plat and the rezoning application, at the same meeting

Comment:
This public hearing will allow interested citizens an opportunity to
review: the proposed projects and budget amounts to be included in the
third year Housing and Community Development Act (HCDA) Community
Development Block Grant (CDBG) application as developed by the City

This is the first hearing on the Muscatine Avenue Project. The Director

TE: IOWA DEPARTMENT OF TRANSPORTATION FOR FEDERAL PARTICIPATION IN THE
-Ia MARKET/JEFFERSON SIGNALTZATTON PROJECT.
Comment: This agreement is necessary to obtain 70% federal funding on the project.
The total Market/Jefferson signalization project is composed of the
east/west one-way couplet project H1, budgeted in FY 77, and'east/west
one-way couplet project k2, budgeted in FY 78. This resolution does
not legally commit the City of Iowa City,to an expenditure of funds,
but it does, indicate' intent. The local share budgeted in FY 78 for this
project will be $21,480.; The two projects definitely should be bid as,l

CONSIDER RESOLUTION AWARDING BID FOR POLICEWOMEN'S LOCKER ROOM FACILITIES.

Comment:
Two bids were received for the project:
1. Burger Construction Company $17,454 (alternate of $750)
2. 'Paulson Constriction Company,- $26,250 (alternate of $950)
The alternate shown is for ceramic tile in the restroom areas rather than
a'vinyl-asbestos. 'It is recommended that the bid be awarded to Burger "
Construction for '$1,7,454 which does' not include the alternate ",floor
covering. The estimate for the project was $16,235. Although over the
estimate, it is not anticipated that rebidding would >lower "the bid prices
substantially. The budget for this project is $27,000 which originally
;contained money for ventilating the pistol range which 'has ,previously '
been deleted from the project.
