MAYOR ATTEST: CITY CLERK RESOLUTION N0. 77-21 RESOLUTION AMENDING LEASE OF PORTION OF IOWA CITY MUNICIPAL AIRPORT TO UNITED STATES OF AMERICA FOR THE U.S. ARMY RESERVE TRAINIM CENTER. WHEAE1S, the City of Iaua City, Iowa, [hereinafter the City], and the United States of America [hereinafter the Government] have entered into a long- term lease, and Supplemental Agreenent No. 1, for a portion of the Iowa City Municipal Airport for use as a U.S. Amy Reserve Training Center, and WHEREAS, the City and the Goverment desire that a 45 foot by 155 foot strip of land adjoining the leased area be used as an access road to the training center, rM WHEREAS, the legal description of the said land proposed to be used as an access road can be found on page one (1) of Supplemental Agreerrent No.. 2, a copy of which proposed agreement is attached to this resolution as "Exhibit A," and by this reference made a part hereof, and WHEREAS, the City proposes to armed its lease with the Government to allow the Government a 45 foot by 155 foot strip of land for an access road to the Army Reserve Training Center, and WHEREAS, a public hearing on the proposal to amend the lease was held on the 25th day of January 1977, at 7:30 P.M. iii the Council Chambers at the Civic Center, 410 E. Washington St., Iaua City, Johnson County, Iowa, 52240, and WHEREAS, the Council finds that amending this lease is in the best interests of the citizens of Iowa City, Iowa. MEMORANDUM DATE:January 19, 1977 TO: Neal Berlin, City Manager FROM: Dick Plastino, Public Works Director RE: Request for Authorization to Eliminate Maintenance Worker I position in Equipment Division, and add Maintenance Worker II position In December 1975, two Maintenance Worker I's were promoted to Maintenance Worker II's as an interim step to give them apprentice mechanic experience. After six to eight months training period, they were to be promoted to Maintenance Worker III's. Due to labor unrest and Union -City negotiations these two individuals never progressed beyond Maintenance Worker II position. We recently held competitive examinations for two vacancies in the Maintenance Worker III classification, and one of the Maintenance Worker II Is, mentioned earlier, plus a Maintenance Worker I did the best in the examination. In order to properly align the work force based upon the competitive examination, it is necessary to make a permanent Maintenance Worker II position, and drop a permanent Maintenance Worker I position. In summary, due to many factors including City -Union negotiations, labor unrest, competitive examinations, it is necessary to ask that one Maintenance Worker I position be dropped, and one Maintenance Worker II position be added to properly align positions with people.
