Consider recommendations of the Planning and Zoning Commission: a , (1) To approve Z-7618, the rezoning of a tract of land located south of Winebrenner Dreusicke Ford, from RlA to C2. CONSIDER SETTING A PUBLIC FARING ON FEBRUARY 22, 1977, TO REZONE A 5� TRACT OF LAND LOCATED SOUTH OF WINEBRrlMR DREUSICKE FORD FROM RIA 1O C2.: Z-7618. Comment: Mr. .Paul Kennedy, Jr., had submitted an application to rezone the subject tract from an RM Zone to, an M1 Zone which the Commission had,recommended ,i be denied.;; The Commission,, however, instigated consideration, to rezone'. the:tract'of land to"a'C2 Zone. At a'regular meeting held on January 20, recommend 1977, the`Commission''recommended by a'7-0 vote that the subject: property, the Commission .... Consider recommendations of the Riverfront Commission: (1) That the Ri.verfront Commission Bylaws be amended to read, "Regular meetings of this Commission shall be held on the third Wednesday of each month at 3:30 P.M." (Article I, Section 1). This amendment has been noted in the Bylaws. i (2) That the City Council adopt Phase II of. the Iowa River Corridor Study: River Corridor Plan. 1 I CONSIDER RESO ION ADOPTING PRISE II OF THE IOWA RIVER.CORRIDOR STUDY. Comment: This resolution adopts Phase 1I of the Iowa River Corridor Study which was written by Stanley Consultants, Inc. An attached memorandum', from the';Director'of Community Development gives background information and his recommendations concerning this item. 4 Action:�,�e,Q v Item No.,',5,- ANNOUNCEMENT OF VACANCIES. (second consideration). I Comment. A public hearing on this rezoning was held January 4, 1977. The. Planning andZoning Coimnission, at a regular meeting held on December 2,,1976, recommended by a 5-0 vote approval of'the application to rezone'a 46.64 : a'47,' acre tract; located east of Mormon Trek Boulevard and north of the City_ limits. Simultaneously with the submittal of the application, la prelimi- T^'1 nary Planned Area;'Development plan,'Large Scale Residential Development: atYti4, plan and plat had',been submitted for approval by the City to develop Single family dwellings; duplexes and multi -family buildings. !The plans 5w and plat were recommended for approval by the Planning ',and Zoning Com 1' mission and will,be submitted :to the Council for consideration simultan-eously upon adoption of an ordinance to rezone the tract. BARRIER REM7VAL PROGRAM. 7L.) Comment: This 1project ',provides for preliminary design, final design, and construction inspection of: a. ;The Civic Center chair lift b. The'Library chair lift c. The RecreationCenter elevator d. -'The Recreation Center curb cut e. The Recreation'Center front door entrance f. The Recreation Center locker rooms The preliminary phase fees shall not exceed $2,500 and the design and -onstruction''dnspectionifees shall not a coed $13,680. 'These fees will be paid out of the'HCDA funds! allocated for,"architectural barrier removal'. The total amount budgeted for these projects is $93,200:, Items d and e will,be constructed'by City employees while the other 'items will be con- tracted out. ;i, This ,item was deferred from the meeting of January 25, 1977. Comment: As`Oakwoods Addition; Part 6, was originally platted, a sewer'easement was needed over Lots 295 and 296. In the replat of Oakwoods'Addition Part 6, a change was made in street alignments which allowed for the provision of sewer in public right-of-way and not across private property. f3 The sewer is now installed in the; public right-of-way and the City has no need for an'easement over Lots 295 and 296.
