Comment: It is recommended that the Council set March 1, 1977,,

proposed budget.

a, Review a' recommendation of the Planning and Zoning Commission to
approve the Preliminary and Final Large Scale Non-Residential
Development Plan of Howard Johnson's Motor Lodge., S-7641.
Comment: E. J. Corporation has; submitted the above plan for development of: a
sports complex at the intersection of Interstate 80 and Highway'll. The -
Planning andjZoning.Commission, at a regular meeting held on January, 20,'
1977, recommended by',a 7-0 vote; approval of the subject LS.NRD plan con
tingent uponseveral'deficiencies and discrepancies. Since these deficien
cies and discrepancies have now been corrected, this item will be presented
to the City` Council` at the next regular meeting for consideration and
adoption of a resolution approving said plan.; The Comnission's recom-
mendation is consistent with the Staff's recommendation which was presented
dj
in'a Staff Report dated Janua G 1977 and is attached to this agenda.

BY REVISING 1111" PROCEDURES FOR MIENDING '1111" ZONING ORDINANCE:.
Comment:
The Planning and Zoning Commission on January 6, 1977, recommended by
a,7-0 vote approval of the subject proposed ordinance amending Sections
8.10.20P;8.10.20G, and 8.10.32A of the Zoning Ordinance. This proposed
•
amendment would increase the maximum time within which the Commission
(must act from 45 days to 60 days. This amendment is being proposed
j
;because of a recent legal opinion which mandates that the Commission
(must hold a'formal public hearing, as prescribed by the Code of Iowa,

!for'. all zoning ordinance amendments.
Further legal research has disclosed that the Planning and Zoning Commission
,.is
not legally required to have a public hearing. Therefore, it is recom
mended that the hearing not be held and the matter be referred back to
Ithe lPlanning and 'Zoning Commission.:

Comment:
This ordinance places all municipal housing, housing inspection,housing
rehabilitation, and building inspection services under uniform adminis-
tration. The intention is to standardize and, where possible,, simplify

CONSIDER RESOLUTION ESTABLISHING A STOP SIGN AT T11L INTERSECTION OF
MORMON 'TRU BOULEVARD AND MCBRIDE DRIVE.
Comment:
This resolution authorizes the erection of stop signs on McBride Drive
to Stop traffic before it enters Mormon Trek Boulevard. Public Works
recommends approval of this resolution.'

- CONSIDER RESOLUTIO.N:PROHIBITING PARKING ON TIE EAST SIDE OF GRANT STREET
FROM COURT STREET SOUTH 75 FEET.
Cement,:
A recently completed bridge study has identified the bridge at the
intersection of Court and Muscatine as being', seriously, deficient. It
will have to be posted with a 5 ton load limit. This `load limit will
necessitate rerouting the City bus and this parking prohibition will
allow easier movement for 'the 'detour the bus=must maker:for the next
several months until' the bridge is repaired.! Attached to the agenda
are ''sketches showing the temporary bus, route: mentioned above and also
two other temporary routes necessitated by bridge deficiencies.
