Dear Mrs. Shapeott:
The City Council received and placed on file your petition which requested
the City to change the routing of a bus. This bus was rerouted to College
Street after the weight restrictions were placed on the Washington Street
bridge.
The route was changed to lVashington Street when the College Street bridge
was closed to traffic. After the bridge was repaired, the route was not
changed back to College Street.
The detour which transferred the route to Washington Street created problems
regarding schedules and transferring to other buses. Timing and transfer
problems are reduced with the College Street route. Also, there is no
evidence of fewer riders on College Street than on vlashington Street. There
appears to be no compelling reason to reroute the bus to 1Ynshington Street.

Dear City Council Member:
As%the 1977 chairperson for the Johnson County Citizens'
Committee for the Handicapped, an affiliate of the Governor's
Committee for the Employment of the Handicapped, I wish to
relate the committee's on-going interest in the Architectural
Barrier Removal Program for Iowa City.
We are pleased to learn that certain portions of the program
are currently being implemented such as the interior bathroom
in City Park and that architectural designs are being composed
for the installation of lif ts,and elevators in the Civic Center,
Recreational Center, and Public Library.
One area of interest to the committee is the implementation
of the downtown parking program which we feel is of vital
importance in improving the accessibility of the downtown
for handicapped persons. We have received information that
work on identifying parking spaces for the handicapped will
commence this spring.
We appreciate the attention the Iowa City Council has devoted
to the accessibility of the downtown area for the handicapped
and wish to extend our expertise in assisting the continued
development of the program.

The City of Iowa City appreciates your interest in their Architectural Barrier
Removal Program. A number of projects are now underway. The progress is summarized
below.
*The downtown parking program is now being implemented. Reserved parking signs
are being ordered, needed curb cuts have been identified, and we have inquired
about the State's reserved parking permits.
*The Recreation Center will be totally accessible next fall. Hansen Lind F, Meyer
is currently detailing plans and specifications for the elevator installation,
shower room remodeling, a front door ramp, and a passenger unloading area on
College Street. Construction is expected July through September.
*The Civic Center poses a complex maze of problems and Hansen Lind 6 Meyer is
currently preparing a worksheet of improvements and costs (such as elevator
installation possibilities by location) for Council review in early April, in
light of their research and reservations about chairlifts in public buildings.
*City Park improvements are being made this spring. The restrooms are accessible,
within the structure, and a sidewalk with a maximum 8% slope will be installed this
spring to provide access to the structure. Picnic shelter R12 will be accessible.
Parking on a hard surface will be reserved. Therapeutic playground equipment has
been ordered and will be installed this spring -- i.e., a pull tunnel, an elevated
sandbox and a balance beam.
I'd also like to remind you of recreation programs planned, for this summer,
as part of our Special Population Involvement program at the Recreation Center.
Instructional Swim Program (physical and mental handicaps - all ages)
Bowling Program (physical and mental handicaps - teenage through adult)
Soft Ball (physical and mental handicaps - youth program)
PEER Group (emotionally disturbed adults program)
Arts and Crafts program (children's program)

The Housing Rehabilitation Program has been implemented providing loans and grants
to low and moderate income homeowners within designated neighborhoods for home
repairs and maintenance. In addition to paying for improvements to bring the
structure into compliance with the Minimum Housing Code of Iowa City, the funds can
also be used to remove architectural barriers. If you know of anyone interested in
applying or receiving more information, they should contact Maureen Taylor at the
Civic Center; phone 354-1800, ext. 322.
Other City activities coming up include the purchase of one or two public buses
accessible to wheelchairs, and also financial support to the Nelson Adult Center
who plans to build a new center for retarded adults.
As you can see, the City Council has given the physically handicapped resident
community needs some attention this year. The programs and activities will encourage
more individuals independence and more opportunities for socializing.

The Mayor and City Council of Iowa City:
I want to protest the proposed cutting of the Iowa City Public
Library's budget. Libraries do much to improve the quality of
life in a community. This is certainly true in Iowa City. The
Public Library provides educational opportunities for those in
and out of formal educational settings; it helps consumers,
adult learners, preschoolers and their parents, and all sorts
groups. The Iowa City Public Library is also r patron of the
arts, a source of recreation, a public forum end an inform*tion
center. Our Library is a part of the community's services for
its citizens end it also directs people to other services rod
resources. The Library ties the community together in r very
real wry.
The Public Library performs many services now and it could do
even more. It needs more financial support, certainly not less
Books and other materials are incrersing in cost; the Library
could reach more persons with increased staff.
PleaEadon't cut the Library budget; it's too important a
resource for ell of us.

To all members of the lows City Citv Council --
This letter is in regard to the current budget problems and
in particular the library/garbage collection controversy.
I sincerely hope that some arrangement can be made which will
assure continued library services without curtailment of any
portion of that budget allocation. I certainly do not approve
of any reduction in that oart of our cities' services. I
would favor a reasonable assessment to support garbage and
trash collection.
The library is an important, essential and vital, educational
facility which improves the social and intellectual level of
all of our fellow citizens at all age levels. When our citizens
improve our community improves,
As a long time resident, and a constant user of the library,
I have watched it grow and improve over the past 25 years.
As a result of its excellent services I feel that I, too,
have grown and expanded intellectually. I urge you not to
take any of this service from your fellow citizens.
