b.Consider recommendation of the Riverfront Commission to adopt the
Flood Plain Management Ordinance. This ordinance will be presented
for Council consideration at a later date.
c. Consider recommendations of the Planning and Zoning Commission:.
(1) To approve S-7703, final plat of Sturgis Corner Addition
located east of South Riverside Drive and north of Highway G
Bypass.
The Planning and Zoning Commission, at a 'regular meeting held
on February 3,,1977, recommended by 'a 5-0 vote approval of the
subject addition located east ofSouth Riverside Drive and
north of Highway;6 Bypass contingent, upon the submission of.a
legal resolution to approve the final plat. A resolution has
been submitted. However, until all of the legal papers are
jsigned, this item will not be presented to the Council for:

(3) To approve 5-7705, preliminary and final plat of Tracy Lane
Addition located between Sycamore Street and the east end
of Tracy ',Lane;; subject to the following contingencies:
(a) 1. that a variance be granted in section 9.50.5A.2.b.4
to permit, the outer edge of, paving within the turn-
around to be 12.5 feet from the circumference of the

ORDINANCE BY REVISING THE PROCEDURES FOR AMENDING THE ZONING ORDINANCE.,

This'public;hearing was' adjourned from the meeting of February 8, 1977.
The ".Planning and, Zoning Commission, on January 6, 1977,:recommended by
a 7-0 vote approval of the proposed; ordinance amending Sections 8.10.20.F,
8: 10.20. G, and & 10.32A of;the Zoning;Ordinance. The changes being
made are. essentiallyas', follows:
a. ,The ordinance would increase the.time period within,which the
Commission must consider 'a rezoning application and'a planned area
development plan from 45 to 60 days.
b. The ordinance' would alter<the'procedures for amending the Zoning
Ordinance by establishing the requirement: for a formal public hear -
in g„before the Planning and Zoning Commission on all zoning amendments.
c, ; The `ordinance'would'require that a formal public hearing also be

Comment: E. J. Corporation has submitted the above plan for development of a
sports complex at the intersection of Interstate 80 and Highway ,1.
The Planning and Zoning Commission at a regular meeting held on
January 20, 1977, recommended by a 7-0 vote approval of the subject
LSNRD plan contingent upon several deficiencies and discrepancies
which have now been corrected. The Commission's recommendation is
consistent with the staff's recommendation which was presented in a
-Staff Report dated 'January 6, 1977, and was furnished to the Council
with the agenda of February 8,-,1977.

Item No..10 CONSIDER RESOLUTION'AUDiORIZING THE MAYOR TO EXECUTE AND nt CITY
77 CLERK TO CERTIFY AN AGREEMENT WITH THE CITY OF CORALVILLE, IOWA.
Comment. The Councilauthorized the staff to pursue cooperative agreements with
the City'of Coralville. Theycooperative agreement israuthorized by
Chapter 403A and 28E, the State Code of Iowa. This Agreement will
permit the 4owa City Housing'Authority to make 'Housing Assistance
Payments on behalf of eligible low-income persons living in dwellings
within the City of Coralville. Required inspections of units prior
to,;initiation of.',payments will be performed by; agents of the City of
Coralville.: The'Housing Commission and the staff reconnnend adoption
"•;` of thisxesoluticn. On January -7 the City, Manager provided the, Council
with information concerning potential` liability for the City. The
" City of Coralville has agreed to ahold harmless clause. Therefore,
the City Manager recommends,that the City Council approve this resolution
