Comnissioner Tan Scott presented a written minority report and explained it. Civil Rights Specialist Linda Ragland asked that, .as a minimum, Council bring the Ordinance up to State Code. Councilmen Balmer and Vevera noted concerns and reservations and called attention to Attorney Hayek's memo. Cannissioners Barbara Woodard, Clara Olesen and Mace Braverman were also present for discussion, along with Hannah Weston for the American Civil Liberties Union and Linda McGuire frau the Warren's Resource and Action Center. Observations made were that (1) in employment women have had to face, for many years, harassment and solicitation, (2) the 120 days after the facts, allowed for filing a claim in according to State law, Federal law allows 180 days, (3) the Commissioners favor a three year term, as an individual can be reappointed. Something could be added so that if a Commissioner was in the middle of a conciliation, the term could be E continued.to a logical stopping point, (4) there were some funds in the budget to provide for hearing officers for the Comnission and for the Civil Service Commission, (5) 10.2.15G and 10.2.17C are frau the State Code, and (6) the new suggested for the Ordinance is the 'Human Rights t,. Ordinance'. The'Mayor.`,questioned if there was a particular problem in Iowa City with { 'marital status'. in housing. Those present for discussion noted several complaints. Fredine.Branson called attention to the fact that in the Y Federal law for rent projects you have to show a legal relationship between,the applicants. RIVER "ODRRIDOR S= Chairman Sam Fahr and Commissioner Brandrup were present for discussion. this study is a proposal for the core of the development of the entire corridor, submitted after consulting with several agencies. The proposal • `'is not binding, but gives the citizenry a general idea of the policies that will probably be adopted. The Comtission would like to see the $42,000 which was spent on this Study by the Stanley Consultants, lead to action. All three phases of the Study have been furnished to the people in the peninsular area. .Mayor Neuhauser called attention to the proposal for land=banking:, Chairman Fahr pointed out that the Riverfront Commission mission did not get any HC1DA funds, He explained the need for a River Corridor Management. Councilmembers present: Balmer, deProsse, Foster, Neuhauser, Selzer, vevera. Perret arrived at 7:40 P.M. Mayor Neuhauser presiding. Mayor Neuhauser announced that Item 8 would be taken up at this time and declared the public hearing on the proposed Human Relations Ordinance open. Human Relations Commissioner Clara Oleson explained the proposed changes as follows: (1) addition to prohibitive criteria for discrimination the protective classes' of marital status, homosexuality, age, and disability, (2) addi- tion of sex discrimination in area of housing, and (3) addition of a new area of credit. Persons appearing who supported the adoption of the new ordinance were as follows: Jo Mastrey; Gene Gronewold; John Smith; Neil O'Farrell; Ann Knight; Joan Zug; Valerie Wilk,. presenting a statement from the Protective Associa- tion of Tenants; Ellen Findley; Allen Keller; David Smithers; . Human Relations Dired- tor Candy Morgan advised that the Commission had gone through' the required steps for the position of Deputy Chief and Council had approved the appointment. Vevera noted concern regarding the Civil Service Commission's statement on eligibility for Captains. He asked that this matter be brought to the atten- . tion of the Civil Service Commission. The four items deferred from the March 8th agenda will be added to the March 22nd agenda. Coun- cilman Perret responded with information on the present status of the A.T.S. and advised he would check on the matter.
