The Planning and Zoning Commission, at a regular meeting held on March
17, 1977, -recommended by a 6 - O vote approval of the above rezoning
request initiated by the Commission. The Commission had earlier

recommended denial of an application to rezone all of Lot 6 and part
of: an adjoining lot from a C2 and 113A Zone to an R3B Zone which was

subsequently withdrawn. 'At the request of the applicant, however, the

USE REGULATIONS FOR CERTAIN FLOOD MIAZARD AREAS OF IOWA CITY, IOWA,
AND PROVIDING FOR THE ADMINISTRATION, ENFORCEMENT AND AMENDMENT THEREOF.
Comment: The Planning and Zoning Commission, at a regular meeting held on March
17, 1977, recommended by a 4 - 0 vote with 2 abstentions approval of the
above proposed floodplain management ordinance subject to several minor
modifications. In addition, the CoWssion by a 4 - 0 vote recommended
s by resolution the following:
a. That the special use regulations incorporated in the ordinance be
be retained, and
b. That the nonconforming structure provisions in the ordinance also
` be retained.
A list of the minor modifications recommended by the Planning and Zoning
Commission was furnished with the agenda of April S. The City Council
should note that the proposed ordinance must be finally adopted before
Lnrii 26, 1777, to insure our applicability under the flood insurance
`
program. This item was discussed at the informal Council meeting of
March 28, 1977.

Gonment:
Copies of the revised ordinance and riles and regulations were mailed
to all churches, florists, mortuaries, and other interested individuals
on September 22, 1976. The Council received a copy along with a memo-
randum from the City Manager in the packet of September 24, 1976. A
public meeting was held on October 6, 1976, to receive comments and
suggestions. An additional meeting was held with tha Iowa City ministers.
As a result of these meetings and other suggestions, the ordinance and
rules and regulations have again been revised. Copies of the latest
revised ordinance and rules together with a list of changes were furnished
with the agenda of March 29, 1977. These items were discussed at the
'
informal Council meeting of April 4, 1977.

ESTIMATED COST FOR THE FY 78S`NITARY)) LANDFILL EXCAVATION PROJECT.
Comment: By starting work on the yearly sanitary landfill excavation project
before the completion of this fiscal year, we will be able to continue
this year's excavation without leaving a large 50 to 100 -foot wide
berm of earth between the two excavations, thereby extending the life
of the landfill. The budgeted amount for the project is $90,000.
Additional benefits of early bidding are a more competitive bidding
situation as well as better coordination with ongoing lan fill operations.

CONSIDER ORDINANCE AMENDING ZONING ORDINANCE 2238 BY CHANGING THE USE
REGULATIONS OF COURT HILL, SCOTT BOULEVARD, ADDITION NO. 5, FROM RIA
AMD R3A TO RIB AND 113A ZONES (second consideration).
Comment:
The Planning and Zoning Commission, at a regular meeting held on
September 2, 1976, recommended by a 5 - 0 vote with two abstentions,
approval of an application submitted by Plum Grove Acres, Inc., to rezone
the above parcels located west of Scott Boulevard and north of the
easterly extension of Washington Street. At the request of the Com-
--

mission, approval of the application would result in the change in loca-
tion of an existing R3A Zone. The Commission's recommendation is not
consistent with the staff's recommendation as presented in a Staff
p`-
Report dated August 30, 1976, and was furnished with the agenda of
`
March 29. A public hearing on this item Was held October 5, 1976.
The first reading of the ordinance was tabled at the Council meetings
of October 26, 1976, and March 29, 1977. The first reading was given
at the Council meeting of April 5, 1977.

COOPERATIVE AGREEMENT WITH THE CITY OF RIVERSIDE.

Comment:
The City of Riverside has requested that the Iowa City Housing Authority
provide rental assistance to several low income elderly families living

in Riverside Senior Village. This is a Farmers Home Administration
funded project completed in 1975. Iowa City is the nearest Housing
'
Authority administering a Section 8 Existing Housing Program. Adoption
of this resolution can make rental assistance available to a maximum
of: six units in that:complex, At this time only three will be provided
this assistance. The Housing Commission and staff recommend adoption of

Comment: This prohibition would provide more orderly queuing of vehicles
entering'Benton Street from Orchard Street. Also this prohibition
will better accommodate vehicles turning left from Benton Street
