Center, Iowa City, Iowa. At which hearing the Council will consider
arguments for and against the proposed adoption of mpn&nents to the -
Ordinance No. 2238, the Zoning Ordinance of Iowa City by establishing
Title 8, Zoning Code and Chapter 8.11 Overlay Zones: and by establishing
development and use regulations for certain flood hazard areas of Iowa
City, Iowa, and providing for the administration, enforcement and
amendment thereof by establishing Section 8.11.02. (This Ordinance
will be known at the Flood Plain Nanagement Ordinance)

NOTICE OF PUBLIC HEARING
Notice is hereby given that the Iowa City Planning
and Zoning Commission will hold a public hearing on
the 3rd day of March, 1477 in the Civic Center Council
Chambers, 410 East Washington Street, at 7:30 p.m. in
consideration of a proposed ordinance on file with the
City Clerk to amend the Zoning Ordinance by establishing
a Floodplain Management Ordinance. The ordinance if
adopted by the City Council will:
1. Establish flood overlay zones,
2. Establish development and use regulations for
certain flood hazard areas, and
3. Provide for the administration and enforcement
of the ordinance.
Persons interested in expressing their views con-
cerning said ordinance, either verbally or in writing,
will be given the opportunity to be heard at the above-
mentioned time and place.

after hours use of the cemetery, speeding, discharge of firearms and
injury to monuments and plants, and repealing Ordinance No. 2331
(Chapter 3.26 of the Iava City Mun. Code) , and Ordinance No. 838
(Chapter 7.14.5 of the Iaaa City Mun. Code), and substituting this
ordinance in lieu thereof.

First Baptist Church, but as a citizen of Iowa City who is conoernad about our
commonity. ' During the past months, I have been among tha various ministers in
Iowa City who have lookeo closely at the Proposed Ordinance involving ho oper-
ation of the Cemetery. We have met with the City Administration on a number of
occasions regarding the Proposed Ordinance, and express our gratitude that they
have 'been 'very open to our concerns. Quite a number of modifications have been
made fl=: the first proposal.
Through all of the conversations there remaina one important problem which I

feel is still unresolved. This involves the basic philosophy of a city operating
a ceratery.', Is a city carstery a "product" which we make available to the com-
nmmity at a'price which is competitive with others who provide such a product in
the community, or is a cemetery a "service" which wa offer to our citizens? ly
studyseems to reflect a philosophy that it is a "product".- Py personal impression
is that the 'ordinance was drafted in order to set policies which fit the convenience.

the implication therein as they relate to the people of Iowa City.

to,ths bite,on our pocketbooks. Perhaps the rates do not need to be adjusted. But,
the'adjustments recommended do not seem to ma to have merit. At the present tare

$125 not including the tent. An increase according to the inflation rate would

will do is cause a rate increase in the other oemsterisa."
Ths proposal x111 most seriously effect the elderly citizens of our eommmity..
It should,not be a surpri;:e to aay of us that 82% of the burials at Oakland from

,. two ,of; .the ,Funeral Homes during 1975,& 1976 have been over sixty-five years old.
The'average of the persons buried at Oakland from one of the Funeral Homes was
76.5. in 1975 and 77.4 in 3.976. If wO were to adopt the proposed rate structure,
„ . I ,eo.would'be demonstrating a`great insensitivity to our elderly people, many of
` - ,'ehom aresoperating on a fairly fixed iacote.
Thank you for seriously considering these concerns as you seek to establish a
