Abbia Stolfus City Clerk 746 TO - 1.1smbers of the Iona City Council From - Paul I. ftndin, 2811 Eastwood Drive April 12, 1977 I cors before you tonight, not with any official position of the membership of First Baptist Church, but as a citizen of Iowa City who is conoernad about our commonity. ' During the past months, I have been among tha various ministers in Iowa City who have lookeo closely at the Proposed Ordinance involving ho oper- ation of the Cemetery. We have met with the City Administration on a number of occasions regarding the Proposed Ordinance, and express our gratitude that they have 'been 'very open to our concerns. Quite a number of modifications have been made fl=: the first proposal. Through all of the conversations there remaina one important problem which I I.; feel is still unresolved. This involves the basic philosophy of a city operating a ceratery.', Is a city carstery a "product" which we make available to the com- nmmity at a'price which is competitive with others who provide such a product in the community, or is a cemetery a "service" which wa offer to our citizens? ly studyseems to reflect a philosophy that it is a "product".- Py personal impression is that the 'ordinance was drafted in order to set policies which fit the convenience. ' of the staff members involved and reflects little concern for the persons that we .serve:='I:rould urge you to as look at the entire ordinance and consider the implication therein as they relate to the people of Iowa City. ',`I ', The='place where I feel that the. Ordinance shows an extreme lack of sensitivity If-1, L 0.. nn^n Al "mA"AingrA t/+Ee Snflati@n h$fl }lit A1IIIf.9t ,tr every aapsct',of life during the past tan years, and not one of us has been immune to,ths bite,on our pocketbooks. Perhaps the rates do not need to be adjusted. But, the'adjustments recommended do not seem to ma to have merit. At the present tare 4 Ian'' told,:: the ,"prioeof burial'lots range between $80- *. With the exception of "certain graves in various older sections" the proposal is for the new prices to n+ range from $210,to'41300..; I would assure that those proposals were made to be "competitive" m in the comrnity. However, I did not consider that we were in com- s' "petition,'but'providing a service. If we sere to consider an inflationary increase it might1be appropriate for the prices to be raised in a range $125 - $175. The proposal for grave opening charges can have no other possible effect than to make tii S. the ;!!oarpetition" act accordingly. ' At the pre sent thm the charge at St. Joseph Oemntary;is; 41!1G0 at lbmory Gardens $115 (including: tent). The proposal is for $125 not including the tent. An increase according to the inflation rate would i not exceed $103.00. The response of np sixteen year old dsughter was, "All this will do is cause a rate increase in the other oemsterisa." Ths proposal x111 most seriously effect the elderly citizens of our eommmity.. It should, not be a surpri;:e to aay of us that 82% of the burials at Oakland from rF n ,. two ,of; .the ,Funeral Homes during 1975,& 1976 have been over sixty-five years old. The'average of the persons buried at Oakland from one of the Funeral Homes was 76.5. in 1975 and 77.4 in 3.976. If wO were to adopt the proposed rate structure, „ . I ,eo.would'be demonstrating a`great insensitivity to our elderly people, many of ` - ,'ehom aresoperating on a fairly fixed iacote. Thank you for seriously considering these concerns as you seek to establish a i now ordinance. 10"'A Cil\'.
