CIVIC CENTER COUNCIL CHAMBERS MEMBERS PRESENT: Blum, Cain, Jakobsen, Kammermeyer, Lehman, Ogesen, Vetter MEMBERS ABSENT: None STAFF PRESENT: Ryan, Schmeiser, Oszman RECOMIfiENDATIONS TO THE CITY COUNCIL: 2. To adopt the ordinance amending article XXIII, Section 2 and repealing Section 4 of Ordinance No. 2238 (Section 8.10. 24B and Section 8.10. 24D, Municipal Code of Iowa City). 2. To adopt the ordinance amending Ordinance No. 73-2788 (Section 8.10.3A (55a) and Section 8.10.24C, Municipal Code of Iowa City. 3. To approve S-7713, final Large Scale Residential Development plan and final plat of Westwinds, a proposed 106 -unit condomin- ium apartment complex to be located south of Melrose Avenue and east of West High School. REQUESTS TO THE CITY MANAGER FOR INFORMATION OR STAFF ASSISTANCE: Request for immediate staff assistance in studying alternative ways of ending Sturgis Corner Drive. P-7403• Revision of M1 and M2 Zones. ;r F/ 0 -2 • SUMMARY OF DISCUSSION AND FORMAL ACTION TAKEN: Chairperson Cain called the meeting to order and asked if anyone desired to discuss a matter not on the agenda for the evening's meeting. No one responded. Cain then asked if there were any additions or corrections to the minutes of the meeting held on March 17. Commissioner Jakobsen pointed out that an inaccuracy existed on page 5, in the discussion of the May Seed and Nursery innovative parking design plan. After consulting with Don Schmeiser, Senior Planner, Jakobsen suggested that the phrase "with one more tree proposed" be struck from the last line of the first paragraph of that discussion. Referring to page 3, paragraph 1 of the March 17 minutes, Cain stated that she felt the wording of #2 in that paragraph did not accurately describe the procedural change being referred to. She suggested that #2 read: the chair would wait until discussion of each item had been completed before calling for a vote on the item, without the necessity of a motion from the Commission. The Commission unanimously approved the March 17 minutes as corrected - Chairperson Cain asked if there •were any additions or corrections to the minutes of the meeting held on March 24. Commissioner Kammer meyer requested that the list of members absent from that meeting be changed to read: Blum, Kammermeyer, Lehman. The Commission unanimously approved the March 24 minutes as corrected. Public discussion of a proposed ordinance to amend the Zoning Ordinance by the establishment of special requirements for noncon- forming lots. Mr. Schmeiser discussed what the proposed ordinance entailed, explaining that many people had applied to the Board of Adjustments for a variance to allow a structural alteration in a single-family dwelling which otherwise is prohibited by the Zoning Ordinance, because the lot doesn't have the proper width, area, or frontage. The proposed ordinance was written, Schmeiser said, in order to meet the needs of those people who desire to alter dwellings which meet all the other requirements in that particular chapter in the Zoning Ordinance. Schmeiser went on to describe exactly what types of structural alterations would be allowed by the two ordi- nances, pointing out that a non -conforming structure could not be rebuilt if it were destroyed- Mr. estroyed. Mr. Herold Donham, 1307 Marcy St., Iowa City, said that he wanted to add B feet onto his prose rt structure and asked whrther this addition would be allowed under the new ordinances. Mr. Schmeis er responded that the proposed ordinance allows building up to within 5 feet of the side lot line . Rather than wait until the next meeting to vote on this item, as originally planned, the Commission decided to vote on the two ordinances without delay. The Commission voted unanimously to recommend to the City Council adoption of the ordinance amending article XXIII, Section 2 and repealing Section 4 of Ordinance No. 2238 (Section $.10.248 and Section 6.10.24D, Municipal. Code of Iowa City). The Commission also voted unanimously to recommend to the City Council adoption of the ordinance amending ordinance No. 73-2768 (Section 6.10.3A (55a) and Section 6.10.24C, Municipal Code of Iowa City. Cain explained that the ordinance would go to the City Council a week from the following Tuesday, that the Council would hold a public hearing on the item, and would vote on it after the public hearing. 3-7713. Final Large Scale Residential Development plan and final plat of Westwinds, a proposed 106 -unit condominium apartment com- plex to be located south of Melrose Avenue and east of West High School; 45 -day limitation period: 4/16/77; 60 -day limitation period: 5/1/77. Cain explained that there was an innovative parking design plan to be considered along with this sub -division item. Mr. Schmeiser gave an overlay presentation of the Westwinds sub- division, pointing out that all the changes recommended in the Staff Report had been made, and that the legal papers were in order, though they had not yet been signed. Commissioner Blum, stating that he had not attenaed the informal meeting the previous Monday evening, questioned the location and spacing of the trees as shown on the parking design plan for the sub -division. The Commission voted unanimously to recommend to the City Council approval of S-7713, final Large Scale Residential Development plan and final plat of We stwinds, a proposed 106 -unit condominium apart- ment complex to be located south of Melrose Avenue and east of West High School. The Commission also voted unanimously to accept the landscaping as shown on the final plat as an innovative parking design which meets the intent of the Iowa City Tree Ordinance. S-7714. Preliminary plat of a subdivision of Lot 2 of Sturgis Corner Addition located north of Highway 6 Bypass and east of South Riverside Drive; 45—day limitation period: 4/17/77. Chairperson Cain explained that the Commission had discussed this item the previous Tdonday night, and that they did not plan to take action on the item at that time. Mr. Schmeiser gave an overlay presentation of the subdivision, stating that it had been sub -divided into 14 lots, 11 of which were buildable, two of which (along the river) had been reserved for dedication to the City, and one of which had been reserved for entrance treatment. lie added that the staff had recommended referral of this item to the Parks and Recreation Commission and the Riverfront Comm l- ssion. Cain reported that a joint meeting of these two Commissions had been set for April 13, 1977 at 8:00 p.m. She urged P & Z Commis- sion members who were availalbe to attend the meeting. She then explained that the Commission had decided to defer consideration of 5-7714 until after this joint meeting. A special P & Z meeting for discussion of the item had been set for April 17, 1977 at 700 p.m., Cain said. Commissioner Ogesen expressed concern over the way in which Sturgis Corner Drive ended. He said he didn't think there was uny possibility of its Y,E:ng extended north end said he thought the way it now ended was unsatisfactory. The Commission reque --ted im_mo diete etaff assistunce in studying alternative ways of ending Sturgis Corner Drive. 0 -5- Other Items• By -Laws - Chairperson Cain reported that the staff had submitted the corrections for the By -Laws but that, due to time constraints, the corrections had been submitted in rough form, i.e., not incorporated with the whole. She said that the City Council would receive completed, revised documents for consideration- Gain onsideration. Cain pointed out that the Council had adopted a new format for the way in which the By -Laws are presented and that this had necessitated reorganization of them. The Commission discussed the revisions to the By -Laws. Chair- person Cain pointed out that along with the By -Laws, there was a sheet on procedures and a sheet on proposed procedures for the conduct of meetings, prepared by Commissioner Blum- The Commission discussed these two items and suggested changes in the proposed procedures. The revisions to the By -Laws were adopted by a unanimous vote of the Commission. Review of City Council rezoning. referral - Cain reported that the City Council had set May 3 as the date for a public hearing of this proposed rezoning. A question was raised regarding what zone the property was to be rezoned to. Several Commissioners thought the request was for a rezoning to R3A or RIA_ A Planning and Zoning Commission public hearing on this item was set for the next regular meeting on April 21.. Mr. Schmeiser said that a Staff Report regarding the current CH zoning of this property and the implications thereof would be ready by the following Wednesday. Several Commission members wondered when and why the property had been zoned CH originally. It was suggested that the minutes of past meetings be checked and that persons who might know something about the history of the property be contacted. North Side Impact Survey Cain reported that Commission members T7a7 in their possession copies of u latter to Dr. Douglas Lee of the Institute of Urban and Regional Research, conveying the comments of the f S Z Cotcm=ss-on rnlotive t,o Ow NF:igt;uorhoods Impact Survey. She asked whether the Commissioners felt the letter was a fair representation of their views. The Commission agreed to send the letter to Dr. Lee. Mr. Schmeiser reported that he did not yet know when preparation of the Sign Ordinance would be completed and ready for a public hearing. Cain pointed out that the County map received by Commissioners was not an item for consideration, but had been sent by the Johnson County Regional Planning Commission for informational purposes only. The Housing Commission n oved to recommend that the City of Iowa City approve a Cooperative Aggreement with the City of Riverside for a maximum of six units. SLMARY OF DISCUSSION AND FORMAL ACTION TAKEN: 1. Fountain called the meeting to order. 2. Kamath moved and Lombardi seconded the motion to approve the minutes of March 2, March 14, and March 18, 1977. Motion passed. 5/0 3. The preliminary Proposal for 96 units (50 to receive Section 8 subsidy) submitted by Winding Creek Apartment Associates was discussed. Retish made the following motion: The Housing Commission expresses its grave doublts as to the location of the proposed assisted housing (located adjacent to Nark IV) by Winding Creek Apartment Associates. We fear it will set a precedent of locating assisted housing in an assisted housing park. Flurthenmre, the location is not readily available to shopping centers and the park in the area (Willow Creek) will not be developed for recreational use. Lanbardi seconded the notion. Notion passed 4/1. Hibbs voted no because he felt there had not been enough discussion of the issue. He further expressed concern that if we in Iowa City cause this proposal to be rejected due to location that we would eliminate the possibility of obtaining more subsidized units in Iowa City. 4. Cooperative Agreement with Riverside. LcrWArdi moved that the Housing Cmrnission approve a Ouoperative Agreement with the City of Riverside and allocate a maximum of six one bedrerm units to the Sendor '1`iilage. RECREATION CENTER - MEF l'iNG ROOM A G COMMITTEE MEMBERS PRESENT: Amidon, Bonney, Bridgeman, Cilek, Hall, Hibbs, Pecina, Purington, Rock COMMITTEE MEMBERS ABSENT: Anderson, Bohlken, Bolnick, Dennis, Verstegen CITY STAFF PRESENT: Vann, Wilkinson, Showalter, Sheets GUESTS PRESENT: Tony Jay, Don Croeker, Richard Lee, Michael Wille, Bradley Davis (all were observing for a class assignment) SUMMARY OF ITEMS DISCUSSED: 1. After an introduction of committee members (including new members Pecina and Purington) and City staff, Acting Chairperson Bonney turned the meeting over to Dennis Showalter, Director of Parks and Recreation. Mr. Showalter brought the committee up to date on FY 176, '77, and 178 park improvements. Summary attached. 2. Sue Sheets, Redevelopment Specialist, updated the neighborhood site improvement program that is to be implemented in conjunction with the Housing Rehab program. Summary attached. 3. The business session was opened by members listening to a tape recorded by Amidon of his wife reading the purpose of the Community Development Act. This tape was made in an effort to remind members of their responsibilities. 4. It was moved by Amidon and seconded by Ila]1 that the minutes of the March 1, 1977, meeting be approved. Motion carried. S. Copies of the following documents were distributed to committee members: a. Annual Performance Report that was prepared in conjunction with the third year application. b. The CCN report prepared by Sharon Bonney that is to be included in the Board and Commission Annual Report. c. The 1977 Iowa City Municipal Directory. d. Summary of CDBG monthly activities for March and proposed activities for April. e. Minutes of the March 24, 1977, Rehab meeting with local lenders. 793 Committee on Community Needs April 5, 1977 Page 2 6. Vann reported that the proposal for membership reduction was included in minutes that were sent to Council. To date there has been no response from Council regarding the matter, thus indicating to her that no action was to be taken and committee membership would remain at 15. 7. Vann asked for committee ideas regarding the election of new officers. After some discussion of whether to elect a new chairperson now or whether to wait until July (regular election time), it was moved by Hall and seconded by Pecina that the committee wait until July to hold a regular election of officers and that Sharon Bonney continue as acting chairperson until that time. Motion carried unanimously. B. Vann announced that Peter Verstegen had called her and submitted his resignation from the committee because of some personal problems and because he had relocated in Burlington. It was moved by Hibbs and seconded by Hall that Mr. Verstegen's resignation be accepted with regret. The motion carried unanimously. 9. Vann read an article prepared by Amidon for possible inclusion in the next newsletter. After a few minor changes, the consensus was to include this article in the next issue of "It's Your Town." Also considered for possible inclusion were several cartoons drawn by Bill Dennis. The consensus was to use the first one in the upcoming issue. 10. It was moved by Hall and seconded by Amidon that the meeting be adjourned. Motion carried. Sandra S. Wilkinson 0 0 H -C.D.A. PARK IMPROVEMENTS SU*1ARY OF DENNIS S11OWALTER'S PRESENTATION APRIL 5, 1977 Many of the park improvement projects funded with H.C.D.A. money are completed or nearing completion. Last spring, trees were planted in Pheasant Hill, Villa, Wetherby and Willow Creek Parks. This spring, play equipment and picnic tables have been installed in Pheasant Hill and Villa Parks and these projects are completed. At Wetherby Park, most of the play equipment has been installed and the backstop and bleachers for the ball diamond will be installed in approximately one month. At Willow Creek Park, the play equip- ment has been installed and construction of the asphalt nature trail along Willow Creek (designed for wheelchairs) should be completed by June 30. At City Park, the log cabin restoration project and the Upper City Park playground project have been completed and construction is underway on the Lower City Park play- ground. We will try to have this project completed by the end of April. During April and May, we will be planting 710 trees and shrubs in City Park. In future years, this re -forestation project should enhance the attractiveness and desirability of the park. Lights are scheduled to be installed at the City Park pool and at the tennis courts in City and Mercer Parks by June 15. The pool lights will allow longer hours of operation, make evening swimming safer and add a new dimension to programming such as dances on the pool deck, etc. The pond bank stabilization project in City Park is approximately 2/3 completed; all the grass paver blocks are in place. In mid-April, the blocks will be seeded and mulched and weeping willow trees will be planted around the pond. The willow roots will help stabilize the pond banks and the trees will beautify the area. Submitted by Dennis Showalter NEIGHBORHOOD SITE IMPROVEMENTS SUMARY OF SUE SHEET'S PRESENTATION APRIL 5, 1977 The Site Improvements Program is a CDBG program closely connected with the Housing Rehabilitation program in providing overall neighborhood redevelopment. In some areas of Iowa City site improvements are needed in addition to housing improvements in order to reverse the deterioration of the neighborhood environment. Site improvements may help to provide or restore a "sense of neighborhood" where areas have undergone transition, or to preserve and enhance an existing neighborhood. Because site improvements and housing rehabilitation work together in improving neighborhoods, the site improvement program will begin operation in the two pilot rehabilitation areas. A series of neighborhood meetings will be scheduled to get input from the residents of the area about the kinds of improvements they want in their neighborhoodand to let the residents establish priorities for these improve- ments. Possible alternatives include fixing sidewalks and alleys, planting trees or flowers, adding street lights, removing architectural barriers and providing safe pedestrian access to each area. Discussion following: CCN members were urged to assist in the gathering of site improvement ideas from target neighborhood residents. Two members reside within Rehab Target Area II and said they would be willing to talk with neighborhood residents and help facilitate the neighborhood meetings.
