Comment: The Housing Commission and staff have rewritten Chapter 9.30, Minimum ! Housing Standards and Occupancy Code. The first rewrite was submitted September 29, 1976. A public hearing was held and the document was returned for further revision. The changes requested by the City Council " have been made and the revised pages are attached to the agenda. N" Comment::Under this project the intersection of First Avenue and Muscatine Avenue x7 + will be rebuilt and Muscatine Avenue will be rebuilt from First Avenue east to Scott Boulevard'. The roadway will be three lanes wide from First Drax` ' Avenue to Carverandtheroadway will be 31 feet wide from Carver to Scott Boulevard.'. Estimated cost is $700,000. ' To correct this error, the new ordinance repeals 77-2827 and re-enacts.the'; same substantive provisions. The substantive provisions of, the Municipal Campaign Finance Ordinance require public disclosure of campaign` contributions received, the names and addresses of contributors to such campaigns, the purpose and amounts of expenditures, and limits on the amount arsons may contribute to political campaigns in municipal elections. Comment: A public hearing on this rezoning request was held April 12, 1977. The Planning and Zoning Commission, at a regular meeting held on March 17, 1977, recommended by a 6-0 vote approval of the above rezoning request initiated by the Commission. The Commission had earlier recommended denial of, an application to rezone all of Lot 6 and part of an adjoining lot from a C2.and R3A Zone to an R3B Zone which was subsequently withdrawn. 17 At the request of the applicant, however, the Commission initiated considera- tion to rezone the;. east seven feet of Lot 6 to an R3A Zone. The Commission's recommendation is consistent with the staff's recommendation which is included in a Staff Report dated March 3 and was furnished with the agenda off Arrpril 112, 1977. In addition, the Commission by a 4-0 vote recommended by resolution the following: a :That the special use regulations incorporated in the ordinance be retained, and ,5 b. That the nonconforming structure provisions in the ordinance also be retained. A list of the minor modifications recommended by the Planning and Zoning Commission was furnished with the agenda of April 5. Action F-St/t. k Q,t t V V I TE 4 AAt� CONSIDER RESOLUTION TO ESTABLISH AND CHARGE'A FEE FOR THE ACCEPTANCE OF ANIMALS TO.ALL PERSONS RESIDING OUTSIDE OF THE CITY LIMITS OF IOWA CITY. Itis, noAonger, acceptable for the City of Iowa City to support the costs of maintaining (boarding and euthanasia) animals acquired from outside the Iowa' City,limits. "We feel:,a minimum fee of.$2.00 per animal and maximum of $10.00 , per litter be charged to all persons delivering animals to the ld�il,,City Animal;Shelter. It has been our experience during the past three years that persons, residing outside Iowa City have limited alterna- tives.and will -readily agree to the above-mentioned fees. The,Police Chief,and the,Animal Control, Supervisor recommend this charge. The part being proposed for acceptance was constructed by Knowling Bros., Coralville, and is in substantial conformance with City specifications.
