,pet, cuts? .There would seem to be a real, possibility that
our Anlmel Shelter is killing family pets. T vionder if the
Ctty'Ccuneil Is`s,ware that such large sums of money ure
required to save one's pet or to keep oneself out of jull.

Animal Shelter in wasting much "time and effort in kidnapping
the pets of city residents. If the license law were seriously
publicized, and all,lloenned cats were,required to wear collars

City 'tags, :the Animal' Shelter could restrict itself
to',ehasing stray. cats (and ,perhaps the police could get out
of4the„out 'cheaIng! buoIness... ). The properly licensed and tugged ..

it has paid -its penalty for fertility through the license prioe,
