To the Council At Large:
This letter is in regard to the Council's decision to sell the Blackhawk
mini -park this spring. It is our understanding, from Mr. Dennis Kraft and
Councilor Carol Deprosse, that it was at one time the consensus of the Council
to retain this property as a park; but that this decision was recently changed
due to the need for ready cash, and a belief that the tax revenues to be gener-
ated from private development of the property are vital to the city. We also
understand that it is not impossible for the city to retain the park, as the
result of not selling would not be failure of urban renewal or a similar ca-
tastrophe.
We ask the Council to consider these points: (1) Given the expenditure un-
der consideration for development of projected "green zones" --an estimated
$1.1 million, according to Paul Glaves--and the expense of upkeep, and addi-
tional traffic congestion, would not the retention of the existing park prove
less expensive? (2) It appears that Blackhawk park will be sold before plans
for alternative green zones are finalized. This might leave the citizenry with
no downtown parks, or at least a great gap in time between loss of the existing
downtown park and new ones. ( 3) We fear that the planned "green zones" will
prove nothing more than extensions and beautifications of the sidewalks, pro-
viding selected businesses with more attractive frontage at the public's ex-
pense. Residents of and visitors to other cities, such as Minneapolis, have
mentioned that their much -touted "pedestrian malls" often turn out to be no
more than this, with the access roads in continual use by delivery vehicles
and motorists who "forget" the street is closed to treffir, (4) We also urge
that the Blackhawk park has a unique feature --its mural has received consider-
able attention.
While the Pentacrest and its green apace are close to the downtown, the
Pentacreat does not have the unique flavor of this downtown park, located on
a much -used corner rhnt is a convenient place to rest, to wnteh, and to quick-
ly return to ahoppaug and wurl_

This park, built at minisaule expense and demanding insignificant mainte-
nance, has proven a delight to all. Where lies the gain in expenditures of
enormous sums to replace it? We ask that you reconsider your decision on the
Blackhawk mini -park, and that a hearing be called to solicit the public's view
on this matter.

The City Council, at its regular meeting on May 3, 1977, received and placed
on file your letter concerning the Blackhawk Mini -Park. Your letter indicates
that it is your understanding, from Mr. Dennis Kraft and Co uncilperson deProsse,
that at one time the consensus of the Council was to retain the property. Mr.
Kraft indicates that this statement is totally incorrect for he has never con-
veyed such information to any individual. Also, the minutes of the Council
meetings do not reflect any Council consensus. The Council has discussed the
disposition of the Blackhawk Mini -Park many times at their informal meetings
over the last year. The property was originally purchased with the intention
of rebuilding and has always been scheduled to be sold when the parcels of urban
renewal land are marketed. It is planned that pedestrian areas in the street
rights-of-way will assume the role the mini -parks have previously played.

It is our understanding that the city is considering using
Dubuque Street for bus and taxi traffic. As a vitally
concerned and directly affected body, the Downtown Association
strongly urges that the College/Dubuque Street area be
maintained as a pedestrian mall.
Until recently, it had been our understanding that this area
was being considered for pedestrian use only. Although we
realize the need to keep the streets open to emergency
vehicles, it would be a serious mistake to allow any other
vehicles access to the area. Bus traffic on Dubuque Street
would be difficult to regulate, an unnecessary ha•rard to
shoppers and cause additional downtown congestion. We feel
bus and taxi traffic should be maintained on the fringe of the
downtown core area.
Representatives of our Association are wi -IIing to discuss
this with you further at your convenience_

That new game that the University students have started to play —
viz: the throwing of a frisbee from one person to another as they stand
in the street or on the sidewalk -- brings up an unanswered question and
so I am writing to ask if your Honorable Body will please tell us (by way
of the P rens-Citizen, the Daily Iowan and the local radio stations)
whether or not it is permissible, under the Iowa City Code, for persons
to play Frisbee while they stand in a public street, a public alley, or
on a public sidewalk? It is important that we all know because each year
more and more houses throughout Iowa City are being rented to small groups

I do not know whether the Iowa CYhy law regarding games in streets
has been changed, but the copy of the///mi=re that 1 have reads: "Pak, 317
offthe Municipal Code. GAMES IF STRMS: No person shall play baseball
or football or throw balls, snow balls, or other missiles upon any street,
alley or public ground, except that the Mayor may grant permission for
playing baseball or football upon any public ground other tbNn a street
or alley." (I assume that the one exception was city parks, public play-
grounds, and perhaps public school grounds.)
Playing friebee in a street is much worse than throwing balls because
it is the type of game that cannot be played without the players trespassing
on the private property of the area if the player is to retrieve a frisbee
which he didn't catch and which fell on private property. Such trespassing
could include tramping through flower bids and vegetable gardens, climbing
over and bfeaking down wgen-vire yard fences. Public liability could be
involved if a player clamed a porch roof or a bungalow roof to retrieve a
frisbee, fell off, was injured, and would sue the home owner because he was
injured on his premises.
In connection with the playing of games in streets, there is one
other thing that should not be overlooked. If the City permits the grown-
up young men to :use the public streets as play grounds, the little kids
will do it toe, with the danger that one will dart out from behind a
parked car or truok/and be struck by an oncoming motor vehicle.

Dear Ladies:
The Iowa City Council has received your letter and has referred it to
Public Works for consideration and reply. The City Council wholeheartedly
supports your desires for increased City activity in solid waste recycling.
As you know the City formerly picked up newspapers once a month; however,
a rapidly declining market price necessitated a decrease in pickup to once
every two months. A re-evaluation of this schedule is under consideration;
however, for the near future the Council has decided that newspaper
recycling shall be every two months.
The City is actively investigating markets for steel and aluminum cans. If
an adequate market exists we will set up procedures to try to collect aluminum
and steel cans.
We see viable markets in the area of newsprint, steel cans, and aluminum cans.
The market for beverage containers and other types of products is almost non-
existent in the Iowa City area and we would not contemplate further investi-
gation into these items.
We will be working on various items of recycling; in the future and we do
appreciate your support.

We should like to register a strong protest against the action
taken by the Planning and Zoning Commission on Thursday, April 21, to
Dermit the construction of a sidewalk between Buresh and Oaklawn in the
Virginia Drive right of way. Any advantages in terms of internal
pedestrian traffic are far outweighed by the adverse consequences for
property owners along Oaklawn Avenue.
The properties on the west side of Oaklawn are bordered on the
west by a wooded ravine which many children walk through on their way
to Shimek School. For ,years the Oaklawn Avenue residents have suffered
damage to their property because school children have had no access to
the ravine exeeot throueh the var3ens alone Onklawn. With the construc—
tion of a new deVelo➢ment to the north of Virvinia Drive the school
traffic will surely increase, and just as surely the new sidewalk will

We therefore urge you to recommend that construction of the side—
walk be deferred until it is possible to extend it west along Virginia
Drive to the school boundary, thus giving school children public access
to the school grounds without their having to cross private property.
At the present time the only public access to Shimak for students
living northeast of the school is by way of Whiting Avenue which is
south of the school.

Re: Parking on the east side of the Court House.
Dear Mayor Neuhauser and Council Members:
The Board of Supervisors would like to get verification from the
Council of their request of March 3, 1977 regarding parking on
the east side of the Court House on Clinton from Court to Harrison
Street.
The idea is to change from metered parallel to angle free parking;
using the same ten (10) minute parking limit enforcement that is
available in front of the Federal Building on the east side of
Clinton Street from Court to Harrison Street. This would be for
visitors to the Court House only.
We sincerely hope that the Council will give the County permission
to do this, as it would greatly help to alleviate the congested
parking conditions that now exist around the Court House.
