(1) Consider resolution fixing date for a meeting on the proposition

of the issuance of $3,015,000 general obligation bonds (for an
essential corporate of Iowa City, Iowa,
purpose) and providing
for publication of notice thereof.
It is requested by the Finance Director that May 17, 1977, 7:30
P.M., be set as the date and time for a public hearing on the
issuance of $3,015,000 in general obligation bonds. The Council
will also direct the City Clerk to publish notice of this public'
hearing.

UNIVERSITY PROJECT I, PROJECT NO. IA R-14.
Comment: The Urban Renewal Plan was amended on September 28, 1976. At that time,
changes pertaining to the closure or limitation of traffic on College,
t Dubuque, Capitol and Wasington Streets were deferred. This public hearing
considers an amendment which will change the plan to conform to Resolution
76-442 passed in December 1976, and to make other minor changes. This was
discussed
at the informal Council meeting of May 2, 1977.

BOULEVARD AND WASHINGTON STREET PLACE.
Comment: After review of Chapter 8.20 bf the Municipal Ordinances, the Legal Staff

and Zoning, Commission., Therefore, it is recommended that this hearing be

Item No.'13 - CONSIDER RESOLUTION CERTIFYING TREE REMOVAL TO COUNTY AUDITOR.
Comment: This resolution authorizes the City Clerk to assess the property of
_ y John F. Lee for the removal of a dead tree in accordance with Section
364.12(3)(b), Iowa Code 1975. A memorandum from the Legal Staff regard-
ing this matter is attached to the agenda.

Item No. 14 = CONSIDER RESOLUTION APPROVING FY 78, 79, AND 80 OFFICIAL MUNICIPALITY
REPORT FOR STREET CONSTRUCTION PROGRAM.
Comment:.. By. State law, cities larger than 5,000 must file a three-year construction

plan involving road use tax money. The information shown on the report
deals with only those construction programs funded by road use tax as
opposed.to"other programs such as FAUS. As budgeted for FY 78, this in-
�c+l kvolves,$80,00O for.asphalt'' sealing,, concrete. repair, and mud -jacking. .

- CONSIDER RESOLUTION AUTHORIZING THE MAYOR TO SIGN AN AGREEMENT WITH
VEENSTRA AND KIMM,rENGINEERS AND PLANNERS, WEST DES MOINES, IOWA, FOR
.
THE SEWER SYSTEM EVALUATION STUDY.
Comment:
The Environmental Protection Agency has approved provisions of a contract
'

agreement between the City
and Veenstra and Kimm for doing detailed
television and smoke testing
and other studies on the sewer systema This
work must be done to determine the most.cost effective means of handling
the City's sewage flows. The total contract amount is $236,203.00,' of .'
which'75%_is Federally funded, 5% State, and 20% local. This has been
included im:the FY 78 budget. There will be an additional contract of
approximately, $60,000 for television monitoring. This will be bid at a
later date and will;be funded.75% Federal, 5% State, and 20% local.
Because of the length of the above-mentioned agreement, copies have not
been furnished. The document is available at the City Clerk's office
for review.' A letter from Veenstra and Kimm is attached to the agenda'

which outlines the contents' of the agreement.
