OF THE PROPOSED ISSUANCE OF $3,015,000
GENERAL OBLIGATION BONDS (FOR AN ESSENTIAL
CORPORATE PURPOSE) OF SAID CITY, AND THE
HEARING ON THE ISSUANCE THEREOF
PUBLIC NOTICE is hereby given that the Council of the
City of Iowa City, Iowa, will hold a public hearing on the
17 day of May , 1977, at 7:30
o— clock P•M., in the Council Chambers of the vcCenter,
in Iowa C ti y, Iowa, at which meeting the Council proposes to
take additional action for the issuance of $3,015,000 General
Obligation Bonds for an essential corporate purpose of said
City, in order to provide funds to pay costs of construction
and reconstruction of street improvements, sidewalks, traffic
control devices, sanitary sewers and waste water treatment
facilities, reconstruction and repair of bridges including
costs in connection with waste water treatment facility study,
Muscatine Avenue Improvement Project, Sycamore and Highway #6
Intersection Improvement Project, East-West One Way Couplet
Project #2, Mormon Trek Boulevard Improvement Project, City
Bridge Repair Project, Riverside and Benton Intersection
Improvement Project and Central Business District Streetscape
Improvement Project, separately and in combination an essential
corporate purpose.
At the above meeting the Council shall receive oral or
written objections from any resident or property owner of
said City, to the above action. After all objections have
been received and considered, the Council will at this
meeting or at any adjournment thereof, take additional
action for the issuance of said bonds or will abandon the
proposal to issue said bonds.
This notice is given by order of the Council of
Iowa City, Iowa, as provided by Section 364.25 of the City
Code of Iowa.

At the regular meeting of May 10, the City Council received and placed
on file your correspondence oa ncerrning citizen input. in Iowa City the
public has many opportunities to make mmmts to the Council concerning
a variety of matters. The Council listens attentively to oaments that
citizens, m9y make concerning a variety of issues from neighborhood concerns
to the central business district, to Iowa City's growth and development.
There have been. several instanre-a when items have cane before the Council
that, as a result of citizen's aaments, the Council has changed its direction.
This is particularly true when a rezorndng matter would cane toethe Council
for oonsideraticn and the residents in the surrounding area would oppose
such a rezoning. I do not recall an instance where the Council has favorably
approved a rezonire matter when residents were opposed. It is not always
easy for the Counti.l to determine the majority and the will of the people,
particularly in Iowa City where there are many different views. I would
encourage you to continue to contact your elected representatives so that
your opinions may be fully considered.

'lith all the hubbub over the unauthorized removal of the
Year 15emoriel from the Iowa City Airport (justifiably too),I
can't help but recall my participation along with my fellow
neighbors in our very vigorous onosition to the zoning and
acceptance by the City Council of Poulson's and Russell's
so called "CAR CRUSc:IY.G" business located now across from
the 4H Fair Grounds along .:R;Y 218 south.
As I recall those that voted in favor of acceptance was
our aresrnt 1'eyor 1?ewheuser along with Brandt and �arnecki
with '.,bite and DeProsse in opposition.
We told the members at the Civic Center E1iD actually on
the site just what to expect--nemely we'd have another junk
hard such as Van Dike's on the soith edge of Cedar hapids.
Cre now have such a junk yard. ','le were told that only 5 acres
were to be used for this business'??????. 1`e were told that
a very precise screening would be planted (a green belt) to
screen this mess from view. ',',fere is it?

approaches into Iowa City, where were they when this was go-
ing up for a herring;^.?? They have their job cut out for them
now unless they intend to ignore this eyesore which I suspect
that they will.
The council expects in2ut into special -)rojects and when
they get it they cont.nue to do just as they hau plFi:neu ell
along. Ly past experiences with city government I find to be
very unfrhitful. They call for a public hearing ueceuse it is

The Board of Directors of the Iowa City Chamber of Commerce
respectfully recommend to the City Council that they delete
from the plans of Urban Renewal, the idea of incorporating
into the Dubuque Street Mall, a transit concept as suggested
by the city consultant.
We are aware of the need to get emergency vehicles through
the area but we believe that making the block pedestrian
oriented is in keeping with what was originally intended
and is a much more realistic approach.

regarding the cat -l -ash .:law in our city. However, I must also

Some of you who may have read our Letter to the Editor in last

• NOTICE OF PUBLIC HEARING .
Notice is hereby given that pursuant to regulations
of the United States Department of Housing and Urban
Development, and the laws of the State of Iowa, a
hearing by the City Council of Iowa City, Iowa, acting
as the Local Public Agency undertaking Urban Renewal
Project No. Iowa R-14, on proposed modifications to
THE URBAN RENE14AL PLAN, CITY -UNIVERSITY PROJECT I,
PROJECT NO. IOWA R-14, which plan was duly adopted and
approved in Resolution No. 2157, passed by the City
Council of Iowa City, Iowa, on October 2, 1969, which
Plan was modified and amended by Resolution No. 72-159,
passed and approved by the City Council of Iowa City,
Iowa, on April 18, 1972, which Plan was modified and
amended by Resolution 73-172, passed and approved by
the City Council of Iowa City, Iowa, on May 1, 1973,
which Plan was modified and amended by Resolution
73-420, passed and approved by the City Council of
Iowa City, Iowa, on September 25, 1973, which Plan was
modified and amended by Resolution 76-352, passed and
approved by the City Council of Iowa City, Iowa, on
September 28, 1976, will be held at the City Council
Chambers, Civic Center, Iowa City, Iowa, at 7:30 p.m.
on May 10, 1977.
The purpose of the hearing is to receive public
comments on the proposed RESOLUTION MODIFYING THE URBAN
RENEWAL PLAN FOR PROJECT IOWA R-14, a copy of which
resolution and Plan are on file and available for
public inspection between the hours of 8 and 5, Mondays
through Fridays, in the City Clerk's Office, Civic
Center, Iowa City, Iowa.
Any person or organization desiring to be heard will
be afforded an opportunity to be heard at said hearing.

I believe it is imperative that the stretch of Dubuque Street between
Washington and College (even to Burlington Street) be kept as an open
green space completely free from any except pedestrian trafflcb. It
Just doesn' t make sense to turn this into any kind of a transit lane,
thereby defeating the entire purpose of nice open area. People can walk
one half a block or even an entire block. The mint parks have been
grand, and the new Washington street is a real pleasure to walk.
Please keep this new area, now closed, permanently 8pedestrian traffic
only and a park -like mall.

RE: Requested Vacation of Part of Parsons Avenue
Dear Neal:
Mr. Ed Lucas, on behalf of clients of his named Rupka,
have requested the vacation and subsequent conveyance of a
part of Parsons Avenue near William White Boulevard in
Washington Street Place. I have checked with the Finance
and Engineering Departments, and find that the City has no
use for this small parcel. The parcel was outlined in red
on the attached plat map. As I understand the problem, there
was probably an intent to vacate this area at one time, but
the vacation was never effective. The area in question has
for many years been considered a part of the Hupka's lot,
and there is no likelihood that any street will ever be
placed in that area. Therefore, the purpose of the
vacation and oonveyance would be to clear title objections.
Attached is a resolution for the Council setting a public
hearing upon an ordinance to vacate a part of Parsons Avenue.
My, recamerdation is that it be given to the Council in the
normal course of business.
It will be necessary for the City Clerk to publish
notice of the public hearing, which public hearing should
be held under the provisions of 362.3, 1975 Code of Iowa.
The notice for the public hearing probably should state that
the plat map showing the property to be vacated is on file
in the office of the City Clerk, and that I should be con-
tacted if anyone has any questions cone ng the property.

Dear Abbie:
I was about ready to write you a menu indicating that the
requested vacation of part of Parsons Avenue need not go to
the Planning and Zoning Cartnission, because Chapter 373 of
the 1973 Code of Iowa, which established such a requirement,
was repealed effective July 1, 1975. However, just as I was
about ready to dictate that MOD to you, I ran across Chapter
8.20 of the Municipal ordinances, That Chapter establishes
the City Planning Crn[nission and gives the Planning Commission
all the powers that are stated in Chapter 373 of the 1946 Code
of Iowa. We do not have a copy of the 1946 Code of Iowa, but
I am guessing that the Caimissions were directed under that
Code to review proposed street vacations. Therefore, based on
that assumption, it is my opinion that the Municipal Ordinances
do require a recammndation from P & Z on street vacations.

proposes to vacate the following described property,
to -wit:
A portion of Parsons Avenue described as follows:
Commencing at a point that lies South 89 degrees,
48' East 191.5 feet of the northeast corner of
Lot 19 Block 1 Clark and Borland's Addition to
Iowa City, Iowa, and at the Southwest Corner of
Parsons Avenue as extended; thence S 89 degrees
48' East 30 feet; thence north to the southerly
line of William White Blvd., (Formerly the right-
of-way of the CRI & P Railroad Company); thence
N 49 degrees 47' West along said Southerly line
to a point north of the point of beginning; thence
South 62.1 feet to the point of beginning.
Notice is further given that pursuant to Section
364.12.2a of the Code of Iowa that a hearing by the
City Council of Iowa City, Iowa, on said proposed
vacation of said property will be held in the Coun-
cil Chambers in the Civic Center of Iowa City, Iowa,
at 7:30 P.M. DST on , 1977, and any person
having objections to said proposed action may
appear and file their objections at said hearing.
