President Paetzold called the meeting to order at 5:04 p.m. Public Discussion. Approval of Minutes. The minutes of the September 25, 2014 Regular Meeting of Library Board of Trustees were reviewed. A motion to approve the minutes was made by McCray and seconded by Rich -Chappell. Motion carried 6/0. New Business. Friends Foundation History and Structure. Tom Gelman, Attorney at Law and past member of the Library Board of Trustees and Past President of the Friends Foundation Board of Directors provided a history of the nonprofit organization. During the 1980s, two separate organizations did fundraising on behalf of the Library: the ICPL Foundation and the Friends of the Library which was a membership based organization. After a successful endowment fund campaign conducted by the ICPL Foundation in the late 1980s, questions arose about the tax exempt status of the ICPL Foundation and focused on whether or not it was a publicly supported nonprofit organization, or a supporting organization which received 35% of its income from a single source. Earnings on the invested endowment income were approaching the 35% threshold. The board determined that it would be best to restructure the ICPL Foundation to more clearly establish it as a publicly supported nonprofit organization. That resulted in a merger of the ICPL Foundation and Friends of the Library completed in 1997 to create the ICPL Friends Foundation, a corporation exempt from tax under IRC (Internal Revenue Code) 501(c)3. The priorities of the ICPL Friends Foundation are aligned with the library's priorities and the members of the Library Board of Trustees serve as the Corporate Members of the ICPL Friends Foundation. The Corporate Members' authority is defined by the Friends Foundation Articles and Agenda Item 3A-2 Bylaws. The Corporate Members elect the Board of Directors of the Friends Foundation including two representatives from the Corporate Members/Library Board of Trustees. The Friends Foundation Governance Committee is responsible for succession planning and after an application process, nominates candidates for Board membership to the Corporate Members/Library Board of Trustees. The nominating process is driven by the Foundation's strategic plan. When the Foundation was established in the early 1980s, an arrangement was made with the Library that staff performing fundraising activities in consultation with the Foundation would be Library employees rather than employed by the Foundation. The Foundation reimburses the Library every year all costs associated with the employee. Gelman said the historical compatibility of the Foundation with the Library resulted from the integration of the Director of Development into library operations. The Foundation has its own strategic plan and the Director of Development is responsible for its implementation. As an employee of the Library, the Director of Development reports to the Library Director who conducts the annual evaluation of the Director of Development after receiving input from the Foundation board. The structure has been copied by other libraries and foundations in Iowa. The Library Director is a non -voting member of the Friends Foundation board, and participates in Executive Committee and Foundation board meetings. "It is a complicated relationship but has served us well," said Craig. "And, for the size of our community, everyone should take pride in what the Friends Foundation has accomplished over the years. We have had great financial and legal advisors serve on the Friends Foundation board through the years." Paetzold asked what the Board of Trustees can do to support the Friends Foundation. Gelman said talking up events and 100% Board member support through a donation to the Foundation is important. McCray said it is useful for Trustees to serve as representatives on the Foundation board. Freeman in at 5:20 pm. Gelman out at 5:49 pm. FY16 Operating Budget. No changes to staffing levels have been requested. Craig made few recommended increases. Significant increases were requested to cover additional costs for the growing Summer Reading Program and a small capital request to fix the doors on the first floor, and a 1% increase for materials. Basically, a hold the line budget. A motion to approve the FY16 operating budget as presented was made by Freeman and seconded by Baker. Motion carried 7/0. Baker asked if budgeting in the MUNIS system is better this year than it was last year. "There's light at the end of the tunnel," said Craig. A document included in the Board packet entitled Iowa City Tax Allocation to Four Departments FY1999-FY2015 underscored that City priorities for the last 20 years have been public safety Local Option Sales Tax. Board discussed endorsing the local option sales tax (LOST). The City Finance Director, Dennis Bockenstedt, made a presentation to the Board last month after which this item was put on the agenda for October. Semel asked how the LOST will benefit the library. Craig said all entities like the library that rely on property taxes will "benefit" from LOST because property tax relief is identified as one of the ways in which the LOST will be used. Local option sales tax income will help fill the property tax gap that is anticipated due to changes in state law. This indirectly affects the library in a positive way in response to a question from Hamilton. Semel asked 2 Agenda Item 3A-3 if it would be detrimental to our relationship with the City if the Library Board did not endorse the local option sales tax, A motion to endorse the local option sales tax was made by Freeman and seconded by Hamilton. Motion carried 7/0, Unfinished Business. None. Staff Reports. Director's Report. Channel 10 will become Channel 20 on October 29, 2014. The City's 175th birthday is upon us, and we will be supporting and participating in these activities. Departmental Reports. Children's Services. No comments. Collection Services. No comments. IT. No comments. Development Office. Paetzold asked about the Noon Lions Club and eye exams. McCarthy said the Lions come in once a month and use an expensive camera that takes highly detailed images of children's eyes. The photos are analyzed by physicians at LlIHC. The partnership has screened 300 children so far in nearly every preschool and daycare center. The group is working with the State of Iowa to have this screening qualify for the mandatory vision test required to attend school. McCarthy said the percentage of children with eye problems detected at libraries is greater than children identified in institutional settings. Rich -Chappell asked about the Family fundraiser event mentioned at the last meeting. McCarthy said it is still in the planning stages but the library will be closed, there will be reading, activities, and snacks and the opportunity to interact with other library families. The cutoff is 12/5/14 to donate arts and crafts for the Craft Bazaar. There will be a crafternoon on Sunday from 12-6 at the library for people who'd like to work on their bazaar projects. Paetzold asked members to suggest topics of interest they would like to discuss/learn about at future meetings. She asked how other Boards use their public input time to effectively allow public participation and at the same time have the Board get something from these interactions. Semel would like a session about The Library Channel and other ways we get the library's message out. Announcements from Members. None. Committee Reports. Foundation Members. None. Next meeting is November S. Communications. None. Agenda Item 3A-4 Quarterly Financial Reports. No comments. Quarterly Use Reports. A few observations: the number of people into the building is up because our new counters are more accurate. Circulation is down but not as much as last year. Number of in- house teen programs is up 97.9%; last year we didn't have a teen space. Financial Reports. No discussion. Disbursements. The MasterCard expenditures for September, 2014 were reviewed. A motion to approve the disbursements for September 2014 was made by Rich -Chappell and seconded by McCray. Motion carried 7/0. Set Agenda Order for October Meeting. Policy reviews. Respectfully submitted, Elyse Miller Agenda Item 5A-1 808 Art Advisory Committee A proposal to review and retain an existing policy as is. Issues: The Art Advisory Committee was rewritten in 2012 to better reflect the duties of the committee. The most frequent duties of the Art Advisory Committee are to review and select original art for the lending collection. The competition for the lending collection, the Art Purchase Prize competition, takes place each fall. Staff Recommendations: Staff recommends no changes to the existing language. Art Advisory Committee The Board shall establish an Art Advisory Committee. The purpose of the Art Advisory Committee is to advise Library staff to ensure original art displayed or circulated is of high quality. A. Duties. To annually review and select original art for the lending collection. 2. To periodically review gifts of art donated for the Library's permanent or lending art collections. 3. To periodically advise Library staff on purchase or selection of original art for permanent display in the building. 4. To periodically advise Library staff on public requests to display original artwork. B. Composition and terms. The committee shall consist of six members, appointed by the Board for staggered three-year terms, who are knowledgeable in the field of art and one Library staff member, appointed by the Director, to serve in a non -voting capacity. Current library staff members are not eligible for board appointment. Art Advisory Committee members may not serve for more than two consecutive year terms. Adopted: February 23, 2012 Reviewed: November 20, 2014 Agenda Item 513-1 810 Discussion Rooms Policy This a regular review of an existing policy. Issues: The library has four two -person discussion rooms and three six- person discussion rooms. In November or December of this year one of the two -person discussion rooms, (the former typing room), will become an Iowa Department of Transportation License Renewal Kiosk. At that time we will begin using the small room near the Business Office as a Discussion Room after 5 pm on weekdays and all hours the library is open during the weekend. The room is used by the Business Office as a location for job applicants to take pre -employment and employment tests Monday through Friday from 10 am to 5 pm, The Discussion Rooms are well used by the public with use increasing during the University of Iowa fall and spring semester. Information Pages track the use of rooms and record when there all of the rooms are in use and those requesting a room are turned away. Staff Recommendations: While staff does not recommend limiting the time of use for each room at this time they suggest modifying the policy so that a change may be made in the future. 810.3 Staff recommends replacing there are not time limits on the use of the rooms with time limits may be placed on the use of rooms in order to provide access to as many users as possible. The next enrollment period runs from November 15, 2014 — February 15, 2015 and we predict that there will be many questions from the public. ICPL will host three sessions with a certified Navigator in November and December. The first session will offer information for those who are already insured, the second for the uninsured and the third session will provide answers about Medicaid and enrollment. Karen Wielert, a certified Navigator, will lead all of the sessions and will be available to assist anyone who would like to enroll. Ms. Wielert attended a Reference Desk meeting and updated staff on the Affordable Care Act and the Health Insurance Marketplace. This year tax penalties will assessed for those filers without insurance who are above the tax filing threshold. Tax time at the library is always interesting and the addition of the ACA will make it even more interesting. Local History/Art Restoration/Ghosts/James Bond Films/Authors/Book Discussions/Anime/Chemistry What do all of the above have in common? They are all topics of programs offered at the library for adults and teens during the month of October. We had over 740 adults and teens attend programming in our Meeting Rooms, the Teen Center and at Basta as part of the B.Y.O.Book outreach program. Some programs were standing room only; University of Iowa Museum Smart Talk: Yvonne Szafran presents Jackson Pollock's "Mural" with 180 in attendance, to A Historical Tour of the Longfellow Neighborhood by Tom Schulein with 79, to TED on Tuesday, with nine in the audience, to the six teens who attended Way Cool Chemistry. We partnered with the University of Iowa Museum of Art, The Iowa City/Johnson County Senior Center and The City of Literature. Iowa Library Association Annual Meeting The Iowa Library Association's Annual meeting was held in Cedar Rapids this year. Jen Eilers, Brian Visser, Heidi Lauritzen, and Maeve Clark were able to attend part or all of the conference. The annual conference is a great opportunity to hear lectures from library leaders, attend programs, visit with the exhibitors, and network with other librarians from around the state. Agenda Item 66-2 i"ft± IOWA CITY �.¢ PUBLIC LIBRARY Community & Access Services Department and Help Desk Update for ICPL Trustees and Friends Foundation Board Prepared by Kara logsden, November 2014 Nearly 30 Library staff and their family members participated in the 2014 UI Homecoming Parade. As always, the crowd loved the Library and especially the storybook characters and the Book Cart Drill Team. We are planning a Library Card and Summer Reading Program sign-up campaign with local junior high and high schools. We're working with staff from North Liberty Community Library and Coralville Public Library on this endeavor. Because the Iowa City School District covers students who live in all of these communities, we think a partnership with these libraries will be the most effective way to reach out to junior high and high school students. The first planning meeting is scheduled for November 13 at Coralville Public Library. We look forward to this partnership with our neighboring libraries! There have been many recent thefts of videogames from the Library s collection. Through security camera video, we identified one person who we believe has been stealing videogames. A call to a local merchant who buys used videogames confirmed they had some of the Library's stolen games and also verified the name of the suspected thief. The information has been turned over to the Iowa City Police Department and the patron received a permanent ban from the Library for theft. Although we are not able to catch all theft on our video cameras, this demonstrates the value of the cameras for protecting the Library's collection. We have hosted a number of recent displays from outside organizations. From mid -October to mid -November, we hosted the traveling exhibit, "Soren Kierkegaard: The Global Dane" from the Museum of Danish America in Elk Horn, Iowa. "Remembering Our Fallen," was at the Library at the beginning of November. "Remember Our Fallen" is a touring photo exhibit created to honor the Iowans who have died from wounds suffered in war zones since September 11, 2001. We're also working with the City of Iowa City to help share information about the changes for Mediacom subscribers related to Local Access television channels in Iowa City and the 100 Grannies/Iowa City Landfill to share information about reducing plastic bag waste in our community. Information about displays can be found on the Library's calendar at http://calendar.icpl.org. As we have seen over the past couple of years, circulation of eMaterials continues to grow. This has raised a customer service issue relating to expired Library Cards. When some patrons try to download eMaterials during hours when the Library is not open, and learn their Library Card is expired, they become frustrated because they don't have an easy way to renew their card. We are going to try a pilot project to send eMails to patrons in our service area to notify them when their Library Card will expire. The plan is to send the eMail seven days before the card expires. The notice will say something like this: "Greetings from the Iowa City Public Library. Your Library Card will expire in 7 days. If you still live in the State of Iowa, please contact the Library to renew your Library Card. To renew your card, you may visit the Help Desk at the Library, or call319-356-5200 during regular Library hours, or reply to this eMail. If eMailing, please indicate if there are changes to your account information or if it is all correct. Staff respond to eMails during regular Library hours and will follow up with you within seven days. Thank you for using the Iowa City Public Library." For more information about why Library Cards expire, please see my blog post at: http://blog.icpl.org/2014/10/03/why-do-library-cards-expire/ Agenda Item 6C-1 Save the Date for Inservice Day Prepared for the November 20, 2014 meeting of the Iowa City Public Library Board of Trustees Maeve Clark, Adult Services Coordinator and Anne Mangano, Collection Services Coordinator Inservice Day / Friday, December 12`h / 8 a.m, to 4 p.m. We have an exciting day planned for the Library's annual Inservice Day on Friday, December 12th and hope you are able to attend. All staff, board members, and Library retirees will receive a formal Invitation at the end of November. Board members are welcome to sign up for the entire day or attend specific sessions. Breakfast and lunch is provided. The purpose of Inservice Day is to provide an opportunity for all ICPL staff to engage with new ideas and with each other. Past Inservice Day keynote speakers, from Jamie LaRue to Kendra Morgan, have helped us rethink the 21" Century library, allowing us all to understand and discuss how our own Library may evolve to continue meeting the needs of the Iowa City community. Our concurrent sessions have provided tips to manage our day-to-day tasks and keep abreast of community information. Because all of our staff attends Inservice Day, the Library is closed for the day. Basic Timeline: 8 a.m. to 11:45 a.m. Staff Recognition and Keynote Speaker At the beginning of the day, we hold the Staff Recognition breakfast to honor staff members who reached a significant ICPL milestone. Families of staff honorees are invited for the breakfast. Our keynote speaker is Aaron Schmidt, a consultant who specializes in the library user experience. He has worked in public libraries in Illinois and Oregon and was named a Libroryiournal "Mover and Shaker" in 2005. You can find his column on user experience in Librarylournal or follow his blog at walkingpaper.org. 1:00 p.m. to 3:10 p.m. Concurrent Sessions Five different training options will be offered after lunch. The afternoon is broken up into two one -hour sessions with three different programs running at the same time. Topics include: • Time management skills (offered at both time slots) • Customer service • Dealing with difficult patrons • Creating a user experience team • Incorporating user experience ideas into the library's website 3:20 p.m. to 4:00 p.m. Wrap Up To conclude the day, Alysia Peich, Continuing Education Coordinator from Iowa Library Services will discuss techniques on how to craft an advocacy message and tell the Library's story and its importance to the community. Agenda Item 6D-1 Development Office Report Prepared for the Iowa City Public Library Board of Trustees By Patty McCarthy, Director of Development November 20, 2014 One -of -a -Kind Gifts If you appreciate being able to purchase high quality unique handmade items, don't miss the Friends Foundation's Arts & Crafts Bazaar on Saturday, December 6, 2014. The third annual bazaar is scheduled 10 a.m. 3 p.m. in Meeting Room A. As you can see in the photo, a wide variety of unique items have been created and donated for the sale by talented library friends. Clothing, home decorations, jewelry, stationery, accessories, and many other handmade treasures have been received. Donations will be accepted through December 5th at the Help Desk or the Development Office. A Book Sale Too I- - If books are on your holiday gift list, shop the Book Sale outside Meeting Room A on December 6th. Gently read books will be sold from tables in the hallway outside Meeting Room A, and in the Book End store. Book sale hours in the hallway will be 10 a.m.-3 p.m. The Book End, located on the second floor of the library, will be open 10:30 a.m.-4 p.m. Honoring Dottie Ray Last May, Dottie Ray retired from a career spent producing and broadcasting a daily interview program in Iowa City for nearly 55 years. The "Dottie Ray Program" on KXIC-800 AM radio often featured guests from local non-profit organizations talking about their events and campaigns. Every event planner's checklist included a note to book a date on the Dottie Ray Program because such an appearance guaranteed that a listener would call after the program to make a reservation or a contribution. For her life's work supporting philanthropy, Dottie will be honored with the Benjamin Franklin Award of Association of Fundraising Professionals (AFP) Eastern Iowa Chapter. The Iowa City Public Library nominated her for the very special award in an effort to acknowledge her contributions to the success of every fundraising event hosted by the Library Friends Foundation and nearly every other Iowa City and Johnson County non-profit organization. Dottie is also one of the initial organizers of the Library Friends Foundation. The award will be presented during the annual AFP Eastern Iowa Philanthropy Day luncheon scheduled on Thursday, November 20, 2014, in Cedar Rapids, Thank You Prairie Lights Books! It was wonderful to welcome so many library friends to Prairie Lights Books on Sunday, November 9th for the after-hours Book Gala fundra!ser, The talented Prairie Lights staff was kept busy making book recommendations and helping shoppers cross off titles on their shopping lists during the 21" annual Book Gala. Prairie Lights donates a percentage of the sales generated during the 90-minute event to the Friends Foundation. Jan Weissmiller, store co-owner, indicated it was a successful event and a check for the proceeds will be sent soon. Agenda Item 6E-1 By Candice Smith, Adult Services Librarian, Iowa City Public Library Let's get craftyl With several big holidays right around the corner, children being home from school during breaks, relatives coming to visit, and friends stopping by to share in festivities, you might want to get a little crafty with your free -time, home decor, gifts, and party favors. The Library has always had an excellent collection of books related to all types of crafts (knitting, sewing, scrapbooking, paper arts, felting, and so on), but we also have a lot of titles that are specific to gift -giving, crafting with kids, and things to make for specific holidays and seasons. You may not have heard them called tools for visual literacy, but this is one of their newest labels. These books are great for engaging reluctant readers, as well as most any reader in this increasingly visually oriented society. We have a great collection of comics, graphic novels, and manga for children of all ages in the Children's Room at the Iowa City Public Library. Here are a few of my favorites from the past couple of years. For tweens ages 8-12, check out "Sisters" by Raina Telgemeier. This new title adds to the autobiographical story that began in "Smile." Full of the comedies and struggles that occur in every family, the main story follows Telgemeier's family as they make their way to a family reunion. While the relationship between the sisters takes center stage, her parents and brother get plenty of attention as well. A generally upbeat look at changing family dynamics from the point of view of an almost teen, this one is already flying of the shelves. Interested in history, but can't seem to keep all the dates and names straight? Try "Hazardous Tales" by Nathan Hale (no relation to the famous patriot). Big events in American history are told by the patriot Hale, who has seen the future. His audience for these tales consists of his hangman and a British officer, both of which provide comic comments which keeps the story moving. Younger elementary kids, ages 6-9, will enjoy "The Misadventures of Salem Hyde" by Frank Cammuso. These titles follow young Salem Hyde as her newly minted magical powers start getting her into trouble at school. Seeing the need for a tutor, her parents bring in Percival J. Whamsford III, a cat experienced at being a magical companion and teacher. This is a funny story about making new friends and taking responsibility for mistakes. Another great new series for the younger set is the "Boris" series by Andrew Joyner, which begins with Boris on the Move. Boris is an energetic warthog with a big imagination. He is always ready for an adventure, especially if it involves animals. His parents are a little more practical but do their best to encourage his explorer spirit. The artwork is cute and cartoony in style and presented in full color, which keeps interest high. Forthe youngest children, ages 3-5, there are some great picture books out there using graphic and comics elements like panels, word bubbles, and of course illustrated stories. "Mr. Wuffles" by David Wiesner is a great example of this. The story of a cat playing with a tiny alien spaceship is told using panels, with only the aliens speaking in alien language word bubbles.
