RECREATION CENTER -- MEETING ROOM B COMMITTEE MEMBERS PRESENT CMITTEE MEMBERS ABSENT CITY STAFF PRESENT: SUMMARY OF ITEMS DISCUSSED: Amidon, Bohlken, Bridgeman, Cilek, Purington, Hall, Baschnagel, Pecina, Rock Anderson, Bolnick, Bonney, Dennis, Hibbs Vann, Wilkinson, Burke, Martzahn 1. In the absence of Acting Chairperson Bonney, Mrs. Vann called the meeting to . order and turned the program over to Bruce Burke, Senior Housing Inspector. Mr. Burke presented a slide presentation dealing with the Code Enforcement program. (summary attached) 2. Debbie Martzahn, Assistant Planner, was present to update the progress being made on the Comprehensive Plan. Included in the presentation was a slide program. (summary attached) 3. The business meeting was opened with the introduction of a new committee member, Eve Baschnagel. 4. It was moved by Hall and seconded by Amidon that the minutes of the April 5, 1977, meeting be approved. Motion carried. S. Mrs. Vann distributed copies of the Summary of CDBG Activities for April and proposed activities for May. 6. It was announced that the newsletter scheduled to have been mailed in April was not done because of the increased workload of City staff. There was some discussion as to whether all the time and effort put into the preparation of these newsletters is really worth it. The general consensus was that if half of the copies mailed are read the effort is well worth it. 7. A copy of Powers -Willis' report on Ralston Creek (Existing Conditions, Problems and Needs) was passed around for committee members to glance through. This is the first of two reports to be furnished by Powers -Willis. This one identifies the problems and the second one will offer solutions. 14021 Committee on Community Needs May 3, 1977 Page 8. Hall mentioned that he felt real progress has been made to remove architectural barriers which pose a problem to handicapped or elderly persons. 9. Wiliccinson HOUSING CODE ENFORCFd1ENT PROGR.41 • SUr&jARY OF BRUCE BURKE'S PRESENTATION MAY 3, 1977 Mr. Burke was present to update the Housing Code Enforcement Program. He emphasized that the goal of the program is to monitor the physical quality of housing units within the central corridor of the City to ensure that accommodations are maintained in a safe and sanitary condition in accordance with applicable codes and ordinances. He also summarized the project objectives listed in the Environmental Review Record. Following is a complete list of project objectives: 1. To systematically inspect each renter -occupied dwelling unit within the project areas during the next four years. 2. To inspect owner -occupied single family dwelling units within five days after receiving a request from the resident. 3. To send a written inspection report citing identified code violations to the property owner within 72 hours of the site visit. 4. To enforce code compliance for all structures inspected within one year. S. To issue rental permits to all rental units complying with existing codes and ordinances. 6. To establish and maintain an inventory of all structures within the project areas containing residential units. 7. To review codes and ordinances bi-annually amending portions as appropriate or necessary. S. To coordinate efforts with the housing rehabilitation projects by sharing structures data with rehab personnel and by making referrals as appropriate. 9. To review office procedures and time management procedures semi-annually to insure field travel time is minimized, inspections are completed efficiently, and reports are written comprehensively. Mr. Burke explained the steps taken in the inspection and enforcement process. Complaints are received by the Code Enforcement Office. After receipt of these complaints, systematic inspections are made. As a result of these inspections, Certificates of Compliance or directive letters are sent to the owners of the property. When violations are found and a directive letter sent to owners of rental properties, reinspections of the property are made; but owner -occupied dwellings are not followed up. Broken doors and windows. 0 0 COMPREHENSIVE PLAN SMARY OF DEBRA MARTZAHN'S PRESENTATION MAY 3, 1977 Ms. Martzahn reported on the progress of the Comprehensive Plan. She stated that after 1'1 years of activity the background reports, the surveys and the neighborhood meetings have been completed. Ms. Martzahn said a new City Plan is necessary to provide a consistent framework for Council decisions, and to enable Iowa City to continue receiving federal funds. The planning staff is now developing goals and objectives which will be the basis for the City Plan. After the Plan is completed, the Comprehensive Plan Coordinating Committee will submit the Plan to the Planning and Zoning Commission for their recommendation to Council. Following the adoption of the Plan, scheduled for October, 1977, the planning staff will work on its implementation and a redrawing of the zoning map. Ms. Martzahn concluded her talk with a slide presentation which had been prepared for the neighborhood meetings. General surveys and technical reports were available to those wanting copies. PJ MINUTES COMPREHENSIVE PLAN COORDINATING COMMITTEE APRIL 20, 1977 -- 7:30 P.M. CITY MANAGER'S CONFERENCE ROOM u 14EMBERS PRESENT: Blum, Cain, Jakobsen, Ogesen MEMBERS ABSENT: deProsse, Neuhau.ser, Perret, Vetter STAFF PRESENT: Geshwiler, Kraft, Martzahn, Milkman, Oszman Chairman Blum called the meeting to order. He reported that the slide show which was to be shown at the following week's neighborhood meetings was currently being put together. He commented that more slides were needed. It was suggested that University Photo Service be contacted regarding this. The Committee discussed the script for the slide show. Rick Geshwiler, Senior Planner, explained that the script was some- what rough and would be rewritten so that it would flow better. Committee member Cain said she felt many of the sentences were too long and would be difficult to read aloud. The Committee discussed the public relations aspect of the next stages of the Comprehensive Plan - the publication of the Citizen's Planning Guide and the General Survey, and the Neighborhood Meetings to be held the following week. Geshwiler projected that the General Survey would go out by the following Saturday. He then explained the format which the ;gaff had worked out for the Neighborhood Meetings, which was CS follows: Introduction 7:30-7:45 1. Slide show 7:45-8:00 2. Structured 8:00-8:45 "Issue Questions', 3. Unstructured time 8:45-9:15 for discussion 4. Informal time 9:15-9:3'1` Blum suggested that the Staff prepare very specific questions, so that meeting leaders would have something to fall back on if people were hesitant about discussing the larger issues. Geshwiler asked if the Committee thought it desirable to have a record of who attended the meetings. This was discussed, and /Z= 0 _2_ • it was decided that it was desirable only it' it could be done without making people feel uncomfortable. Geshwiler said that copies of several of the background reports, as wall as some of the maps, would be available at the Neighbor— hood Meetings. The Committee decided to have a get—together after the first meeting, at Hoover School, so that they might discuss how the meeting went and what they might do differently at subsequent meetings. SUMMARY OF DISCUSSION AND FORMAL ACTIONS TAKEN: Vice Chairman Blum called the meeting to order and noted that a special meeting has been scheduled to review an innovative parking design plan for Iowa State Bank to be located south of Burlington Street and west of Clinton Street. Blum mentioned that he was concerned about setting a precedent of considering such cases on such short notice, to which it was indicated that the only reason this item was being presented to the Commission was because of a slight difference in interpretation of the Tree Regulations by the Building Inspector. Don Schmeiser, Senior Planner, noted that the tree planting plan is in compliance with the Tree Regulations except for the provision of a landscaped island between the parking area and the building. The applicant stated that they felt they were in total compliance with the Tree Rogulutions, but because of a sidewalk between the parking area and the building at one point, the Building Inspector did not feel that the separation could be wholly construed as a landscaped island. Kamme rmeyer noted that the separation between the parking area and the building could not technically be construed as an "island" as there would have to be curbs placed around it. The Staff indicated that they felt the plan met the intent of the Tree Regulations and recommended that the plan be approved. The Commission voted unanimously to approve the innovative parking design plan for Iowa State Bank. Ann•s urnve Doug Boothroy, Assistant Planner, explained changes which had been made in the revised plat and stated that the Engineering Division had verbally approved the plat. Cain stated that written opinions from the Engineering Staff would be preferred. George C. Parks, 1424 Buresh, expressed concern about (1) using Buresh Avenue for heavy construction equipment, and (2) inadequate water pressure in the subject area. Mr. Parks requested that construction start at St. Ann's Drive. Commission members informed Mr. Parks that the City has no control over the use of existing streets for heavy equipment unless a load limit or embargo had been placed on the streets. Commissioners also stated that the developer's construction schedule is not within the purview of the PgZ Commission. Mr. Boothroy stated that the Public Works Department had determined water and sewer mains to be adequate for the proposed development. Angie Ryan, Assistant City Attorney, suggested that the Commission forward to the Public Works Department the concerns expressed by Mr. Parks, After further discussion, the Commission unanimously approved a motion to recommend to the City Council approval of S-7715, preliminary plat of a resubdivision of a portion of Lot 30, Conway's Subdivision located west of Prairie du Chien Road and south of St. Ann's Drive, with a variance allowing streets to be constructed at a width of 25' instead of 28' and with a note on the plat that no construction be allowed within the storm water management basin. Commissioner Blum suggested that Chairperson Cain send a letter to the Public Works Department regarding a possible method of prohibiting heavy construction equipment from using Oaklawn and Buresh Avenues, determining whether the streets could be constructed from the north along St. Ann's Drive south, and whether St. Ann's Drive could be used for such equipment. Commissioners also suggested that Mr. Parks attend the May 17th City Council meeting to express his concerns. 5-7717. Since the applicant is only dividing the property into two lots, Angie Ryan said, it would not be necessary to submit a subdivision plat. Cain said she thought county guidelines would require submission of a subdivision plat. Commissioner Kammermeyer stated that the following alternatives could be pursued by the Commission: (1) take no action, (2) deny the plat, (3) approve the plat according to county specifications, or (4) approve the plat subject to approval of all city specifications. Blum suggested that the I.egal Staff provide additional assistance in determining what action would be appropriate. Since approval seems to indicate compliance, Lehman said, it would seem wise to waive the 45 -Jay limitation period. The Commission unanimously approved a motion to defer consideration of S-7718, Lovetinsky Subdivision, until a special meeting to be held May 12, 1977, and to request Legal Staff assistance regarding county requirements for subdivisions of this nature. Blum stated that the parking policy should be a method of controlling and promoting a smooth flow of automobile, pedestrian and transit traffic rather than a method of generating additional revenue for the City. Angie Ryan pointed out that the revenue from metered parking only covers costs and is not profit-making. This, however, is not true for fines, she said. Mel Jones stated that the document is not intended to be a policy on pricing tickets but as a guide to follow in the future. Blum suggested that consideration be given to parking devices which would promote a high turnover time for on -street parking. Those parking spaces should be primarily for shoppers, Blum said. Ogesen suggested the possibility of commuter parking lots in outlying areas (i.e., flood plain) which would be adjacent to City bus lines. Cain favored encouraging employees and long-term shoppers to use the transit system. Cain expressed appreciation to Mel Jones for the Commission's opportunity to express their concerns. Commissioner Jakobsen gave a brief report on the May 3rd City Council meeting. Commissioners requested that a policy be established whereby property owners he notified in writing if the P$Z Commission or the City Council initiate action to consider a rezoning. This 25 -lot subdivision provides lots with square footage well exceeding the RIA requirements. Particular elements of the subdivision that need to be addressed are: 1. The vacation and disposition of the north 25 feet of the 60 -foot right-of-way running the full length of the proposed subdivision (see Staff Report V-7702); and 2. The extension of Foster Road. Iowa City has poor east to west traffic circulation. The motorist is provided with few good alternative routes by which to get from one side of town to the other. This lack of well-defined alternatives results in awkward and slow traffic flows on residential streets not designed for collector or arterial purposes. The development of Foster Road as a through street from Dubuque to Old Dubuque Road has for some time been considered an opportunity to provide just such an alternative for the residents on the north side of town. It has been the City's position that Foster Road be a through street. The approval of Conway's subdivision as platted would be a recommendation for the alignment of Foster Road such that it would eventually be constructed as a through street. RECOMMENDATION The Staff recommends that consideration of an action on the preliminary plat be deferred. The Staff further recommends that upon revision of the plat incorporating the deficiencies and discrepancies noted below, the preliminary plat be approved. DEFICIENCIES AND DISCREPANCIES All of Lot 30, Conway's Addition should be included in this resubdivision. Resulting Outlots should be labeled as Parcel A, 8, etc. Foster Road should be shown for all the subdivision. 2. The entire 60 -foot ROW along the south property line should be shown and the portion being requested for vacation also shown. 3. The stormwater detention facility should be located in the lower reaches of the subdivison, Lots 2 and 3, etc. 4. Sewer lines in this area are available but until the east -west trunk is installed, there is not sufficient capacity. The east -west trunk is programmed to start in 1978 with completion in about two years.
