RESOLUTION APPROVING CLASS C
LIQUOR CONTROL LICENSE APPLTMrM
BE IT RESOLVED BY THE CITY COUNCIL OF IOWA CITY, IOWA,
that a Class C Liquor Control License application
is hereby approver7or the following named person or
persons at the following described location:
Spayer & Co., Ltd. dba/The Airliner, 22 South Clinton
Said approval shall be subject to any conditions ( or re-
strictions hereafter imposed by ordinance or State law.
The City Clerk shall cause a recommendation for approval
to he endorsed upon the application and forward the same
together with the license fee, certificate of financial
responsibility, surety bond, sketch of the premises and all
other information or documents required to the Iowa Beer
and Liquor Control Department.

OF CONTRACT, AND ESTIMATE OF COST FOR THE CONSTRUCTION OF THE
COLLEGE/DUBUQUE. MALL -S'1'0101 AND SANT'1'ARY SP14PR PROJECT
DIRECTING CITY CLERK TO PUBLISH NOTICE OF SAID HEARING, AND DIRECT-
ING CITY ENGINEER TO PLACE SAID PLANS, ETC., ON FILE FOR PUBLIC
INSPECTION.
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF IOWA CITY, IOWA:
1. That a public hearing on the plans, specifications, form of contract, and
estimate of cost for the construction of the above-named project is to be held
on the 24th day of May , 19 77 , at 7:30 P.M. in the Council
Chambers, Civic Center, Iowa City, Iowa.
2. That the City Clerk is hereby authorized and directed to publish notice of
the public hearing for the construction of the above-named project in a newspaper
published at least once weekly and having a general circulation in the city, not
less than four (4) nor more than twenty (20) days before said hearing.
3. That the plans, specifications, form of contract, and estimate of cost for
the construction of the above-named project are hereby ordered placed on file
by the City Engineer in the office of the City Clerk for public inspection.

RE: General Obligation Bond Issue
The following is a description of each project comprising the
upcoming $3,015,000 general obligation bond issue:
WASTE WATER nMAMdM FACILITY-1NFILTRATICN/I *1M STUDY = $18,500
This project will provide for the study and evaluation of the
existing Waste Treatment Plant and sewer system in order to
decide the most cost-effective manner to bring the Iowa City
sewer system under compliance with Federal and State laws that
require the operation and maintenance of sewage collection and
treatment systemic and control of discharge of pollutants into
streams and rivers.
MUSCA= AVENUE IIMPROVQiW RWM = $210,000
This inproveuent will provide for the complete reconstruction of
Muscatine Avenue from First Avenue to Scott Blvd., including the
intersection at First Avenue.
SYCAMORE AMID HIGHWAY #6 RMUZSE ON IMPROV CNT PROJECT = $21,000
The purpose of this project is to improve the safety and promote
traffic flow by converting span wire installation to mast -am,
replace controller, and add left tum lane on east leg of inter-
section of Sycamore and Highway 116.
EASE -WEST ONE WAY MMEr PROJECT 412 - $21.500
The purpose of this project is to replace existing facilities at the
intersection of Jefferson S iiodge, Jefferson S, Govern7r, Market 5 Dodge,
and Market 6 Governor with toast -am installations and new controllers
and physical intercomtect to the west.

The purpose of this project is to construct a new road to replace the
dirt road between Benton Street and the south City limits.

The purpose of this project is to rehabilitate and reconstruct various
bridges throughout the City as per an engineering study now being
conducted.

This improvenent will provide for improving the geometrics and
signalization at this intersection. The intersection does not have
the capacity to handle existing volumes of traffic. Left turn lanes
on the east and west legs, coupled with improved signalization, will
greatly improve the efficiency of this intersection, as well as
reduce the accident experience.
This project includes pedestrian ways, malls, and street improvements
in donntown Iowa City. The Dubuque & College Street Mall is anticipated
to be a pedestrian mall with passage on Dubuque Street for emergency
and service vehicles and City buses. Also included is a bus transit
mall an Washington Street west ,of Clinton Street, and street improve-
ments on Capitol Street for two blocks south of Washington Street.

CEEDINGS TO 'TAKE ADDITIONAL
ACTION FOR THE ISSUANCE OI'
$3,015,000 GENERAL OBLIGATION
BONDS
WHEREAS, pursuant to notice published as required by
law, this Council has held a public meeting and hearing upon
the proposal to institute proceedings for the issuance of
$3,015,000 General Obligation Bonds for the essential
corporate purpose of construction and reconstruction of
street improvements, sidewalks, traffic control devices,
sanitary sewers and waste water treatment facilities, recon-
struction and repair of bridges including costs in connection
with waste water treatment facility study, Muscatine Avenue
Improvement Project, Sycamore and Highway #6 Intersection
Improvement Project, East-West One Way Couplet Project #2,
Mormon Trek Boulevard Improvement Project, City Bridge Repair
Project, Riverside and Benton Intersection Improvement Project
and Central Business District Streetscape Improvement Project,
separately and in combination an essential corporate purpose; and
has considered the extent of objections received from residents
or property owners as to said proposed issuance of bonds;
and, accordingly the following action is now considered to
be in the best interests of the City and residents thereof:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF IOWA CITY, IOWA:
Section 1. That this Council does hereby institute
proceedings and takes additional action for the sale and
issuance in the manner required by law of $3,015,000 General
Obligation Bonds for the foregoing essential corporate
purpose.
Section 2. That the City Attorney and Bond Counsel are
directed to prepare the necessary proceedings to authorize
the issuance of said bonds and the necessary proceedings and
publication of notice for the sale thereof and to submit the
same for review and action by this Council. Subject to the
approval of said documents by this Council, the Clerk is
directed to arrange for the publication and dissemination of
said notice of sale. For the purposes of approval of said
documents and the fixing of a date for the sale of said
bonds, this meeting is hereby adjourned to the 31st day

The Council of Iowa City, Iowa, met in Regular
session, in the Council Chambers, in the Civic Center,
Iowa City, Iowa, at 7:30 o'clock P. M., on the above
date. There were present Mayor ,
in the chair, and the following named Council Members:
Balmer, deProsse, Foster, Perret, Vevera
Absent: Selzer
The Mayor announced that this was the time and place
for the public hearing and meeting on the matter of the
issuance of $3,015,000 General Obligation Bonds in order to
provide funds to pay costs of construction and reconstruction
of street improvements, sidewalks, traffic control devices,
sanitary sewers and waste water treatment facilities, recon-
struction and repair of bridges including costs in connection
with waste water treatment facility study, Muscatine Avenue
Improvement Project, Sycamore and Highway #6 Intersection
Improvement Project, East-West One Way Couplet Project #2,
Mormon Trek Boulevard Improvement Project, City Bridge Repair
Project, Riverside and Benton Intersection Improvement Project
and Central Business District Streetscape Improvement Project,
separately and in combination an essential corporate purpose,
and that notice of the proposed action by the Council to
institute proceedings for the issuance of said bonds, had
been published pursuant to the provisions of Section 384.25
of the City Code of Iowa.
The Mayor then asked the Clerk whether any written
objections had been filed by any city resident or property
owner to the issuance of said bonds. The Clerk idviserl thf,
Mayor and the Council that no written objections had been
filed. The Mayor then caller oral objections to the
issuance of said bonds and none were made. whereupon, the
Mayor declared the time f oz receiving oral and written
objections to be closed.

The Council then considered the proposed action and the
extent of objections thereto.
Whereupon, Council Member Perret
introduced and delivered to the Clerk the Resolution hereinafter
set out entitled "RESOLUTION INSTITUTING PROCEEDINGS TO TAKE
ADDITIONAL ACTION FOR THE ISSUANCE OF $3,015,000 GENERAL
OBLIGATION BONDS", and moved its adoption. Council Member
Foster seconded the motion to adopt. The
roll was called and the vote was,

Whereupon, the Mayor declared said Resolution duly
adopted as follows:

WHEREAS, Ordinance No. 77-283s authorizes the inpounduant and storage
of vehicles and bicycles and establishes a procedure for the inplemantation
thereof, and
WHEREAS, said ordinance allows for uniform fees to be charged in the
impoundment and storage of vehicles and bicycles as set forth by City Council
resolution, and
WHEREAS, City staff has prepared a proposed schedule of fees and charges
to be incurred in the ]npoundmnt and storage of vehicles and bicycles, a copy
of which is attached to this resolution and by reference made a part hereof.
NOW, THEREFORE, BE IT RESOLVED BY TIO± CITY C XNCIL that the attached
schedule be adopted as the established fees and charges.
