It acts as a gathering spot for people to meet, talk, wait, rest, eat, look, listen, and perform amidst bhe hub -bub of commercial downtown traffic. By providing a locale for such activities in the midst of the downtown business area, It creates a human atmospere, inviting to many people, which no doubt, rubs off on the well -b& tng of downtown businesses. Though inexpensively and temporivily installed, the Mini -park is used and is liked. Some people feel that the atmoghere created by this park can and will be recreated and,7or continued when the downtown mall is completed. The direction of such thinking is to be applauded, for it implies a desire for a downtown geared primarily for people to pass part of their day in (while shopping or working AND while NOT shopping and NOT working); a downtown FOR PEOPLE, rather than the typical "pay -the -money -and -run -leave -town -while -you -can" feeling many cities give you. I believe however, that the destruction of Black Hawk Mini - Park would create a void unreplaceable by any new design. It is the very setting that gives it its unique flavor. By being set back from a busy street corner and allowing for more space and light than usualjy meets the eye, It allows its users to set themselves beak from the streetseene. The fact that it is in the middle of downtown makes It more apoealing. The plan for a pedestrian mall on the street Is attractive also, but it could not provide this tucked away feeling which is at the sometime spacious and inviting, by the simple fact that there would not be the physical open space. There are ether arguements for keeping the parks the mural, the other empty lots the city he- available for building on...but mainly, we have something that works, so why change it? The reason we are asking this is because it is our understanding that the City removed the parking meters to help us with our parking problem. Now it seems everyone else uses these parking places except people doing business in the Court House; like students or workers downtown. Therefore we were in hopes that a sign might help alleviate the situation. Thank you for your consideration of this problem. Penney staff is very concerned with the indecision the Council is showing in their experimentation of closing down the streets. It is very unfair to the merchants in this area and very confusing to the customers. May we urge the Council to make a concrete decision without experimentation and without further delay. We would also like to fullv support the proposal of putting a temporary parkins; lot in the lot behind our store. In a recent survey that was taken at our store, it was fonnti that parking was a primary reason ns to why People did not shop the downtown area.
