(second I consideration) ConrwJnt: An amendment is requested', by the Finance Director to Ordinance No. 76- 2801 to enable the City to charge the' :delinquent customer for the costs of the collection process.A $3.00 fee is recommended to cover mailing costs (98Q on a'certified, letter),_ administrative and computer costs. (first consideration) Comment: The Planning and Zoning Commission; at a regular meeting held onApril 21, 1977, recommended by a 6-0 vote approval of an application to rezone a tract of land :located north of Harrison Street, east of Linn 'Street, and south of Court Street from a C2 Zone to an R3B Zone. This recelm)endation°'is consistent with the staff's recommendation presented in a StaffReportdated April 21, 1977,' which was furnished with the - agenda of May 3, 1977. Action: . (first consideration) Comnent: The City Council discussed this matter at the informal meeting on April 18, 1977. The ordinance presented was modified at the direction of the Council. Iteo No. 13 CONSIDER RESOLU`rlQ1 DESIGNATING LEGAL HOLIDAYS ON WHICH THE REGULATION BY PARKING METERS OF 171E PARKING OF VEHICLES UPON STREEIS OF THE CITY r OF IOWA CITY, IOWA, SHALL BE SUSPENDED. Comment: The Council recently adopted the Model Traffic Ordinance. This ordinance did not specify legal holidays that meters would not be enforced. 'This resolution designates the dates', that parking meters will not,be enforced. These dates are as follows: New Years Day, Memorial Day, Independence Day, labor Day,Thanksgiving Day, and Christmas Day. Comment: This contract with the Mayor's Youth is for FY78. Item No. 17J,CONSIDER RESOLUTION AUTHORIZING THE MAYOR TO SIGN AN, EASMENT AGREEMENT, rf�=/7� WITH NORIIi{WESTERN BELL. Comment: This resolution'authorizes the Mayor to sign an agreement in which the City allows Northwestern Bell to'install'and maintain an underground cable across a strip of land on the north end of the Landfill. The Public Works Director has surveyed the site where.the cable is to be ` laid. It is between the fence and the berm at the northeast corner of the Landfill and it will not nowi or in the future;' interfere with Land((f��ill',/noperations`,- Public Works recommends adoption of this resolution. Action: Item No. 18 CONSIDER MOTION APPROVING APPLICATION FR.CM JONA-ILLINOIS GAS AND \/ ELECTRIC COMPANY FOR OONST'RUCTICN,ON HIGHWAY RI(fir-OF-WAY. Comnent: The Iowa -Illinois Gas, and Electric, Company has submitted an application for construction on'Highway -right-of-way within the'City limits of 1 a-, Iowa City., The application is to the Iowa State Highway Commission, but before the Highway Commission will approve the application the City must also give its approval. The work that Iowa-Illinois wishes to do is to install an underground cable to serve an aircraft control system.'
