This ordinance; was discussed with the City Council on June 13. A
notice has been sent to all plumbers and excavators advising theme
vsa� of the public'hearing.- The public hearing has been set at an
early date so`the Public Works Director can attend before'he
leaves on vacation.

Item No. 7 - PUBLIC HEARING ON THE VACATION OF THE SOUTH 120 FEET OF AN ALLEY BETWEEN
DUBUQUE AND LINN STREETS ON THE NORTH SIDE OF PRENTISS STREET, AND TO
RETAIN A UTILITY EASEMENT OVER THE 20 -FOOT WIDE ALLEY.
Comment: The Planning and 'Zoning Commission, at'a regular meeting held on May 19,
1977,' recommended by a 5-0 vote approval of the vacation subject to the
retention of a utility', easement. This recommendation is consistent with
the staff's recommendation presented in a Staff Report dated May 5, 1977,
which was attached to the May 31 agenda.

THROUGH 67.14 (CHAPTER 5.16 OF THE MUNCIPAL CODE 'OF THE CITY OF IOWA

Comment. The City Council discussed this matter at the informal meeting of April
' 18;,1977.- The ordinance presented was modified at the direction of the `
Council. :This subject was again discussed at informal and formal meetings
Of the City Council and the',suggested changes will be incorporated into
the ordinance. With the introduction of the revised ordinance, the
Council .should again act upon, the first consideration.

Item No. 10 -'CONSIDER AN ORDINANCE AMENDING THE MUNICIPAL CODE OF THE CITY OF IOWA
CITY, IOWA, BY REVISING THE LIMITATIONS UPON THE SIZE OFHOUSESTO BE
MOVED AND'AMENDING'ORDINANCE 'NO. '2469, SECTION 111 (5.20:2 OF THE
MUICIPAL CODE OF THE',CITY OF IOWA CITY; IOWA (second cuosideration).
Comment: This amendment provides more flexibility for moving houses upon the
streets of Iowa City., In the past absolute prohibitions limited
house moves in areas of the City where such moves could be accomplished with
safety.

Item No. 11 - CONSIDER AN ORDINANCE AMENDING THE ORDINANCE NO. 76-2801 BY PROVIDING
FOR THE ESTABLISHMENT OF FEES AND CHARGES WITH REGARD TO DELINQUENT
WATER SERVICE ACCOUNTS (second consideration).
Comment. This is`a corrected version of the amendment to the ordinance allowing
the Finance Department to charge a fee for processing delinquent utilities
accounts.

Item No. 12 - CONSIDER AN ORDINANCE AMENDING :THE SOLID WASTE ORDINANCE TO PROVIDE THAT
THE COUNCIL,' BY RESOLUTION,, MAY. ESTABLISH FEES FOR THE, STORAGE,' COLLECTION,
TRANSPORTATION, PROCESSING AND DISPOSAL' OF SOLID WASTE, AND AMENDING
ORDINANCE NO 2790, SECTION VI, BY ADDING A NEW SUBSECTION THERETO (first
consideration).
Comment: Thislordinance allows the Council to 'set landfill disposal fees and refuse
collection charges by the simple,' process of resolution rather than
ordinance.' 'After the ordinance; is passed, a'resolution will be'submitted
finalizing landfill and refuse' collection charges for FY 78. The first
consideration of this ordinance was deferred,from'the June 14 regular.

Item No. 13 CONSIDER RESOLUTION ACCEPTING WEST PARK LIFT STATION.

Comment: This resolution would accept the West Park Lift Station as constructed by
Jim Schroeder Construction, ,Inc. , Bellvue, Iowa. 'The improvement' was con-
strutted in conformance to specifications and Public Works recommends
adoption of the resolution. Since no change,orders were', encountered
during construction involving "prices, `the bid price remains the final
Price. ,Total costs for the project are:
Lift Station $44,750.00
Electric Service,(IIG&E) 7,965.00
Engineering'- 3,539.43

Itegi No. 14 - CONSIDER RESOLUTION REPEALING TAPPING FEE.
Comment: This resolution would repeal Resolution No. 73-17 which established a
tapping fee for the construction of an Arbor Drive relief sewer. Due
to the method in progress for serving the area along Scott. Boulevard,
the need for this tapping fee is no longer necessary. This was discussed
previously with Council in connection with the Glasgow property. Public
Works rrecomnends adoption of the resolution.-4

Item No. 15 - CONSIDER RESOLUTION APPROVING THE PRELIMINARY PLAT OF A RESUBDIVISION OF
D A PORTION OF LOT 30, CONWAY'S SUBDIVISION.
Comment: The Planning and Zoning Commission, at a regular meeting held on May 5,
1971,; recommended by a 7-0 vote approval of the preliminary plat of a
resubdivision of a portion of Lot 30, Conway's Subdivision located west
of Prarie'-du Chien Road and south of St. Ann's Drive, with a-variance
allowing streets to be'constructed at a width of 25' instead of 28' and
with a note on the plat that no construction be allowed within the storm
water management basin. This:recomnendation is consistent with the staff's
recommendation presented in a report dated April 21, 1977; which was
furnished with the agenda of May 3, 1977. This item was deferred, from 1
the May 2C meeting because of a potential problem with the capacity
of the existing sanitary sewer which would provide service to this addition.

Comment: This resolution would 'accept sanitary sewer improvements as constructed
by.Knowling Brothers Contracting Company of Coralville, Iowa, in the
following.areas:
a. Westwinds Subdivision' (except lines 7-1A and 1082-1063)

CONSIDER RESOLUTION AUTHORIZING CITY CLERK TO RE -ADVERTISE FOR BIDS.
Comment:
Opening of: bids for the College/Dubuque Sewer project was scheduled
for June 15, 1977, at 10:00 A.M. No bids were received. This resolution
woula authorize the City Clerk to re -advertise for bids to be due July 6,
1977, at 10:00 A.M., and to be acted upon at the 'regularly scheduled
�,ag'
Council meeting of July 12, 1977. Public Works recommends adoption of

- CONSIDER RESOLUTION ESTABLISHING JUST COMPENSATION FOR CDBG LAND
ACQUISITION AT HICKORY: HILLPARK.

The acquisition of a Hickory Hill Park addition was approved March 8,
1977, as part "of'the general budget. % Since it is to'be-acquired with
CDBG-funds, Council 'must establish just compensation for the property
to be acquired. This resolution accomplishes that end.'

PERSONNEL OF THE CITY OF IOWA CITY, IOWA, FOR FY 78. '.
Comment:
This resolution includes pay classification ranges. for all classified
personnel at the City 'including permanent ,and temporary positions. This
plan is consistent with all negotiated collective bargaining agreements.

Adjustments of less than $25,000 will have to be made in the FY 78 budget
to implement these pay guidelines and all collective bargaining agreements.
