Iowa City Airport Commission

Chairman Petersen called the meeting to order at 7:40 P.M.
Jones read the minutes of the April meeting. It was moved
by Bleckwenn, second by Embree, minutes be approved as
read. Motion carried.
Bills for the month were presented. Moved by Bleckwenn,
second by anbree, bills be paid as presented. Motion
carried.
The Commission reviewed the computer read out. Jones
clarified the Doane letter dated April 15, 1977 and presented
to the Commission at their April meeting. If the Com-
mission was willing to let Doane use forward contracting
as a marketing tool the Commission would have to either
carry hail insurance or Federal Crop Insurance. Jones
presented a letter from Doane stating the cost of hail
insurance (copy attached). Embree moved, Bleckwenn seconde=d
the motion that the Commission would not enter into crop
forwarding contraction. Motion carried. The Commission
instructed Jones to find out the difference between hail
insurance and Federal Crop Insurance and report to the Com-
mission at their next meeting.
The Commission was presented a letter form Mr. Melvin J.
Fischer, Chief, Planning Branch, F.A.A. Central Region
Office, concerning an Airport Master Plan for the Iowa City
Airport. Copy attached. Jones was instructed to contact
Jay Haas of L. Robert Kimball & Associates to see if he
could attend a meetion June 2, 1977 with the Commission and
Mr. Ohlman from the F.A.A. Regional Office.
The Commission asked the chairman and Jones to compose a
letter in reply to the F.A.A. letter dated March 18, 1977
concerning their development recommendation for the Iowa
City Airport.
It was moved by Embree, second by Bleckwenn, that a sec-
retary be hired to take the Commission minutes. Motion
carried and Jones was instructed to ask Mel Jones to find
someone to take the minutes.
Jones presented copies of the formal resolution to lease
the new 10 unit T -hangars. The resolution having been
passed by the Commission at their February meeting. It
was moved by Bleckwenn, second by Mbree to have the chair-
man sign the resolution. Motion carried. (copy attached)

Jones presented a copy of a short term lease between Peer
Acme Services, Virgil Flanagan, Leasee and the Iowa City
Airport Commission, Leasors for a term of three months
commencing April 1, 1976 and terminating June 30, 1977.
It was moved by Bleckwenn, second by Embree to adopt the
resolution. Motion carried. Copy attached.
There was general discussion concerning what the rent on
this space should be starting July 1, 1977. Jones pointed
out the roof needed to be replaced and the interior would
need considerable work he felt before the Commission could
expect or receive more rent. It was moved by Bleckwenn,
second by Embree to have Jones contact Roland Smith and see
if he would be willing to inspect the building in question
and submit his findings on what the rent should be from
July 1, 1977 through June 30, 1978. Motion carried.
Jones reported Mel Jones had obtained a quote for $1,000,000
of Liability Coverage from the Commission's present ins-
urance company (Southern Marine & Aviation Underwriters, Inc.)
for $810.00. This would increase the Commission's
liability insurance coverage from $300,000for a premium of
$500.00, an increase of $700,000 coverage for $310.00
additional premium. The other quote was for the same
coverage from National Aviation Insurance Underwriters,
their premium quote $900.00. It was moved by Embree,
second by Bleckwenn to accept the low bid of $810.00.
Motion carried.
Embree borught up the question concerning the Commission
meeting at the Airport and not at the Civic Center as
published by the news media. It was pointed out that whom-
ever releases the meeting notices be,instructed to publish
that the Airport Commission will meet the third Thursday
of every month at the Iowa City Airport Terminal building.
It was the Commission's feelings by meeting at the Airport
once a month they could inspect any problem arising at the
Airport first hand. Embree moved, Bleckwenn second the motion
to make certain the meeting place of the Commission be
published in advance giving the time and place. Motion
carried.
Meeting adjourned at 9:40 P.M. Next meeting will be held
in the City Manager's Conference Room, Civic Center, at
7:30 P.M., June 23, 1977.

Most of the farms we manage now carry either Crop Hail Insurance
or Federal Crop Insurance. The reason that carrying crop insur-
ance is more common now is that the cost of production is always
going up. Your cash expense budget for your farm is $7044. Be-
low is the cost of crop -hail insurance for a total coverage of
$9658:

The above is 5% deductible. First 5% loss is not covered. If
loss is 85% or more, then the insurance company pays total loss.
By having 5% deductible, the insurance rates are much lower.
Please let me know if you decide to carry hail insurance for 1977.

Chairman Petersen called the special meeting to order at 1:1_`
P.M. to discuss the proposed Master Plan as Mr. 011ie Ohlman,
Planning Airport Division, Federal Aviation Admininstration,
Kansas City, Missouri, and Mr. Jay Haas, L. Robert Kimball &
Associates, Kansas City, Missouri, were present.
Mr. Ohlman explained there were still applications for grants
during 1977 which were left over and would be acted upon
October 1, 1977 for 1978 fiscal year. If the Commission was
to submit their application for a Master Plan it would be acted
upon sometime after October 1, 1977. Mr. Ohlman also pointed
out some airport sites rate a higher priority that others. All
applications must go through the F.A.A.'s clearing house. All
grants are for a lump sum which includes the contract with the
Commission's Consultant. Mr. Ohlman commented the Commission's
Consultant L. Robert Kimball & Associates original proposed
work plan was pretty good. Mr. Haas presented revised scope
of work. There followed a general presentation of the various
methods of determining noise levels aroung the airport. The
Plan Grant for Master Plan study would be an impact study for
the next 20 years.

Mr. Ohlman presented a €1=4t for doing a Master Plan and
stressed the importance of the environmental study and citizens
input. The F.A.A. is not able to approve any program without
an environmental study. General discussion followed between
Mr. Ohlman and Mr. Haas concerning parcel payment on each section
of work. It was the consensus of the Commission there was no
site selection involved in the Master Plan for the Iowa City
Airport. Mr. Ohlman stated the F.A.A. will review each phase
of the Master Plan. Mr. Haas will meet with F.A.A. and the
Commission. Bleckwenn asked when the program would start. Mr.
Haas replied he would have the necessary forms into the F.A.A.
within 20 days. Mr. Ohlman gave Jones a copy of the sponsor's
check list on the steps to be taken to accomplish a Master
Plan. Mr. Ohlman also mentioned the biggest problem is the
sponsor taking too much time to complete the program. Mr. Haas
and Mr. Ohlman were excused at 3:15.P.M. Mr. Jim McCrabb,
President of McCrabb Brothers Manufacturing Company, West Liberty,
Iowa, gave a presentation on a proposal to rent the old office
building attached to the old United hangar formally occupied by
Newman Toomey. McCrabb stated he would replace the heating
system and remodel the interior into an office building. Pay
the present rent of150.00 per month for 5 years with an option
for 5 more years. leckwenn stated he thought it was a good
proposal. Jones stated he had visited with Roland Smith as the

Commission had askePand Mr. Smith thought it was an excellent
proposal. Phipps stated he thought the Commission should check
all the figures prior to reaching a decision. Mr. McCrabb
stated he would just as soon have the Commission fix up the
building so it is rentable. General discussion followed. It
was pointed out that McCrabb was going to use the office build-
ing for a headquarters for four companies, that he was a user
of the Iowa City Airport, and the location would work out well
for the company's executives. Perkins moved the Commission adopt
a resolution approving McCrabb proposal, second by Phipps.
Motion carried.
Jones pointed out it was necessary to hold a public hearing.
Jones was instructed to get the proper notice in the paper and
to have the public hearing at the Commission's next regular
meeting.
There being no other business the meeting was adjourned at
4:15 P.M.
