Dear Persons:
I know you have plenty of problems to
solve but I have decided to share one of mine with you. I have
lived at 3364 S.Rivarside Hribie for 47 years and for 16 years be-
fore tnat dust a few door: aorta of here, so you can see I am no fly-
by-night resident. I have survived being the last house on the
road before entering the City Land Fill for eight years or so. I
have had my taxes raised from $509.13 last year to "931.77 this
year and you know, I am beginning to wonder what advantages there
are in being annexed to your fair City? So the dust from the
gravel road is my problem!
You have blaok.-topped the north end
of this roars up to the beginning of my property and stopped. You
have oiled this section of the road to encluie both the Baculis and
Thatcher Trailer Courts and the ishool Center across the street but
have left both my place and my neighbor Jim Pugh across the street
sitting here like orphans! I am beginning to think we are being
discriminated against!
When the City Land Fill came down here
we had a good road and the council at that time promised to leave it
as good as they found it, but they never did. I would like to envite
you all out for tea some day when the wind is in the West and when all
the Maher Transportation and Burger Construction trucks are going

past, but you wouldnft enjoy the sand.
I am now 78 years old with a chronic cough which
this dust aggravates. With my Railroad Retirement check I can not afford
to have you pave the road so I am asking you to extend the oil about 300
feet around this corner and the problem would be solved -since we are
the only ones left at this North end of the road. Here is a chance
for you to do a good deed for one Senior Citizen.

RE: Adoption of Uniform Codes
In 1974, the City adopted the 1973 Uniform Codes. Since
the next edition, the 1976 Edition, has been published, the
attached ordinances will adopt them as the applicable regulations
for building, plumbing, electrical, mechanical work and for fire
prevention. The carment for each ordinance lists any change in
amendments from the 1974 ordinance. We have not attempted to
list the changes in the text of these Codes.
The most significant change is the establishment of a uniform
administrative procedure for the enforcement of these Codes as well
as other ordinances. A uniform procedure should lessen the due
process objections that have been raised when the City has attempted
to enforce these Codes and it should provide a more efficient proce-
dure for the code enforcement staff to follow.
Prior to the drafting of these ordinances, I net with the
Fire Chief and Fire Marshall with regard to any amendments they
wished to make to the 1976 Uniform Fire Code. They suggested that
Section VI of the Fire Code be amended to reduce the allowable
capacity of a portable tank from 600 to 300 gallons. They read
and approved the ordinance adopting ordinance.
Mr. Kucharzak, the Director of the Department of Housing and
Inspection Services reviewed the ordinances and approved them as
arn?nded. Mr. Taylor, the Plumbing Inspector, reviewed the ordi-
nance adopting the Uniform Plumbing Code. No substantive changes
were made. Mr. Bowers, the Electrical Inspector, reviewed the 1975
Electrical Code. This ordinance also has no substantive changes.
I met with Glenn Siders several times regarding proposed
amendments to the Uniform Building Code. 81307(b) and 1407(b)
have been amended to provide a minimum of 80 sq. ft. of floor
area, rather than 70 sq. ft, to conform with the Minimum Housing
Chapter, Chapter 413, Iowa Code. 81404 Exit Facilities was amended
so that the City can continue to allow a 20 'de window as pro-
vided in the 1973 Uniform Building Code. The 1976 Edition requires
a 24" width. 83205(a) was amended to prevent the placement of the
attic access in closets. He reviewed all the ordinances and will
discuss those with an appeal to the Board of Appeals with the Board.
