To the Iowa City Committee on Community Needei I live in the Longfellow area where the experimental pilot program of nei3hborhood site improvements is being initiated. In a program such as this I feel that if some part appears to be headed in the wrong direction that the p�ople shouldn't wait until it fails and then say, "If this or that had beeaI eefferently, this project would have been a success instead of a failure." Instead the people should speak up while there is still time for a turn–around which can head the project toward success. The following are my comments regarding the proposed sidewalk repair project: From the very beginning the sidewalk -repair program appeared to be headed toward failure. On page 29 Title 3, of the questionnaire.(a copy of which was sent to each of the 642 households in the Longfellow project area) appeared a map showing streets on which there are sidewalks in need of repair. However, these streets number lase than half of the streets in the project area that have sidewalks. The map also indicates some of the streets where there are no sidewalks, but those streets are marked the same as those with sidewalks in need of fppiire (thus m ^. ) and so there is no way of telling which is which. The first question on Topic 3, Sidewalk Repair was: (Sball we)"Repair sidewalks in locations as shown on the map, with no additions of subtractions?" If the City Council had said, "Tee, that is what we want, just as it is shown on the map, then the following would have been the situations 1. About 3211000. would have been available for constructing new sidewalks on streets in the project area where now there are no sidewalks, and never have been. 2. About 610,000. would have been available for repairing sidewalks on less than half of the streets in the project area where there are sidewalks. 3. But not even one red cent would have been available for repairing the sidewalks on the other more than half of the streets in the project area — and those streets have sidewalks in need of repair too. If that part of the pilot experimental program providing for sidewalk repair is to be a success, than all of the damaged 4' x 4' sidewalk squares on all of the streets in the project area will need to be .repaired, and not just those on some certain selected streets. I attended Abe July 29 informal session of the City Council, at which time Mrs. (Susan) Sheets asked for approval of speoifie sums for each of the proposed five projects. No funding was asked for construction of new sidewalks. 512,000. was asked (and approved) for sidewalk repair. It was apparently the consensus of the Council members that all sidewalks in the project area in need of repair should be repaired; and Mrs. Sheets apparently agreed. Commb*ie Community Heeds, Page 2. 8-2-77• It is often said that no one should oriticise a proposed plan unless he thinks he has something better to offer. In my opinion, the following plan would keep pappy 98% of the people in the project area who hate side- walks in need of repair, and at the same time would insure the success of the sideiralk repair projects 1. Begin at Fifth and Muscatine Avenues, that being the less affluent part of the area, and work toward Summit Street. 2. Have an engineer check all sidewalks in the ptoject area. Have him put one small dab of red paint on each 4' x 4' sidewalk cement square that is in need of repair; and two small dabs on each square that needs to be replaced. 3. Mail a letter to each household in the project area, omitting perhaps those on streets where there are no sidewalks. (a) Explain in this letter that the City will repair all sidewalks in the project area that are in need of repair; that there will be no charge for this; no special assess- ments, neither now or at any time in the future — that the entire cost will be paid from the federal grant which has been alloted for neighborhood improvement in the Longfellow area. (b) State also that if any property owner objects to having the city repair the sidewalk, in front of his property that be come to the Civic Center and talk it over with the staff. (Some of the owners might want to repair the walk in front of their property themselves, at their own expense, and the City should have no &bjection to that.) My reavon for writing your Committee" is because I, and others with whom I have talked, are very much concerned because we are told that the present plan is to require each property owner in the area who wants his public sidewalk repaired,as a part of the pilot program, to go to the Civic Center and file a written application. But why?? The City owns the land and baa power to order property owners to keep public sidewalks in front of their properties in good repair, and so there is nothing to prevent them from beginning at one end of the project area and repairing all sidewalks therein that need it. That is the way the City does when a street needs resurfacing -- why should it be any different with sidewalk repair? And if the City Council should decide that they do not want to repair valks in front of properties where the owners might not want them repaired, then those are the people who should go to the Civic Center and sign,:in- stead of the other way around. Think of the time and effort that would save for both the staff 'and the people, because those who will want the repairs will be many while those who do not will be few. Why do it the hard way when there is easy way? (over) The repair of sidewalks appears to be one of the most sensible things for which our share of the federal grant can be spent. Safety for pedestrians and joggers w6*ld be increased; public liability for the City decreased. There Is plenty of money in our share of the 319CA,000, grant to repair all of the bad spots in all bf the sidewalks in this project area. It is our opportunity to get this done, we should take advantage of it and get a complete job, and no one should be required to go the Civic Center and sign up inorder to have the repairs made. August 5, 1977 Mrs. Della Grizel 1530 Sheridan Avenue Iowa City, Iowa 52240 Dear Mrs. Grizel: I have received a copy of your letter to the Committee on Community Needs concerning the sidewalk repair project and I was pleased to find that we agree on so many points. There are, however, a few additional items I feel I did not clearly communicate to you when we last spoke. At this time, there is no fixed plan for project implementation. Residents will not be required to take the initiative nor to submit a written application in order to have their sidewalks fixed. As you know, the sidewalk project ranked last in importance among Longfellow area residents who came to the meeting and returned the survey. Those who objected to the project were not necessarily opposed to having their sidewalk fixed, but were opposed to spending federal money to have any of the neighborhood sidewalks fixed. They felt property owners should pay the cost because at one time they had to. From the comments I received it is also clear that Longfellow area residents have very different opinions about what constitutes a poor sidewalk. I happen to agree with you, Mrs. Grizel, but I would like you to understand the difficulty I face in finding a balance among so many different, but equally weighted opinions. In order to find the balance, I felt we should start by repairing only those sidewalks which were suggested by residents or which appeared in the City Sidewalk Plan, rather than "taking the neighborhood by storm" so to speak. I assure you again, that if additional sidewalk repairs are desireable and/or necessary, I will ask the City Council to allocate the appropriate funding. In addition, it is possible to apply for more funding (more than the $190,000) through our Housing and Community Development grant. We had anticipated starting the sidewalk repairs by September, so the City staff will be in the Longfellow area during August to check all of the sidewalks. It would help us a great deal if you would send me a list of areas that you feel have poor side- walks. You don't have to check them yourself or send me exact addresses. If you can tell me the general area you are concerned about, we will make repairs there first. I do enjoy your calls, Mrs. Grizel, and I have benefitted from your suggestions. The closing of this street creates substantial problems for our personnel and for our clients. �;i Hollywood Boulevard must remain a two-way street with full access in both directions. U co The limitations cause substantial increased waste of time and resources. Our personnel and clients must spend more time O getting to and from our station which is located at 1027 Holly- wood Boulevard. In this time of energy shortages, extra gas - m oline is being used. ^d Apparently many persons are going onto private property (K -Mart) cti to traverse the obstacles the city has placed in the path of O motorists.. N One of the reasons we located at the Colonial Park Office Build- Cz ing (at 1027 Hollywood Boulevard) was because of the access by d roads and the availability of parking. c. cc We are aware that there have been problems in traffic flow at the intersection of Hollywood, Keokuk, and Highway 6, but we suggest there are other much more workable alternatives. One possibility would be adding traffic control signals for Holly - 0 wood Boulevard east and west of Keokuk Street, and for Keokuk -0at Hollywood, to sequentially allow cars to flow first west 0 from Hollywood, north from Keokuk, and east from Hollywood, all ° tied sequentially to the signals at Highway 6 and Keokuk. We urge the council to immediately reopen Hollywood Boulevard at Keokuk Street and return it to full two-way, two lane usage. Let's not take another step backwards and, both figuratively and literally, throw road blocks in the paths of Iowa City businesses. We regret that action was taken which forced us to come to the council with this problem. We are well aware of the gravity of other matters which are before the council, but the direct, detrimental affect of this road closing forces us to bring this matter directly to your attention. I am curious about the logic of the one way street. The clients visiting my office complain about .eating traffic that disregard the one way signs located at the east end of the construction. Additionally, two different people have com- plained about having to cross two lanes of unprotected traffic in order to go west on the highway six by-pass. I have personally observed several near accidents which resulted from people driving across the K Mart park- ing lot in order to gain access to highway six at Keokuk Street. Access to Iowa State Bank which happens to be the bank the personnel in my office use has been impeded. We now have to cross two lanes of east bound traffic and then two lanes of west bound traffic in order to gain access to the bank, restruant, and service station that we patronize, or illegally cross the K Mart parking lot thus jepordizing the pedestrians in the parking lot. Additionally, the amount of accidents caused by traffic attempting to nav- igate the Taylor Street at highway six intersection on the winter days will be far more than the number at the Keokuk intersection on the same day. I suggest that Hollywood Blvd. be reopened at Keokuk Street in both direct- ions before someone is seriously injured in the K Mart parking lot. This will also reduce the number of people having needlessly cross two lanes of unprotected traffic. This arrangement has caused driving problems for both our office people and our carriers and their parents. Also, to get to the Iowa State Bank (z block down the street) from our office means going back to the Hi -way and coming in from Keokuk. That is, unless we go thru K -Mart's parking lot. This is not a suitable situation. K -Mart's parking lot is private property and should not have to be used as a street. I am aware that there have been numerous accidents at this intersection, but I believe there must be a better answer to this problem. The Colonial Park Office Bldg, is a good sized building with a considerable amount of automobile traffic coming to and going from. Hollywood Boulevard definitely needs to be returned to a two-way street. Neuhauser & City Council G August 1, 1977 Re: Preserving the naturalness of Hickory Hill Park I strongly urge that you do whatever is necessary to complete the City's purchase of the property now referred to as Windsor Heights Addition, Part 5. I believe the addition of this property to Hickory Hill Park would be in the best long -run interests of the people of Iowa City. It would help preserve the unspoiled nature of the City's unique and widely enjoyed natural park, whereas the proposed development of roads and houses would have a negative impact on the existing Park and its wildlife as well as losing the land to present and future recreational use. To my mind, this is the key issue, and only you can address it. The Planning & Zoning Commission has clearly indicated that they are willing to examine only the technical aspects of the proposed sub- division, without considering the best use of the land. Even on technical grounds, there is reason for you to deny the proposed subdivision. There is serious potential for increasing the problem of water runoff into Ralston Creek and the surrounding neighborhoods; has deliberate consideration been given to exactly how the subdivision would affect the Ralston Creek Project? In addition, severe traffic problems could be created in Windsor Heights. In discussing the issue with many people at work and in my neighborhood, I have found that 9 out of 10 would like to see the property become parkland, and that a majority were under the false impression that the City had already purchased the land.
