Summary of Discussion and Formal Action Taken:
Chairman Petersen called the meeting to order at 7:32 P.M.
Jones read the minutes of the Commission June 23rd meeting.
Fnbree pointed out that she did not vote in favor of pur-
chasing the crop hail insurance. General discussion followed.
It was the consensus of the Commission it was alright to
record Embree did not vote in savor of the motion to purchase
hail insurance. On the second page paragraph one Embree asked
to strike the sentence (She also thought Mr. Ohlman in the
second paragraph statement "all grants are for a lump sum
which includes the contract with the Commission's consul-
tants.") General discussion followed. It was moved by
Phipps, second by Perkins to approve the minutes as read
with the addition of Dnbree's voting not in favor of
purchasing hail insurance, the deletion of the third
sentence concerning Mr. Ohlman's statement, and the cor-
rection of a typing error on page three of 1957 to 1975.
Motion carried.
Jones presented the bills for the month and pointed out that
the bill for hail insurance should not be paid as the original
quote was for $190.23, but the bill submitted was for $170.19.
Fmbree moved Perkins second the motion that the bills be paid
with the exception of the hail insurance bill submitted..
Motion carried.
Blec_kwenn asked Jones how many arses of corn were planted
at the airport. Jones replied 69 acres of corn and 79 acres
of soybeans.
Jones reported McCrabb Mfg. Co. originally was going to remodel
the building by remodeling the interior, but after starting
the project the interior was in such a mess he just gutted
the whole interior and is starting over. Mr. McCrabb stated
he would now have over $20,000.00 dollars in materials alone.
Jones reported Hass has submitted the grant form to the
Federal Government, which is item 10 on the sponsor check list
for a Federal Grant.
Perkins reported the committee working on replacement of the
jet met, but no word had been received as yet from the Governor's
Office concerning a jet from the Federal Government. General
discussion followed. Petersen reported Nancy Sieberling and
two other members of Project Green visited with him and he
explained.that the cost of replacing the aircraft would
be at their expense. Perkins brought up the feasibility of

setting the replacement jet on its landing gear. General
discussion followed.

Study Comm:ittre meeting of June 101,h. Thr Contiultants gave
a slide presentation of Phase II Report. Thr next- meeting
the Regional Airport Study Committee will invite interested
people to the meeting, which would include the members of
the Airport Commission.
Perkins mentioned he thought the Commission should be
considering additional auto parking at the terminal build-
ing as there is not enough parking area as quite a number
of cars are having to park on the grass. General discussion
followed.
Perkins asked Jones what he was doing in the big hangar as
it appeared he was doing a lot of work. Jones pointed out
that his customers were complaining about all the bird crap
on their airplanes and due to the fact the environmentalists
have stopped the use of poisoning the birds he was in
the process of attaching chicken wire to the cross beams to
keep the birds out of the upper portions of the hangar.
Jones mentioned he would appreciate some financial assistance
as he had already purchased over $600.00 dollars of wire and
putting in his own labor to correct the situation. Perkins
mentioned Jones should keep track of his material and labor.
General discussion followed.
Embree mentioned the concern the public has about government
bodies and she felt it was important everything was kept out
in the open. Jones stated he had been associated with the
Commission for seventeen years and the Commission has
always operated above board. Embree stated she wasn't
questioning that, however, she felt it was very important
that the Commission abide to the open meeting law.
Petersen asked Embree if she would elaborate on the
law which she did. General discussion followed. Petersen
appointed Embree to notify the news media whenever there is
going to be a special meeting and the Commission would check
to make certain how long a notice has to be given prior to
holding the meeting.
Embree mentioned she thought a member of the city staff was
going to attend the Commission's meetings. Jones pointed
out Mel Jones had a conflict and couldn5t;�abtlend.jtonight's
meeting. It was the consensus of the Commission that a
member of the city staff should attend their meetings to
answer questions concerning any billings by the city for
work performed at the airport. Embree offered to go see
Mel Jones to see whether or not he or someone else from the
Finance Department could attend the Commission's meetings.
Petersen mentioned he felt members of the Commission should
deal more directly with the Council members and city staff
instead of asking Jones to do it for them. Petersen also
mentioned that some of the Commissions have a member attend
the Council meetings. The Commission decided to attempt to
have a member present at every council meeting to assist the
Council in case some question arises concerning the airport.
Phipps asked to br, authorized to represent the Commission at
Great hakes AAE at Bernard, Minnesota at his own expense.
The Commission gave their approval.
Petersen reported he had visited with Neil Berlin about snow
removal. Pete, Neil, Craig, and E.K. were to meet sometime
to work out a bettor procedure so that the snow would get
removed faster. Neil also suggested the possibility of
performing work at the airport on a work order basis so
that everyone would know what they were supposed to do.
Phipps felt the Commission should do more to educate the
people in Iowa City on the value of the airport to the
Community. General discussion followed.
Phipps moved Perkins second the motion that the meeting adjourn.
Motion carried and the meeting adjourned at 9:10 P.M.
Next meeting August 18, 1977, City Manager's Conference Room,
7:30 P.M.

Iowa City Council:
We would like to express our extreme displeasure of your conver-
sion of Hollywood Boulevard from a 2 -way street into an eastbound
one-way street. Due to this action, we, and anyone else visiting our
place of business, now have to drive through the K -Mart parking lot
to get over to Keokuk Street. We're sure you can see that this pre-
sents many hazards as it is not a thru, marked street, or any street
at all. During the wintertime these hazards will increase. I'm sure
K -Mart does not appreciate the sudden surge of traffic at 5:00.
Many employees here in the Colonial Park Building do their bank-
ing at Iowa State Bank on the corner of Keokuk & Hollywood. In order
to stop at the bank after work, we know have to go a complete circle
just to go through the drive -up lanes. This can be very irritating
in 5:00 traffic waiting on Keokuk Street to turn back onto Hollywood
when that's where you just came from.
We understand that your purpose in taking your actions was to
alleviate the traffic situation there at the intersection of Keokuk
and Hollywood. However, under the circumstances, we think that you
could try an alternate measure. An idea would be to install a stop-
light at the intersection of Keokuk & Hollywood to coinside with the
stoplights out on Highway 6. Another idea would be to put in a
street going from Hollywood out to Highway 6 and installing stopsigns.
We feel that any alternative would be better than the one you
have currently and would appreciate your reconsideration on this
matter.

For the information of your Honorable Body, I am inclosing
herewith a copy of my letter to Mrs. Susan Sheets regarding the
sidewalk repair part of the pilot program for Neighborhood Site
Improvement.
This being the first time Iowa City has had a neighborhood
pilot program connected with the use of federal money, we can
all be proud if we make it a success, and ashamed if we let any
part of it be a failure.
If the sidewalk repair part of this experimental project is
to be a success, there can be no favoritism and no discrimination.
For many households not very much money is involved, but it is
definitely a matter of principle.
Let's work toward success.

Dear Mrs. Sheets:
Thank you for your letter of August 5-
I was very glad to read that
the residents in the Longfellow project area will not be required to take
the initiative nor to submit a written application in order to have their
sidewalks repaired. That is an important step in the right direction.
What, next? To me the fourth paragraph of your letter is somewhat in-
definite as to how you plan to proceed 'with sidewalk repair in this project
" area. "I "assume this will depend largely on what the City Engineer finds
„ on'his .oheck up and what his definition of what "a 4' x 4' sidewalk square
in need'of-repair" is.
IP -the decision is to repair ,all of the sidewalk squares in need of
repair, regardless of which streets in the project area they are on, then
the Longfellow pilot sidewalk repair program will be a success.
If, however, you follow the plan outlined in the map.in the June
questionnaire', with sidewalk repair to be done only on certain.selected
streets, and :no'sidewalk repair on other streets in the project area where
repairs are -also needed,.then in that case the Longfellow pilot sidewalk
.+ repair -program will:be a failure.

no doubt ranked at the top because they were to be free, whereas different
forms of oomplicated assessment plans were discussed for sidewalk and
alley repair: In all probability, the sidewalk and alleyropair projects
would have been 'at the priority top instead of at the bottom if the question
had been something like this: "Would you like to have the public sidewalk
in front of your property repaired (if it needs repair)? There will be
no charge for this, and no special assessment. It will be paid for with
money from a federal grant."
At the school, one other thing in connection with the vote was mis-
leeading. Where a husband and wife were in attendance, that gave two
votes per household. Persons whose spouses stayed at home and one-person
families had only one vote per householdl
In ,this case it didn't matter, because the Council voted to fund all
Yivepprojecte. At,the July 29 informal Council session it appeared to
me that the members gave high priority to sidewalk repair.
I haven't heard of anyone with a sidewalk in need of repair who objects
to having it done if paid for by the federal grant. Many: apparently were
not;`intere�ted if it was to be in connection with some extremely complicated
r ip6cial.assessment plan. And there is the case of the one man who is
;reported ;to have said that the entire_ grant should have been used to buy
Stop Signs, and Traffic Lights to be used in this project area. Motorists
tfiink,Ioira City already has too many of those. After all, traffic must
} be kept moving.

As to your implied question as to where I think sidewalk repair should
be,.made`"first, my suggestion would be that you seriously consider starting
irk on . Fifth,`. Sixth and; Seventh Avenues, for the following reasons:
1. This is the part of the project area that undoubtedly has the
°a ,highest percentage of persons of lox'income. 1+y guess is thatiit might
run as high as 90;'x.

:1_ 2. Neither the Council, you, or the engineers will be oriticised
if`you begin at the bottom, whereas it might be different if you were to
begin at the top.
'r 3 ,;There are not'many sidewalks in this area. Near the railroad
and .the creek most streets have no sidewalks at all (and residents say
they don't want them.)
w r 4., .Since at .this part of the project area there are so few city
blocks with sidewalks, starting here would give the engineers an '
opportunity.; to work out the "bugs" if any should develop as the sidewalk
rirepair part of the pilot programstarts.

Dear friends:
I'm just back from my delivery of to -day's
"Meals-on-wheelsl" I want to say "Hurrah for Our Town!"
The Transportation Dept is engineering smoothe traffic
flow even in the noon -rush -period and despite much road
repair. The Detour and routing signs are clear so that
even harrassed new-cumers can find their way. Even the
drivers seem to respect speed -'i -mit signs, staying in their
lanes and signalling turns. It's always fun to deliver
the hot meals to our senior citizen population -- so gracious
and patient!
•.::..., Surely Chis promises to be a better -than -usual
new year in our school -involved community!

I see so many good things happening in our city that I thought I'd write
you and comment on one that has recently come to my attention.
I have read with interest the June 27, 1977, report to you from Zuchelli,
Hunter & Associates. Although I have lived in Iowa City for a long time
(nearly thirty years), I found the report filled with useful and
interesting facts and information. Much of what I read certainly makes
me proud and happy to be an Iowa Citian.
The only criticism which I have with the report is that I see little or
no reference, in the way of involvement, on the part of public school
educators (like myself) regarding the Iowa City economic development program.
For example, within the category 'media -related educational techniques',
I for one would welcome the opportunity to explore how and to what extent
we can develop this area. A prominent thought which I hold, along these
lines, (and a few other people I have talked with, too) is the need in
our,community for providing publishing services for both print and
non -print materials. Especially, in the latter category, with the 'visual
arts' movement gaining strength in our society, this educational
avenue seems to lend itself beautifully to drawing upon the creative
talents of. persons right here in our community, 'et all as well.
Primarily, Neal, I w uld like to offer you my services in whatever way
may best serve our community. Additionally, as I see myself and my
family living in Iowa City for a good many years yet to come, I find
satisfaction in working toward both community and personal growth.

Dear Mayor Neuhauser,
I am writing to you concerning the citv's Civil D=fence sirens
and their use during the storm this norninf. ::'hen the siren
was first bl.00-:n shortly after midnight i.t took me quite a few
minutes to recognize the sound as a warning siren, I lire near
the railroad and at. first thoufht, the siren was a train whistle.
Also the siren was barely audible above the sound of the storm.
This bri.nFs two questions to my mind; first, I do not think
that I have ever heard our warning sirens before, which I
believe is an explanation for why it took me a lonry time to
recognize the warning. Does the city el,er test the sirens in
an effort to help the public recognize the so•rnd? Second, do
we have enough sirens to adequately alert the city?
My second concern is in regard to the practice of blowin> on
"all clear" siren after a storm is past. Last nicht the second
siren did anything but, make thinfs seem all clear to me.
Maybe it was the timing, fortyfi,re minutes after the radio
said the warning was lifted, and during one of the quiet times
of the night, or maybe because the "all Blear" was several times
louder than the warning, did things seem unclear to me. It
wasn't untill my wife and I were securly hidden under a table
that we were able to turn on the radio to hear the announcer
tell us what the meaning of the second siren wns. I really
think that it is bad practice to blow an all. -dear signal. I
would only think it would confuse the public more since it is
very difficult to distinguish a warning siren from the clear
siren.
I hope that my comments will serge as a catalyst for reflection
and also hoc,e that von do not hi—e to use the sirens eery of Len
�in^ the future.

Dear Mr. Grinstead:
At its regular meeting of August 23, 1977, the City Council received and
placed on file your letter concerning the civil defense sirens. The sirens
are tested monthly on the first Monday at 9:00 A.M. The first signal is
a_tornado warning (a single blast) and the second signal (a broken signal)
is an alert for enemy attack. During the recent storm, a number of the sirens
were put out of operation by lightning striking a transformer. It is possible
that the siren you heard was a distant siren and not the one in your area.
The signals are placed so that residents in all areas of Iowa City should
clearly hear the signal.
The entire siren system is being reevaluated by the new civil defense director,
Pat McCarney. Your comments will certainly be taken into consideration during
this evaluation.
