That is, people would like to see cleaner air, water, and enjoy more parkland than what is now available. On the hast Side of Iowa City, a told -nine of enjoyment exists, 'that gold -nine is dickory Hill Park. while many cities and towns all around the nation hunger for a Hickory Hill park gold -mine, we, who have one, are starting to treat it as just another hunk of land we can pave over and put adl sorts of "besAtiful homes, streets , asphalt, and concrete° up in its place. It doesn't seem to matter that a housing develppment, w9blk if needed, can be put somewhere else, whereas a beautfiul natural setting is somethinir we are lucky enough to be blessed with. And, I Ness the people wno live in the area will have to put up with the resulting traffic and pollution those new homes will bring about. Hickory hill Hark has a uniquely 8elicate natural ecology,thbk, No matter how hard we try, we casmot even dream to construct something as fantastic. And now we wish to encroach on this, Ve heat that future encroachment can be stopped= well, so can this encroachment. We are also told that the park will expand in the future, as the city J*rchases the land around it. well, we have an excellent r4jic° to do that right now, Mhy should we wait for the future? Assume we do wait for the futureg Other developers will J S530 1 page 2 Point out, and they'll have a pretty good case, that nyou (Iowa City) allowed thea in, how come you won't let us in?°. And $esAlso hear that the condemnation proceedings and court challenges will be expensive. I suggest just the opposite. Those proceedings will be assmall price to pay for the enjoyment the people of Iowa City get out of Hickory Hill Park. While other places around the country are trying to improve their own quality of life, add parkland, maintain what they already have, we want to plow ours under a sea of asphaltanconcrete, WedwIsheto put up a monument to shortsighted, bad, policies that are environmentally harmful. You can have a housing develppment any day of the week, Hickory Sill Park comes along once in a lifetime. L To Mayor Newhauser and the Iowa City City Council: 1409 Cedar Street Iowa City, Iowa August 31, 1977 I would like to express my disapproval of the vote of the City Council to allow development to proceed on the so-called "Schlaegel tract" adjacent to Hickory Hill park. The price of the property should be seen in perspective with the millions of dollars being spent to revitalize downtown Iowa City. Such an opportunity to expand a nature park within the corporate limits of the city probably will not occur again. If sewers are in all the way from Rochester Street to Interstate 80, there will be increasing pressure from developers to expand the area under development. The children from this proposed development probably would not go to Horace Mann school, unless hard -surfaced walkways and bridges across Ralston Creek are constructed in Hickory Hill park. If substantial grade changes are planned in this proposed development, will drainage into the park or into downstream Ralston Creek be affected? Will there be erosion into the park or erosion of the park land itself? I urge you to reconsider your vote on the Schlaegel tract. As of now there exist no blueprints at the Civic Center from which one might make a detailed examination of the remodeling plans. We are nevertheless concerned, at this time, that the construction of such a. facility may be contrary to the welfare and safety of the Iowa City community; we are also fearful that a discotheque in that location will render hardships upon our personal business, a plumbing com- pany and rental apartments at 227 East Washington Street, which we have owned and operated for nearly forty years. In particular, we are worried that a discotheque on that second floor location may invite fire, structural and/or environmental hazards. We are not convinced that adequate fire protection safeguards have been taken throughout the building in terms of sprinkler systems on both floors and the complete fireproofing of walls, floor and ceiling. We are also concerned that there may be structural damage inflicted upon the walls and/or foundations which we share with these neighbors; many tons of weight will be placed on our building when the discotheque is filled to capacity. And finally, we are apprehensive that the tenants who rent apartments from us on the second and third floors of our 227 Fast Washington Street building will be disturbed by founds emanating from activities next door. At the request of and in full cooperation with the City of Iowa City, Larew Company recently spent several thousand dollars to improve those apartment dwellings. We did so in anticipation of a long-term future to rent those same apartments at existing market rates. He must not consider what a tornado might do to him, especially if we are not warned. The city did make a mistake in putting the siren so close to his house and I suggest that the city move it to the corner of the school grounds at the intersection of Rider and Teeters Court so there will be a street between it and the nearest house. The professor is not even here when we are most apt to have a tornado. They have made a habit for years of leaving for Maine the day school is out in the spring and not returning until the day before school starts in the fall. The study was authorized by the Airport Commission at our meeting September 27, 1976 (see minutes). It was discussed in last year. annual report to the council. It was discussed �at our April meeting (see minutes). I personally gave the council a progress report on the apnlication when various commission members met informally with the Council May 26. It was; discussed at the two June meetings we held (see >, minutes). In review, this Master Plan Study will cost $30,706. The federal government will pay for 90% of the cost of the study, the 'state government will pay 5%, and the city will pay 5,$:($1,535). There are 16 separate administrative stens necessary to complete the study'(see attached list). Ten of these have now been completed by the Commission. The letter I sent to the FAA on August 10 (with a copy to you and the City Manager) was Step No. 10. During the preparation of the master plan (Steps 14 E 15) there will be several opportunities for public input, via public hearings, as per FAA requirements. Our primary goal is to get the Master Plan Study completed as soon as possible, because we, as a Commission, feel that we need.the.information that it will contain to help make future plans for the airport. You may be assured that we will continue to keep the Council and City Manager informed, as we have done in the, past.
