Page 2 (2) Consider setting a public hearing on October ]-1 1977, 7 regarding Freeway 518. This public hearing is set at the request of the City Council. 1 (3) Consider setting a public hearing on September 27, 1977, to receive public input regarding the FY79 budget. COMMENT: The City will hold approximately six public hearings on the FY79 budget process to solicit citizen input. This 1J4. ,a hearing will be to obtain comments for the preliminary budget scheduled to be sent to the City Council in late December. In addition, public hearings will be held regarding the use of Revenue Sharing and HCDA funds. e. Correspondence: (1) Letter from Mrs. Edith Maher regarding the oiling of South Riverside Drive. This letter has been referred to the City Manager for reply. (2) Memo from the Traffic Engineer regarding parking prohibition on north side of Brookland Park Drive. I'l.V l.. D OF CONSENT CALENDAR Item No. 5 RECOMMENDATIONS TO THE CITY COUNCIL. a. Consider recommendation of the Resources Conservation Commission to adopt "Model Code for Energy Conservation in New Building Construction based on the ASHRAE 90-75 standard and developed by Building Officials and Code Administrators International, Inc. (BOCA), the International Conference of Building Officials (ICBG), and the Southern Building Code Congress International, Inc. (SBCC) for the National Conference of State on Building Codes and Standards (NCSBCS). A public hearing on the Energy Conservation Plan has been set for October 4, 1977. Comment: This public hearing is being held to receive public input on the City's application for a State Transit Grant assistance. A memorandum from the Transit Superintendent regarding this item is attached to the agenda. Action: Item No. 11 PUBLIC HEARING ON PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE FOR THE MORMON TREK BOULEVARD IMPROVEMENT PROJECT FAUS M-4039(1)--81-52. Action: N ©!}GY1 �in rC ,,, �, /l,a: " g• �rJUS• Item No. 12 CONSIDER RESOLUTION APPROVING PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE FOR THE MORMON TREK BOULEVARD IMPROVEMENT PROJECT AND 3 / g DIRECTING PUBLICA'iIONS OF NOTICE TO BIDDERS. Comment: Under the project, Mormon Trek Boulevard will be rebuilt as a four -lane (45 feet wide, back-to-back of curb) concrete road from Benton to the Nod ce south City limits. Initially, there will be four -foot sidewalk on the east side in a location which can be expanded to eight feet wide when the area subdivides and all right-of-way is acquired. CONSIDER ORDINANCE AMENDING THE MUNICIPAL CODE OF THE CITY OF IOWA CITY, IOWA, BY ADDING AN EXEMPTION FOR CHARTER TRANSPORTATION FROM THE TAXICAB ORDINANCE REGULATIONS TO CHAPTER 5.16.1(h) OF THE MUNICIPAL CODE. (first consideration) Action: Item No. 14 79 sT y ? ham., _. a1->, ; JJI tic.! a CONSIDER RESOLUTION AWARDING CONTRACT AND APPROVING PERFORMANCE BOND AND INSURANCE CERTIFICATES FOR CONSTRUCTION OF FOUR STORM WATER MANAGEMENT PROJECTS IN RALSTON CREEK. Comment: This resolution awards contract and approves insurance and bonds for this project. A bid tabulation is attached. Action: Item No. 15 Comment: Action: Item No. 16 Comment: Action: ncCnkt1_. &/0 CONSIDER A RESOLUTION AUTHORIZING THE ACCEPTANCE OF AN OPTION TO EXTEND TIME FOR A LEASE OF CERTAIN PREMISES BY UNION BUS DEPOT OF IOWA CITY, IOWA. In November, 1974, the City of Iowa City entered into an agreement with Union Bus Depot of Iowa City, Iowa, leasing said property to said Lessee for a two year period with option by said Lessee to extend the lease for two 2 -year periods upon the same terms and conditions. This extension is the last such extension allowed under the provisions of the lease. The City Manager recommends the lease extension. CONSIDER RESOLUTION AUTHORIZING SALE OF A PART OF FERSON AVENUE IN BLACK'S PARK ADDITION TO THE CITY OF IOWA CITY TO ABUTTING OWNERS. This resolution will finalize the sale of the said parcels A, B, C, and D in Black's Park Addition to the abutting owners. You should notice that the second resolve has been changed to provide for a price of $20.00 per parcel rather than $60.00 per parcel as in the proposing resolution. The appraised price for parcels C and D was $20.00, and the $60.00 figure appearing in resolve No. 2 of the proposal resolution was a mistake. Also, it was reported that the parcels are 20' by 150' in size, whereas in actuality they are 20' by 160' in size. !�. e,�l% 0 0 Agenda • Regular Council Meeting Sept. 20, 1977 7:30 P.M. Page 6 Item No. 17 CONSIDER RESOLUTION CORRECTING PREVIOUS RESOLUTION OF THE CITY COUNCIL DATED JULY 18, 1962, CONCERNING THE PLAT PROPERTY OF MAX YOCUM LOCATED -391 ADJACENT TO WHAT WAS THEN THE NORTH CORPORATE LIMITS OF THE CITY OF IOWA CITY, IOWA, AND WEST OF OLD HIGHWAY #218. Comment: On July 18, 1962, the City Council approved the plat property of Max Yocum, now known as Yocum Subdivision, which property was then adjacent to the north corporate limits of the City and described as being west of old Highway #218. In actuality, the property was east of old Highway #218. Max Yocum did not own any property which he subdivided west of old Highway #218. The purpose of this resolution is to correct title objections that have been raised with regard to the transfer of property in Yocum's Subdivision. Action: Item No. 18 CONSIDER RESOLUTION APPROVING FINAL PLAT OF A RESUBDIVISION OF A PORTION OF LOT 2 OF STURGIS CORNER ADDITION SUBMITTED BY SOUTHGATE DEVELOPMENT COMPANY (S-7729). Comment: The Planning and Zoning Commission, at a regular meeting held on July 21, 1977, recommended by a 5-0 vote approval of the subject subdivision subject to the following waivers and contingencies: (1) reduction of right-of-way width to 45'; (2) reduction of pavement width to 25'; (3) installation of sidewalks along the streets proper; (4) installation of a 4" x 6' asphaltic concrete walkway along the river; and (5) signatures of the utility companies. This recommendation is consistent with the staff's recommendation presented in a Staff Report dated July 21, 1977, which was attached to the agenda of August 2, 1977. The signatures of the utility companies have been received. Action: Item No. 19 ADJOURNMENT. 6 j i c r.
