City Attorney Item No. 8 i CONSIDER, AN ORDINANCE TO AMEND ORDINANCE NO. 75-2783 AND NO. 77-2826, THE,IOWA CITY MUNICIPAL ELECTION CAMPAIGN FINANCE ORDINANCE BY REQUIRING DISCLOSURE OF CONTRIBUTIONS TO.AND EXPENDITURES BY 'A POLITICAL COMMITTEE FOR THE', PURPOSE OF; SUPPORTING OR OPPOSING A BALLOT JSSUE AND BY IMPOSING LIMITATIONS'>ON THE AMOUNT AN INDIVIDUAL OR COMMITTEE CONTRIBUTES TO;A POLITICAL' COMMITTEE FOR THE PURPOSE OF SUPPORTING OR OPPOSING A BALLOT ISSUE (first consideration). Comment: This ordinance is to amendithe'Iowa,City Municipal Election Campaign Finance Ordinance by extending the requirements for disclosure of contributions and expenditures to ballot issues and to impose limitations on the amount an individual or committee maycontribute to 'a political committee for the purpose of supporting or opposing a ballot issue.' First consideration of this item was deferred from the meeting of August 30 pending submission of information by Councilman:Perret. Action: Item No. 9 CONSIDER RESOLUTION TO APPROVE THE FINAL PLAT OF PEPPERWOOD ADDITION, �9 PART I. S-7736.' Comment: The subject addition i's located west of Taylor Drive and south of the K -Mart area and was`submitted,by'Southgate Development Company. The Planning and Zoning Commission at a regular meeting held on September 1, 1977, recommended by a:7-0 vote approval of the above subdivision subject to ,approval of the legal papers by the Legal Staff and signatures of the utility companies prior to consideration by the City Council. This recommendation is consistent with the Staff's' recommendation presented in a Staff Report dated August 18, 1977, which was attached to''the',agenda of September 13,:1977.! There are minor corrections which need to be made to the construction plans prior to final resolution by Council Action: Item No. 10 i CONSIDER A RESOLUTION TO APPROVE THE FINAL PLAT, OF PEPPERWOOD ADDITION, r/6(� TT PART II. S-7742. Comment: The subject subdivision is, located south of`Pepperwood Addition, Part I and west of Taylor Drive.This: item and the above item (Pepperwood Addition, Part I) were submitted conjunctively and the same contingencies - and,cortments apply to this subdivision as for the above subdivision. Action: r 'l Item No. 11 CONSIDER RESOLUTION TO APPROVE THE FINAL PLAT OF THE VILLAGE GREEN SOUTH`(S-7741). This item was deferred fromthe Council meeting of October 41; 1977. The Comment: ' Planning and Zoning Commission at a regular, meeting held on September' 15, 1977, recommended by a 6-0 vote approval of the above subdivision' subject to, the following contingencies:' (a) that a' legal description, necessary easements, and a, plat showing the, location of the proposed ed legal sanitary sewer and lift 'station be providedwith'the requtr 9 0' papers, (b) that back lot lines of lots (approximately Lots 49-56) be ''B'be extended 'so as to 4obliterate" Parcel A, and (c) that Parcel 't�� k dedicated to the City according, to the recommendation of the Parks and, Recreation Commission. This recommendation with, the exception of contingencies (b) and (c) is consistent with the Staff's recommendation presented ina Staff Report dated September.15, 1977, which was attached to the, Council agenda of September 27. This subdivision had, been 'referred Parks and Recreation Commission which had recommended '; . .the thellatter two contingencies. Comment: This is a resolution being done "after the fact" to comply with State guidelines. Action: (f`cJ� 0 Item No. 13 CONSIDER A RESOLUTION TO AMEND THE PERSONNEL RULES AND REGULATIONS MANUAL " OF THE CITY OF IOWA CITY TO PROVIDE A BROADER POLICY STATEMENT FOR THE RECOVERY AND REHABILITATION PROGRAM FOR MUNICIPAL EMPLOYEES. Comment: The Personnel Rules and Regulations Manual of the City of Iowa City are being amended to express more fully the City's policy on the Recovery and Rehabilitation Program for Municipal Employees. 'Since the City recognizes that job performace and employee wellbeing are closely related and that alcoholism can be'Isuccessfully 'treated" the .City :;is providing assistance: to employees with debilitatingsocial and health problems. This program will be beneficial both to the Cityand thetndtvidual employee. We would like the', city to provide a traffic light and a crossing guard during,; school,' crossing times at the intersection of Bowery -Prentiss -Gilbert before 1980. 'This is the intersection', by Rummellhardt Plumbing, the old New Pioneer' building and the Senior Citizen's center. We feel that this is a very very dangerous and potentially tragic intersection for the following reasons: i The approach from the lSouth or Kirkwood Avenue is blind Cars coming from Kirkwood Ave. must climb a hill and round a curve, all of which occurs right �,�,.
