PUBLIC LIBRARY BOARD OF TRUSTEES
SEPTEMBER 23, 1977

Summary of Discussion and Action Taken
President Kirkman called the meeting to order at 4:25 p.m. The
minutes of the August 25 meeting were approved as corrected.
Bezanson moved and Ostedgaard seconded the motion to accept
the financial reports. Motion carried.
Director Eggers asked for an interpretation of Board policy
regarding individuals using the meeting rooms. It was decided
that current language did not exclude individuals using the room
for a public purpose such as a public recital or an announcement
of candidacy for public office. Bezanson suggested a general
review of meeting room policy might be in order in the near future.
The possible ending of the general services contract between
University Heights and Iowa City on January 1, 1977, and its effect
on the library and library service to residents of University
Heights was discussed. The Director was asked to put the item on
the October agenda and ask the manager to discuss the position of
the city regarding a contract between the Library and University
Heights.
President Kirkman summarized the four public planning meetings
and complimented the Public Information Committee on their efforts.
He reported that he had talked to Jan Cronin of the Early Childhood
Education Center and will respond to the letter from Mark Hart.
Both had written the Board in response to the public planning
meetings.

The Public Information Committee suggested a general review of
frequently asked questions about the building program at the
October 13 informal meeting. They asked that all Board members
have a 10 minute talk prepared to use when called upon to speak
before groups. The slide show is also available.
A letter from Virginia Hamilton expressing disappointment over
the site for the new building was discussed. The Board directed
Kirkman to contact the manager and the mayor to express our
concern that a way be found to insure adequate and easy access from
the proposed parking ramp to the proposed library.
Bartley moved, seconded by Richerson, that the resolution
renewing, the joint agreement between City Council and Library
Board for purposes of negotiations with AFSCME, Local 183, be
approved. Unanimous.
Eggers reviewed steps the staff had taken recently to update the
building program presented to the Board. She summarized the major
changes.Connie Tiffany outlined in detail the proposed changes
to the program regarding media services. The alternatives of
a COM produced microform catalog, a computer-assisted circulation
system, and the interfiling of children's fiction, 4th grade and
up, with the general non-fiction collection, were also discussed.
The Board informally approved the draft of the letter about
library services and policies for parents of Iowa City school
children. It will be sent to homes via children in grades K-9.
The Director described the FY 1979 budget process and indicated
the need to have budget goals adopted at the October 27 meeting.
The per capita fees for contracts for library service with
neighboring jurisdictions must be set at this same meeting. The
Board in setting the fee must consider 1) past use of the library
by contract areas and its relationship to the share of the
library's total budget that the jurisdiction provides; 2) relation-
ship between the per capita cost to Iowa City taxpayers and the
per capita fee; 3) the distance of the contracting community from
the library, and 4) the policy question of how strong an obligation
the Board has to try to make library service available to neigh-
boring communities. Data on contract use and fees for FY 1976, 77
and 78 were supplied.

CIVIL SERVICE COMMISSION

SUMMARY OF RELEVANT DISCUSSION
Nusser made a motion that the Commission go into executive
session to complete the interviews for the lieutenant position,
Jane Anderson seconded, motion carried.
Interviews for the position of lieutenent in the Fire Department
were completed and the Commission instructed June Higdon to
prepare lists of those eligible for the position of battAlion
chief, captain and lieutenant.
The Commission briefly discussed records. The personnel file
will become the Civil Service file and will contain the initial
application for employment along with records accumulated after
date of hire. June was instructed to take the necessary action
to accomplish this.
The testing procedures that are labeled restricted in the July
15, 1977 minutes are to go back to the source of the test,
example, the MMPI results will be returned to Dr. Jacob Sines
at the University of Iowa.
No regular meeting was scheduled for the month of October.

COMMITTEE ON COMMUNITY NEEDS

November 15, 1977 - July 1, 1978
It is the duty of members of the Committee on Community Needs to coordinate
communication channels between groups and citizens of Iowa City and the
City Council and staff and then to responsibly respond to program proposals
as solutions designed to meet the community's needs.
Iowa City appointed members of boards and commissions must be qualified
voters of the City of Iowa City.
This appointment will be made at the November 15, 1977, meeting of the City
Council at 7:00 P.M. in the Council Chambers. Persons interested in being
considered for this position should contact the City Clerk, Civic Center,
410 East Washington. Application forms are available from the Clerk's
office upon request.

Dear City Councilpeople:
It is with deep regret that I must resign my seat from the Committee on Community
Needs effective immediately. Between now and the end of the University semester,
I must finish my last six hours of course work, take Master's comps, organize
my office and prepare to turn it over to a new coordinator, sell my house and
prepare to join my husband in Chattanooga in December.
Please let me take this opportunity to thank all the members of the City Council
and the city administration for their demonstrated concern for the needs and
problems of the handicapped population living in Iowa City. Your efforts are
making Iowa City one of the most accessible towns in Iowa (and probably in many
other states) and I will be sad to leave. I am moving to a town which has two
curb -cuts and a multitude of steps to most buildings and stores. I will be
looking back on Iowa City wishing I could transplant it to the south!
I have enjoyed serving on the CCN and thank the City Council for giving me
the opportunity to serve.

HOUSING COMMISSION

October 11, 1977 - May 1, 1979
Duties of the Housing Commission members include investigating, studying,
reviewing, and analyzing the housing needs and the meeting of such needs
within the City of Iowa City, Iowa, and investigating and determining if
slum areas exist or other areas where there are unsafe, unsanitary or over-
crowded housing conditions, and studying and investigating and making
recommendations relating to the clearing, replanning and construction of
slum areas and providing dwelling places for elderly persons and persons
of low or medium income.
Iowa City appointed members of boards and commissions must be qualified
voters of the City of Iowa City.
The selection and appointment to this Commission will be made at the
E Octo_ber.17,.;;1977,�Council meeting at 7:30 P.M., in the Council Chambers.
