On September 30th of this year our house at 507
Seventh Avenue caught fire. We rushed home to find the
Iowa City Fire Department, which had been called by a
neighbor, at our house and extinguishing the fire. Our
family wants the Council to be aware of the professional,
careful and considerate work the Iowa City Fire Department did,
both during and after a fire.
Fire Chief Kinney and Fire Marshall Keating and
all of the persons who work with them did a great job in
keeping damage to a minimum and were also helpful in how
to deal with the aftermath of a fire. We certainly hope
that the services of these people are not needed again,
but the Robinson family is reassured that the Iowa City
Fire Department is first-class and we all feel safer
because of it.

Dear Mayor and Council Members:
Pursuant to the agreement which was made by Schintler Bros. Construction
Co. , Inc. and the City Council, at the meeting held at the Iowa City Civic
Center on October 18, 1977, this is to advise that Schintler Bros. Construction
Co. , Inc. will continue with construction under their present building permit
on their apartment project being built on the lot located on the Southwest
Corner of Church Street and Gilbert Street, Iowa City, Iowa, to the extent
of erecting the footings and foundation.
They agree not to do further construction on this building project until
the appeal of the issuance of the permit by the building inspector is heard
at the meeting of the Iowa City Board of Adjustment on November 9, 1977.
This agreement is made with the further understanding thai there will be
a joint meeting with representatives from Schintler Bros. Construction Co. , Inc.;
representatives of Iowa City and representatives of the appellants on October 21,
1977 at 1:00 P.M. , to discuss the various issues.

RE: Commercial Vehicle Loading Zone 100 Block Iowa Avenue
As directed by Chapter 6.02.01 of Title VI of the Municipal
Code this is to advise you of the following action:
ACTION
Pursuant to Chapter 6.15.01 the traffic engineer will cause
the south side of the 100 block of Iowa Avenue to become a
commercial vehicle loading zone effective November 4, 1977.
COJAiGNT
At the present time the south side of the 100 block of Iowa
Avenue is a loading zone. Many private cars use this area
indiscriminately while being served in the various establishments
on the south side of Iowa Avenue. The private vehicles have
created situations where commercial vehicles have been unable
to unload at the curb and utilized the driving lane for loading.
The proposed action will resolve this conflict.

Statement of William T. Goodwin, Ellinor Goodwin Green, and David Goodwin
to City Council of Iowa City, 518 Hearing, October 25, 1977
1. The Indian Lookout
The Goodwin, with respect to Indian Lookout, have found ourselves in the
position of "trustees for future generations" of a quarter -section of what is both
a historical area and at the same time a natural environment of outstanding scenic
beauty. We have gone to great lengths to preserve intact what is the oldest named
place in Johnson County. We cannot accept the mutilating intrusion of another
highway adjacent to the Indian Lookout. No genuine alternative route not leading
to such a certain mutilation has ever been presented by the Department of Trans-
portation, and we call on the DOT to do just that. Our vision is that ultimately
a replica of aboriginal prairie be restored to the upper, prairie level of this
quarter -section; that river -bottom prairie be replanted on the lower, flood -plain
level; and that oak -hickory timber be restored on the bluff, particularly in the
northerly segment of the hillside. The original appearance of this area can be
well documented from surveyors' notes, plats, naps, and artist's drawings; our aim
is to duplicate its original appearance. We envision that ultimately public or
foundation ownership of sane form will be established for the area. To these ends,
we have sought, and will continue to seek, to preserve as an entity the entire
quarter -section of which we have been the owners, and trustees, at thisr crucial

2. Automobiles

Autos and trucks are the subject of consideration by the City Council tonight.
The following words are those of Ralph Slovenko, Professor of Law and Psychiatry
at Wayne State University, Detroit, and cane from his publication entitled:
"Public Enemy No. 1 to Community and 6iental Health: The Autcwbile." We quote:

"The number of automobiles has been increasing five times as rapidly as the
human population and is the principal cause of environmental degradation. The auto-
mobile not only causes noise and air pollution, but also makes enormous territorial
demands. An automobile requires 1400 square feet of space for turning and parking,
equivalent to the living space of a family unit. The shopping or apartment facility
is dwarfed by the space allocated for parking. College campuses have been turned
into huge parking lots. Concrete -covered terrain and 'service stations'—not for
humans but for cars—at nearly every corner are rapidly replacing all rustic scenery.
The streets are now monopolized by the automobile, which has displaced children,
pedestrians, bicyclists, streetcars—in brief, everything but other automobiles,
parked or in motion."
The disintegration of the city, Slovenko makes clear, began with the coming of
the cheap, mass-produced car, and cheap fuel. The ruination of the city became a
real thing after World War II when the majority of people could buy one. Slovenko
notes, "Not included in the sticker price, though, was the cast to society at large."
He goes on to say, "The seat belt and the air -bag, though possibly reducing injury,
complete the ludicrous picture of man imprisoned in a capsule. Children, the
elderly, the poor and others who do not drive due to poor vision or other handicap
are all immobilized prisoners of another kind."
We agree with Professor Slovenko's words. If they seem too strong for Iowa
City, we point out the transformation even of Iowa City which has occurred due to
the automobile in our lifetimes, and remind the Council that further major adverse
tran!frmations are at stake, and depend on the Council's actions.
3. Economic and Energy Issues
The energy handwriting is on the wall. In 1977 the deficit in the balance
of payments of the United States will be a staggering $ 25 billions, a new record,
according to the Secretary of the Treasury. This enormous deficit is about four
times the size of the previous record. We note that this deficit would be about

$ 35 billions except for armament sales abroad, which reduce the red ink by
about $ 10 billions. Imports of foreign oil of $ 40 billions in 1977 are the
largest factor in the trade deficit. Imported oil now accounts for 48 % of the
U.S. consumption, a larger fraction than ever before, the Department of Energy
announced this month. The dollar is weakening abroad.
Conservation of energy, whether popular or not, is on its way. Conservation
means greater fuel efficiency, and for automobiles, this means, inevitably, smaller
and lighter cars, and a speed limit. For trucks, which are notoriously fuel
inefficient, the same considerations apply.
A turning point in transportation has been reached. In view of the changes
which are upon us, make no mistake about it, we believe that to contemplate
building further highways on the dinosauric patterns of the past 20 years is
imprudent, to put it mildly.
4..Rail Freight
In terms of energy efficiency, it is well known that rail freight is highly
efficient in comparison to the low efficiency of truck freight. Some of you may
not know that there is a north -south line of the Rock Island railroad which
connects Minneapolis and Saint Louis. This north -south Rock Island line passes as
close to Iowa City as West Liberty, West Branch, and Solon. Transportation experts
have stated that building 518 will kill this north -south Rock Island line. The
prawtion of energy-efficient freight on an existing rail facility is surely better
public policy than building a highway facility which subsidizes energy -inefficient
truck freight. We believe that the rehabilitation, reconstruction, and pronation
of existing rail freight facilities should have, and soon will have, a high priority
in official policy. As a Department of Transportation, the Iowa DOT has responsi-
bility in this matter.
5. Conclusion
We urge the City Council to vote its disapproval of the 518 proposal now

being considered.

History will judge all of us, as Abraham Lincoln pointed out. The Goodwin
are confident that the people of 2076, the year of the Tricentennial observance,
will render a favorable and sympathetic judgment on our actions to preserve and
restore a segment of historic and scenic open space which has already survived
more than 136 years. We are sure that people of coming generations will approve and
applaud the imagination and the stubborness which are necessary at this time to
protect their heritage. We hope that the actions of the City Council of the
City of Iowa will also be viewed asforesighted and innovative, when they are
judged in that not so distant future.

At its meeting of .Tune 9, 1976, the Policy Committee of the
Johnson County Regional. Planning Commission reviewed and dis-
cussed various matters concerning the proposed Freeway 518
project. The committee reviewed a policy statement proposed
by Stan Good to serve as a response to the letter of Robert L.
Humphrey dated May 11, 1976. The Policy Comm;ttee also reviewed
a proposed Technical Committee report oulli.ning potential traffic
benefits of an urban area bypass facility. In addition, a pe-
tition of Liberty Township residents supporting the proposed pro-
ject was reviewed by the committee.
Two actions. -were. taken by the committee regarding the U S 218x,
Corridor
The policy committee accepts the petition of the
residents of Liberty Township and endorses the con-
cept of urging rapid construction of that segment
a proposed new highway from the city of Hills soot;
to Highway 92, within the right-of-way already
acquired for that purpose.

2. The Policy Committee accepts the principle of a l.i;:iitud
access bypass of the Iowa City -Coalville urban area
which will serve travel needs of both external -through
and external -local traffic.

At this meeting, the Technical committee reviewed the Pulicy committee
report, dated June 9, 1976 and a proposed statement of committee
member Bill Daigneau outlining potential traffic service benefits
of a freeway urban bypass. The Technical committee took the following
action:
The Technical committee has reviewed the Policy committee
report and has developed a recommendation with respect to
Item 112 of that report which states, "The Policy committee
accepts the principle of a limited access bypass of the
Iowa City-Coralville urban area which will serve the travel
needs of both external -through and external -local traffic."
The Technical committee notes that this policy statement
clearly indicates that two types of traffic service objectives
are desired by the local area - namely bypass of travel
through the area and use of the facility for traffic tra-
veling to and from the urban area. It is the conclusion
of the Technical committee, that in order to achieve both
these traffic service objectives a four -lane freeway bypass
located within the proposed diagonal corridor is required.
In order to provide adequate service to the urban area,
interchanges with this faci.li.ty should be located at Melrose
Avenue and Highway 1 Southorest.

With respect to Item N1 of the Policy committee report urging
rapid construction of that segment of a proposed new highway
from the city of Hills south to Highway 92, within the right-
of -way already acquired for that purpose; the Technical
committee finds that this stapling of the project presents

As part of the review of the draft Environmental Impact State-
ment for Freeway 518, the Technical and Policy committees of
the Area Transportation Study adopted the following statement
and referred it to the Regional Planning Commission in January

At its meeting on June 10, 1976, the Citizens' Advisory Committee for
Transportation reviewed various items on the adgenda regarding the
proposed Freeway 518 project. Two actions were taken by the committee
and referred to the Regional Planning Commission.
1. The Citizens' Advisory Committee for Transportation
adopts the proposed policy statement regarding the
U. S. 21.8 Corridor within Johnson County and refers
it to the Policy Committee and the City Council of
Iowa City.
The Citizens' Advisory Committee for Transportation
accepts the petition and supports the concerns of the
residents of Liberty Township regarding the proposed
Freeway 518 project.
