The bid conditions were that the City would subsidize the bidder below a certain market price and the bidder was to specify that break even price plus the amount of subsidy required. The bid was much better than expected. the bidder is not asking for any subsidy at all. It is reconmended the City award the bid to City Carton. Actions required in the next couple weeks on the part of the contractor and the City are as follows: Contractor - Submit insurance certificates, submit labor - and material bond, and sign contract. City - Pass ordinance preventing scavenging of newsprint that is put out for the City's contractor. Provide a weekly advertising notice in the paper. The contractor is proposing to pick up newsprint once a week on the same schedule as the City's normal solid waste pickup.
