In consideration we will ask no subsidy from the City for one (1) year. In lieu of this we do ask the City however, to advertise our daily pickup of pre designated routes throughout the city so we may expect to pick up at least 10,000 lbs. of paper per day. In the event we are unable to reach or maintain this expected tonnage, we do expect the City to increase broader advertise- ment and/or pass an ordinance stating they would not pick up any newspaper along with the normal refuse, thus enabling the disposal of newsprint channeled into recycling through City Carton. The bid conditions were that the City would subsidize the bidder below a certain market price and the bidder was to specify that break even price plus the amount of subsidy required. The bid was much better than expected. the bidder is not asking for any subsidy at all. It is reconmended the City award the bid to City Carton. Actions required in the next couple weeks on the part of the contractor and the City are as follows: Contractor - Submit insurance certificates, submit labor - and material bond, and sign contract. City - Pass ordinance preventing scavenging of newsprint that is put out for the City's contractor. Provide a weekly advertising notice in the paper. The contractor is proposing to pick up newsprint once a week on the same schedule as the City's normal solid waste pickup.
