HOUSING & COMMUNITY DEVELOPMENT COMMISSION
One Vacancy - Unexpired Term
Ending 9/01/04
Duties of the Housing and Community Development Commission include assessing and reviewing
policies and planning documents related to the provision of housing, jobs, and services for Iow- and
moderate-income residents; reviewing policies and programs of the Public Housing Authority and
Community Development Division and make recommendations regarding the same to the City Council;
reviewing and making recommendations to the City Council regarding the use of public funds to meet the
needs of Iow- and moderate-income residents; housing policies and programs, and seeking public
participation in assessing needs and identifying strategies to meet these needs; recommending to the City
Council from time-to-time amendments, supplements, changes, and modifications to the Iowa City
Housing Code.
Iowa City-appointed members of boards and commissions must be eligible electors of the City of Iowa
City. When possible, Council will appoint persons with expertise in construction and/or finance, a person
receiving rental assistance, and a member of the Local Homeless Coordinating Board. The Housing and
Community Development Commission will have monthly meetings.
Applications must be received by 5:00 p.m., Wednesday, October 2, 2002. The City of Iowa City
encourages diversity in the appointment of citizens to boards and commissions. Persons interested in
being considered should contact the City Clerk at the Civic Center, 410 E. Washington Street. Application
forms are available from the Clerk's office upon request or on the City website at www.icgov.org.

AS a single parent living on a limited income, my experience knowing the difficulties
associated with finding housing is important. In addition, my past 6 years serving on
the HCDC provides a needed continum in the history of past applicants and allocations.

Subject: Housing and Community Development vacancy
Hello to everyone-
I recently have submitted my application for the term vacancy for the
Housing and Community Development board (postmarked 9/24). I've recently
relocated to Iowa City to take an Intern Architect position with HLM Design
located on the pedestrian mall in downtown Iowa City. This spring I
graduated from Tulane University's School of Architecture in New Orleans,
and have spent the last five years studying and traveling around the world.
My interest in developmental issues has evolved over the years. Before I
began architecture school I was involved with the Lutheran Church and worked
on a housing project in a Mexican Border community. Throughout architecture
school I've been exploring how the profession could be of more benefit to
the community in which they are located. Over the years architects have
become progressively less involved in the places where they live and the
dis-association I believe hurts the spirit of the practice. In England I
studied Development Practices which primarily followed the principles of
Participatory Practice as developed by Nabeel Hamdi and Reinhard Goehert.
Through that study I found that there is an effective role for architects to
play in a strategic planning process.
Because Iowa City has a large student population that is perpetually new to
the city I believe that I would be a good representative to have on this
board. I've been in school until this spring, and so am very close to that
period of my life but now have entered into the full-time working world and
so will be a steady resident of Iowa City for years to come. My
architectural background I feel would be an asset, and I have worked with a
wide cross section of types of people and find that I can relate well to
them. My past working experience has included retail sales, a bakery,
working with convicted felons in a mail order company, a law office, and
multiple libraries.
I would very much like the opportunity to serve on the Housing and Community
Development board and will eagerly anticipate the Council's response.
