Call Meeting to Order. President Paetzoid called the meeting to order at 5:04 p.m.
Public Discussion. None.
Approval of Minutes.
The minutes of the October 16, 2014 Regular Meeting of Library Board of Trustees were reviewed. A
motion to approve the minutes was made by Freeman and seconded by Baker. Motion carried 8/0.
New Business.
Library Board policy #808, Art Advisory Committee. This is a regularly scheduled policy review, No
changes were suggested by staff. No action required by Board.
Library Board Policy #810, Discussion Rooms. This is a regularly scheduled policy review. Staff have
had several conversations about considering time limits on rooms. The change reflects our wish to
be able to place a time limit if needed in the future so the rooms can be available to the greatest
number of people. A motion to approve the policy with the changes suggested by staff was made
by McCray and seconded by Martin. Motion carried 810,
Rich -Chappell in at 5:09 pm.
Library Channel. A tour and discussion. Board members left for a tour of the control room and
editing and broadcast area at 5:09 pm and returned from the tour at 5:28 pm. Clark showed the
Board the video streaming portion of the collection and how to access it. McCray asked if there are
other videos like Ellen Buchanan's program, "Tell Me Your Story." Drager said we do short in-house
productions for posting to YouTube. Martin asked if you can access meeting room coverage live if
you are not a Mediacom customer. The answer is no at this time, but our new equipment may
enable us to do so. Semel wondered if there are opportunities to tap into all the YouTubers to

provide content for our channel. ❑rager said there are programs on our YouTube channel produced
by different groups. Craig said one of the reasons we have multiple cameras in the room is to
improve production value. Most of the programs we produce are more lecture style but we can
capture different things with multiple cameras to make it more interesting for the viewer. Paetzold
asked how streaming live will affect attendance numbers with respect to speakers and our statistics
for next year. Clark said many people want to meet a speaker in person and will still come to the
library for the engagement aspect of the experience. Our speakers and presenters are informed
about the live at home participants. Dean said this is happening right now; people come to the
library for a program, or watch it at home in real time. The social function of the library as a
community center is part of this, too.
Craig said the franchise fee paid by Mediacom to Iowa City was discussed during her budget
meeting with City staff- The income from this revenue stream has been reduced because fewer
customers reduces the Franchise fee. The City runs its cable operations out of this franchise fee. At
some point this may affect the Library. If the income we derive from the franchise fee changes, we
would treat this as any other revenue stream and decide what to do about the reduction. Craig said
Video production is an important part of what we do and we would continue to do it to some
degree even in the face of a reduction in the franchise fee.

Staff Reports.
Director's Report. Everyone is invited to the Public Libraries of Johnson County's annual reception
for county and state legislators on Tuesday, 1219/14 at the North Liberty Community Center at 5:30
pm. We are also celebrating the 1751h anniversary of the City of Iowa City the weekend of December
51" with lots of activities and programs, displays, the Arts and Crafts Bazaar, the Book End book sale,
and fireworks at 5!30! Our new strategic plan is almost complete. Craig initially thought to present it
at the first December City Council meeting, but instead we will release it before the 12/16/14 City
Council meeting.
Departmental Reports,
Adult Services. Three people attended the first Affordable Care Act program on 1V15 in response
to a question from McCray. The Healthcare Navigator was pleased with the turnout,
Community & Access Services. No comments.
Inservice Day Report Clark will send a link to Board members to RSVP for Inservice Day.
Development Office. McCarthy appreciated the comments she has received about the annual report.
The annual giving campaign reached $15,000 for the first week. Work continues an the Arts & Crafts
Bazaar and the Book land sale, Loth slated for the activity rich December 5-7 weekend. There are
many diverse and fantastic things for sale this year. Some staff celebrated Dottie Ray at an
Association of Fundraising Professionals Eastern Iowa Chapter lunch in Cedar Rapids today; Drager
videotaped Dottie Ray's acceptance speech at home and the interview was shared at the lunch,
Paetzold asked if we encourage 100% Board support; McCarthy said we do and appreciated the
reminder.

President's Report. No comments.
Announcements from Members. Martin reported on ICPL's far reaching impact. Someone tapped
him on the shoulder when he recently visited Arlington Cemetery and asked if he was from Iowa.
Martin said he was. Noting his ICPL backpack, this person from Fort Dodge said he likes to say hello
to other Iowans in his travels. Freeman said she brings her big blue splashbag to London so we're
there, too. Paetzold asked about ILA. Since it was in Cedar Rapids for the first time in a long time
many of our staff members attended. Craig said the program was good and there was a very nice
reception.
Commtttee Reports. Foundation members. Semel said the last meeting was dedicated to all of the
upcoming events. One event still in the planning stages is the spring gathering of donors and at the
time of the meeting they are still seeking a keynoter. McCarthy said The Book Gala was a good
event in response to a question from Paetzold.
Communications. None.
Disbursements.
The MasterCard expenditures for October, 2014 were reviewed. A motion to approve the
disbursements for October 2014 was made by Rich -Chappell and seconded by M[Cray. Motion
carried 910.

811 Theft, Defacement or Alteration of Library Materials and Resources Policy
Proposal: A routine staff review generated recommended changes to the Policy.
Issues: The Theft, Defacement or Alteratlon of Library Materials and Resources Policy provides
guidelines for how staff responds to issues related to individuals who steal or damage
Library property. While we don't have tremendous issues with vandalism or theft, staff
seeks guidance from this policy when issues arise.
Staff members have a number of tools to identify patrons who steal or damage Library
property. The primary tool is the utilisation of security cameras. These cameras are not
continuously monitored; however, when there is an incident staff reviews the security
video to determine if it can help identify who is responsible. Library staff have a good
working relationship with the Iowa City Policy Department and we appreciate their quick
response and support when dealing with Issues of theft or vandalism.
While this policy does not cover private property, the Library has procedures in place for
when a patron's property is damaged or stolen. The patron is offered assistance with
calling the police to make a report and security camera images are retrieved as warranted.
With both patron and Library property issues, we follow procedures that outline outcomes
for patrons who steal or damage property. Depending on the monetary value of the
damage or theft, the penalty varies from a one -week to a permanent ban from the Library.
Staff does not recommend many changes; however, our review suggests a statement
would be helpful in 811.1 to clarify the Circulation and Library Policy governs the Library's
response when a patron has checked out Library materials.

811.1 The purpose of this policy is to protect Library property and to describe actions the
Library may take against those accused of theft or defacement of Llbrary materials,
computer files, equipment or Facilities. Library Policy 801, "Circulation and Library

811.2 Intentionally removing Library property or removing Library materials without checking

mutilated, or willfully damaged library property to the extent provided by law.

816 Library Access for Sex Offenders Convicted of Sex Offenses Against
Minors
This is a routine policy review
Issues
This is one of our most recent Board policies, put in place after legislative action in 2009
that excludes sex offenders convicted of sex offenses against minors from public
libraries without permission (see a(tached}. Most of the larger public libraries in Iowa
adopt the same approach that we have, which is to not allow sex offenders convicted of
sex offenses against minors to be in the building. They can access library services
remotely, delegate checkout of library materials to a proxy, or we will set up an At Home
account if requested. The other strategy that some libraries choose is to grant
permission but restrict access to areas where children may be. I do not receive many
inquiries from offenders seeking permission to use the library, probably one per year.
A staff member does regularly look at people newly registered as convicted of a sex
offense against a minor and compare it to our cardholder file. Occasionally a name will
match and he will flag the record to make sure the individual understands our policies.
The responsibility to self -report is on the offender.
In the past I once received a request from a person who met the criteria who wanted to
attend a meeting in our public meeting rooms. I denied the request, but it did seem like
something that should be considered. I spoke with Eric Goers in the City Attorney's
office and he felt that would be workable, but that we should deny access to the public
restrooms. Staff discussed that option and it is not something we want to monitor.

Staff recommends no changes at this time. The legality of the policy has been reviewed
by the City Attorney's office.

816 Library Access for Sex Offenders Convicted Of Sex Offenses Against Minors

816A The purpose of this policy is to ensure that the Library is in compliance with Iowa State
law that excludes sex Offenders (defined as a person who is required to be registered in
the Iowa Sex Offender Registry) convicted of sex offenses against minors from public
libraries. This policy adopts the definitions of Iowa Code Chapter 982A, as amended.
816.2 The Library Director acts as "library administrator" for purposes of Iowa Chapter 692A.
The Library Director will not give the written permission required by Iowa Code Section
692A_113(f) for sex offenders convicted of sex offenses against minors to be present on
library property. Issuance of a library card to a sex offender convicted of sex offenses
against minors does not constitute written permission from the library administrator for
that offender to be present on library property. Individuals may appeal this decision, as it
relates to them, to the Library Board of Trustees.
816.3 Sex offenders convicted of sex offenses against minors may be eligible for library
service, depending on their residence address. They may register for a card directly via
telephone or online with the Access Services Coordinator, or bydesignee, making
arrangements for a person of their choosing to select, check out, and return materials
using that card. Under any of these circumstances, a sex offender convicted of sex
offenses against minors will remain responsible for all activity on their card. They may
access information resources via telephone or online. If eligible they may participate in
the At Home program.
816.4 Sex offenders convicted of sex offenses against minors may not loiter, as defined under
Iowa Code Section 692A.101(17). as amended, within three hundred (300) feet of library
property.
818.5 Violations of this policy will be immediately reported to law enforcement, and violators
will lose all library privileges.

the departrent Using prccedures established by the department by rule
within five business days of the photograph being taken and the
department shall post the updated pbotograph on the sex Offender

to submit to being photographed, fingerprinted, or palm printed, more
than once per year during any TegaAred appearance to verify relevant

On November 12, the Children's Room
partnered with Elder Services' RSVP volunteers
to present Rend to Feed, a storytime and sing -
along program, combined with a food drive for
The Crisis Center of Johnson County. RSVP
volunteers read books, Children's staff led
campfire songs and chants, and patrons brought
food donations as "ad missron." Nearly 100
people came. We created an imaginary
campground in the Storytrrne Room, complete
with birch trees and an indoor campfire. Perhaps
the most popular activity was the build -you r-
own trail -mix bar. We had a great time and were
able to make a nice donation to The Crisis
Center. We later found out that Rend to Feed is
a trademarked name awned by Heifer
International. If we choose to offer this program again, we'll need a new name!
Sara Glenn, Youth Services Coordinator at the Coralvi!le Public Library, and I are co -charring the planning
committee for the Saturday events at One Book Two Book: a Celebrotion of Children's Literature in the
City of Literature. Traditionally a mid -January festiva1, last year's snowstorm last year, along with
challenges in convincing authors to travel to Iowa in January, have prompted the City of Literature to
change the timeframe. The next One Book Two Book will be March 6-8, 2015. David LaRoche lie will be
our keynote speaker. LaRochelle has written several children's books, including Moo!, it's a Tiger, and
The Best Pet of All. We're still inviting other authors to join the festivities. Kids will get to meet these
favorite book characters. Frog &Toad, Clifford the Big Red bug, Martha the Talking Dog, Baby Mouse,
and Ge ro n r mo Stilton.
The Children's Room staff is dreaming of summer already. Ourstaff was able to attend a summer
reading workshop, as well as a planning session in preparation for the 2015 program, Every Nero Has a
Story. Program planning will focus on community heroes, as well as superheroes. We'll be making
superhero capes to wear to our school visits!
The Pilot Club has donated money for5ensory Storytime Kits, designed for children with autism, sensory
disorders, or other special needs. We have created four kits, which will be available for check-out in the
Storytime Kit collection. Each kit includes books, props, music cds, puppets, flannel boards, music/fidget
toys, and information on presenting Se mory Storytim es. These kits will be cataloged and ready for
circulation In January. We've already had requests from patrons about the kits, though they haven't
been officially promoted yet! We appreciatethe generous donation that made these possible.

Getting things on the shelf faster
It is one of our strategic plan goals to deliver new materials to patrons as close to the publication date as
possible, but it is also an inherent value of ours to get patrons what they want when they want it. With this
goal in our strategic plan, we have the opportunity to rethink some of our day-to-day processes and look at
how they can be changed to meet this call.
Beginning in September, selectors attended training
conducted by Roy Kenagy, a consultant who
specializes in library collections. In this training, we
have looked at more options for gathering statistics
to gain a better understanding of how the collection
is performing and changing. We discussed meeting
patron demand and how to decide if the numberof
copies we have of a title is fulfilling needs. We also
evaluated how selectors are currently using their
time when focusing on collection development.
From this discussion, selectors are beginning to use
online vendor tools to access reviews and Collection
Services staff are taking on routine weeding
practices. These changes, although small, free up
needed time forselectors to focus on collection
development projects.

Another side to getting items on the shelf swhat happens after items are ordered- This fall, we started to
investigate if there are tools we could use to make routine processes faster, either through Sierra or
through designing web applications. Todd Brown, ILS administrator and Senior Librarian, created an
application to fiker a list that identifies new holds on itemsthatare received, cataloging, and in processing.
These items are rushed through processing so they can be quickly delivered to patrons. In the past, we
were only able to run the list three times a week because of the way the list was created. With the new
workflow, the list is more accurate, reducing the amount of time it takes to flag holds. We now run the list
Monday through Friday ensuring that items patrons want are getting to them faster. Staff are currently
working to determine if changes can be made to the high demand list and purchase suggestion workflow.

Our Iinio vendor, Recorded Books, added the contents of two large magazine publishers, the Meredith
Corporation and Conde Nast to library circulation- with the offerings from these two

Self -Checks
Last month after an agonizing wait for the credit card terminals to come in, we finally brought
the new self -check stations on-line. There are several improvements. first the new hardware is
more responsive. The barcode readers work better and the touchscreens are more responsive.
Second, the software itself is more aesthetically pleasing and intultive. Finally, credit card
transactions are now much more secure from these machines. The reception from staff and the
public has been mostly good but there are still a few nagging glitches with the software that we
need to iron out before we can call the project finished. Also there is some background work
left to do in closing out old accounts and documenting our work for PCI compliance.
Scanning and Printing
A strategic planning goal for this year is to improve services for patrons related to scanning and
printing. For scanning, we plan to offer a self-service express scanning station that allows
patrons to walk up, scan a document and save it to a flash drive or send via email. There will
also be a large -format scanning station that will provide access to archive -quality scanning that
most patrons could not afford at home. We want to encourage citizens to contribute their own
documents to our local history initiatives and hope this scanner will indirectly support those
efforts. In terms of printing, Adult Services has placed a priority on streamlining the payment
process. Currently the process involves buying a print card which is cumbersome for patrons so
we are investigating ways to Improve it.
UPS
Not all the technology is as sexy as self -checks and printing but still important. In the server
room we have a battery backup device (often called an uninterrupted power supply or "LIPS'$
This UPS will keep the servers running in the event of a power loss to the building. This would
mean that even if we couldn't let people use the building, our website and catalog would still
be up for patrons outside the building. The batteries would probably provide power to the
servers for about SB minutes.
Although a total power failure is pretty rare, it is fairly common to have a very shoat power drop
due to fluctuations in the power grid or from lightning strikes. Without the UPS, all the servers
would have to restart which can take a while not to mention recovering from suddenly being
turned off. The server room also has an air conditioner that runs off of the UPS since without
cooling, the servers could be ruined from overheating pretty quickly. The batterles for this UPS
have to be replaced every 3-4 years and we are due to replace them again in FY16. However the
entire unit is also reaching its useful lifetime, so next year we will have to weigh the cocks of
new batteries versus replacing the entire unit.

Becoming computer savvy is as easy as visiting the public library. Each month, the Iowa City Public
Library offers a series of classes that focus on a particular computer topic. Most classes are designed to
be hands-on, enabling you to get experience dealing with a variety of technologies. Since visions of e-
Readers or tablets dance In the minds of many near the holidays, the months of December and January
are dedicated to these devices.
If you are considering a device purchase, we have a couple of classes to help make that decision a little
easier. The "what Should I Buy? e-Readers and Tablets" class will discuss the features and the benefits
of both the newest e-readers and tablets. Learn what key features should be considered in orderto
choose a device that is right for you. Patrons can also try out some of the Library's tablets to get a feel
for how different deviceswork, look, and feel.
Come the New Year, the Library has classes to help you get the most out of your tablet — new or old. If
you are new to using a tablet come to either -our "Explore your Pad" or "Explore your Android Tablet"
classes. These classes are designed to help the beginner navigate their device by going over important
safety features, learning some tricksfor using the built-in web browser, and other handy little tips and
tricks.
If you are an intermediate iPad user, we're also offering a'Tips and Tricks for iPad" class. Attend this
class to find out how to get the most out of your iPad's memory, understand why It is importantto

to read —you can do it all from home. One of the best parts about a -books and e-audiobooks isthat

you've downloaded your favorite e-magazine those issues stay on your device until you delete them. For

I was looking through my holiday shopping list the other day and realized a common theme among the
presents I plan to buy for my children, nieces and nephews: all can be purchased at the book store.
Books make great gifts. You don't have to worryabout buying the wrong size or color, or if the
technology will be outdated before the gadget leaves the box. The only problem, if you can call It that, is

'We just didn't want to have the birthday pass wilhaut any celebration,' said City Clerk Marian Karr, -We hope people come away with a
realization of how far we've Come, how special the downtown is and haw city mmices have changed.'
Take a walk down memory lane on Saturday with the Friends of Historic Preservation, There will be walking tours of the drys historic
sites, starting and ending at the Iowa City Public library. 123 SS Linn St. Meet outside the library at 12:30, 1:30 and 2:36 p.m.
Alta on Saturday, gather near City Hall, ale E. Washington St., to watch a birthday fireworks show, which will be launched from the top
