Setting Public Hearings: '/ (1) Consider resolution setting a public hearing on November 15, 1977, on resolution disposing of vacated alley at 222 E. Prentiss. COMMENT: This alley was vacated by Council action on June 28, 1977, at the request of an adjoining property owner, William D. Kerfoot. The parcel has been appraised at $800. This public hearing is a required procedure in the disposition process. e. Correspondence: (1) ,Letter from Bruce R. Glasgow requesting installation of sanitary sewer service in the area of North Dodge, Street Court. Consider recommendation of Board of Adjustment that the City Council be informed "that there appears to be some need for prompt revision of the current Sign Ordinance." Revisions to the current Sign Ordinance hadbeen proposed by'a special committee, which provisions are'presently;being put in ordinance, form by the Legal Staff for'' consideration', by the Planning and Zoning Commission and City Council. Consider recommendations of the Planning and Zoning Commission: (1) To approve the preliminary plat of Oakes Meadow Addition (S77744). ac! fO'' c ,v, COMMENT:' The Planning and Zoning Commission, at a regular meeting S`q "� held on October 20, 1977, recommended by a 5-0 vote approval, of the subject subdivision. This recommendation is not entirely F:\n consistent with the Staff's recommendation presented in a Staff 1 Report dated October 6, 1977, which was ;attached to the agenda of November 1,`1977. The Staff had recommended that continuity be provided from Muscatine Avenue to Meadow Street at Friendship Street -(see memorandum from theTrafficEngineer which was 'attached to the, November 1 agenda) in lieu of the two near right ,. as jangle turns proposed within the subdivision: Specifically, <'Meadow Street and Brookside Drive are the only streets which cross'Ralston Creek' between. First 'Avenue ;and proposed Scott Boulevard on the east, ,the Staff is of the opinion that amore direct access to the neighborhood should be provided. COMMENT: The Planning and Zoning Commission at a regular meeting, held on October 20, 1977, recommended by a 3-2 vote approval of the above subdivision located south of Denbigh Drive and west ofl Sunset Street subject to the following contingencies: (1) that curve data be provided, (2) That the lots be fully dimensioned, (3) that a 6" integral curve be indicated in, the cross-section drawing, (4) that all easements be labeled, (5) that t c 'egcl as;itlption be corrected, and (6) that a north-south walkway be provided from Ealing to - Wrexham Drive ,located 'approximately midway east to west in the proposed development. This recommendation is not consistent with the Staff's recom- mendation presented in a Staff Report dated October 20, 1977, which was 'attached to the Council agenda of November 1, 1977. Specifically,the subdivision includes two,'straight continuous ich is hihl undesirable streets over 1000 feet in length wh 9 Y in'residentialdevelopments in 'regard to safety consideration and a sense of 'neighborhood unity. The two negative votes, by the Planning and Zoning Commission were for this reason. This item isbeing.placedlon the agenda only for the purpose of discussing this constraint." Item No. 5 CITY COUNCIL APPOINTMENTS a'. Consider appointments to fill two vacancies on the Riverfront Commis- sion for three year terms ending December 1, 1980. Page 4' Item No. 7 REPORT ON ITEMS FROM THE CITY MANAGER AND CITY ATTORNEY. a. City Manager i Sa-(1-11 b. City Attorney Item.No. 8 CONSIDER RESOLUTION AUTHORIZING AND DIRECTING THE CITY CLERK TO PUBLISH NOTICE OF INTENT TO ACCEPT A PROPOSAL TO PURCHASE AND REDEVELOP CERTAIN 141 URBAN RENEWAL PROPERTY. Comment: The City solicited offers, to purchase and redevelop` urban renewal property.and opened such proposals on September 15„.1977.At the Council meeting of October 4, 1977, the City Council designated Old Capitol Associates as the; preferred redeveloper for parcel 102-2.. This resolution c'r authorizes the Clerk to publish notice of intent to'enter into the Contract for this parcel, as negotiated between the City and Old Capitol Associates. S A copy,of #e public notice is attached to this resolution, and copies of the, proposal, contract, and resolution authorizing the sale are on file in thelCity Clerk's Office. A copy of the Contract:is included in the Council packet.' An item similar to this will appear on the agenda for each contract the City enters into. This is identical in format to Item 14 in the October 18 agenda. Action: Item No. 9 CONSIDER RESOLUTION ESTABLISHING RISK MANAGEMENT POLICY FOR THE CITY OF IOWA CITY, IOWA. Comment: As per the Council's discussion at the October 24; 1977, informal session, this Risk Management Policy is presented for approval in 'order that procedures, regulations, and programs be set up to minimize the risk involved :in the operations of the City, and also to inform employees and potential purchasers of the City's insurance of the standards the City willimposein handling risk related matters. Action: Item No. 10 CONSIDER RESOLUTION AMENDING CONTRACT FOR MUNICIPAL FINANCIAL ADVISORY SERVICES. Comment:' The City of Iowa City has hada long-standing agreement with Paul 0. Up to this date, they have provided these services at the same fee schedule as that first proposed in 1965. C1 \� Item No. 11 CONSIDFR A RESOLUTION TO APPROVC TiIE PRFLiMINARY PLAT OF UARY.ER'S SECOND ADDITION. S-7743. Comment: The Planning and Zoning Commission, at a regular meeting held on October 20, 1971, recorrncnded by a 5-0 vote approval of the subject subdivision located west of Iliglnray 1 and south of the City limits, This 'r0c0liu,endation is consistent with the skiff's redounmendation presented in a,;,staff report dated October 6, 1977, which was attached ' to the Council agenda of Novr�mher 1, 1977, The deficiencics;ind discrepancies noted in said staff report have been corrected.' The County Zoning Colmilission has recommended to the Doard of Supervisors that this plat be denied on the basis of the following: 1. The County Zoning Ordinance requires that lots which will be privately severed must not he less than 40,000 squire feet; Some lots within this subdivision are less than the minimum r un requirement; . 2. The County licalth Department regulations alsorequire that lots which will be 'privately sewered not be less than 40,000 feet: square 3. County land suitability regulations require that lots within floodplains not be less than one acre and that 'there be a minimum • of'g0,000,square fee.t'within each lot above the floodplain level.
