The following recomms. from Comms. were noted: Riverfront Comm. - 0 ) that the Comm. recommends to the City Council that its priorities for land acquisition be Tract 111, Tract 11, and Iract V of the Showers property in order. (2) That the Cooun. reaffirms the long -terra plan; for the peninsula development, but that does not require capital expenditures at this time. (3) That the Comm. proposes funding fm- the research and development of the Napoleon townsite with a nia,imum expenditure of 16,000. Parks R Rec. Comm. -(1) That the land known as the Showers property be named Napoleon Parl.. (2) That the Comm. recoranends approval of the Rec. Div. budget of $441,000 plus other self-supporting Level III activities. (3) That tile. Comm, reconenends fimding of Level 11 of the. Comm. would be deferred to the 12/13/77 mtg. City Mgr. 3er1in explained that the signs re a zoning change were placed by vandals on property at Kenwood/Court. Councilman Pcrret advised that the item deleted from the Consent Calendar was from the Citizens Advisory Comn. of Johnson Co. Reg. Plan. Comm. & not the Comm. or the opinion of the Comm. He asked if Staff had found a way that Iowa City citizens could use the bus near Univ. Ilgts. There has been no query from Univ. lfgts. requesting service, or offer to subsidize the service so that the Iowa City citizens will not he subsidizing the Univ. Hgts. citizens. y/6/ Mayor Pro tem Foster announced that the. Council would hold a public hearing on 12/13/77 at 7:30 P.M. in the Council Chanihers to d1SCU,> community development projs, proposed by the Council to be carried out during FY79 with federal Comm. Dov. Block Grant funds. After discussion, it was decided that Counr,ilmembers would not send ballots in for Chamber of Commerce election, as an earlier decision had been that the Cuuncilnienrbers would be non -vu Ling members of the Chamber. The City Mgr. advised he would check on the progress of the temporary signals of Ilwy. 6-213-1. Councilman Balmer asked that Council meet soon to iron out any problems conc. acquisition of land from Pegina high School. The City mgr. stated that he would life to wait until the appraisals are in, y/63 City Mgr. Berlin pointed out that Councilaran Selzer had called him from the Master Builders mtg., rc the possibility that the Technical Adv. Conan, for the State Energy Code would b, rnal:fnq some chan^es in the implementation of the new Code.
