I. Section 608 is amanded as follows: After the word "machine" in the last paragraph substi- tute a comma for the period and add "or by looping the discharge line of the distrwasher as high as possible near the flood level of the kitchen sink." SECTION IV. DEFINITIONS. The following terms are defined: A. Mister Plumber. The term "master plumber" means any person who undertakes or offers to undertake to plan for, lay out, supervise, and do plumbing for a fixed sum, fee, or other compensation. B. Journeyman Plumber. The term "journeyman plumber" means any licensed person who labors at the trade of plumbing as an employee. SECfICNy. BOARD OF r'7. MKM2 S. A. Creation. There is hereby established a Board of axaminers of Plumbers for the City of Iowa City, Iowa.) B. 'membership. The Board of Examiners of Plumbers shall consist of four members. ,Three maibers'of the Board shall be appointed by the Mayor with the concurrence of the, City Council; one shall be'a master, plumber; one shall be a journeyman plumber; and one shall to a`represen- tative of the public. The fourth nenber, who shall also be Chairman, shall be the Plumbing Inspector. All appointed members of the --Board shall be qualified electors of the City of Iowa City, Iowa, and shall serve without c7peisation. C. Terms. The teen of office for each appointed memtrr shall be I. two years; and no 4*ointpd member shall be appointed to two consecutive ' terms on the Board.' All terms shall commence on January 1st of the year of appointment. Three members of said Board of Examiners shallconsti- tute a quorum for the transaction of all business. D. Duties. It shall be the duty of the Board of Examiners to ,till, examinePall applicants desiring to engage in the work of plumbing, ' whether' as a master, plumber or as a'journeynan plumber. The Board ' shall examine applicants' as to their practical knowledge of plianbirg; and if an applicant de;mnstrates his/her aaTrietpriy'therein, the Board shall issue a license authorizing the applicant to engage in the work ofplumbing. ' The Board of Examiners, except, the Plumbing Inspector, shall also ' serve as a Grievance Board. Should any disagreement arise between a rtaster'plumber and the plumbing inspector relative to the proper or improper installation of any work governed by this Chapter, 'either party may; appeal to the Grievance Board which shall pass judgment on ' the mutter. If a`plumber on the Board is involved in the dispute, the other members of the Board shall appoint an alternate, qualified master plumber, who is an elector of Iona City, Iwo; to act in his stead. Appeals ,shill be in aceordanca with the procedure in the Iowa City Administrative Code. Ord. No. 02874 -3- SECTION VI. LICINSES. • A. No person shall undertako or offer to undertake to plan for, lay out, supervise; aryl do phumbinq for a fixed sum, fee, or othor compensation within Iowa City, Iowa, imless such person shall have obtained from the City of Iowa City, Iola, a master plumber's lioense. B. No person shall vork as a journeymen plumber within Iowa City, Iaaa, untilsuch person shall have obtained frau the City of Iowa City, Iowa, a joiuneyman plumber's license. SECTION VII. APPLICATION. Any person required by this Ordinance to possess a Pluter's License shall m4;e application to the Board of Examiners of Plumbers. SiLrION VIII. APPLICATION AND EXFJIINATION FEES. The examination fee for those persons applying for a PluTber's Lioense shall be $10.00, which shall not be refund3id. SIXTION IX. LICENSING ST7V1Mk DS. The Board of Examiners shall issue licenses pursuant Lo the following provisions: A. A !!aster Plumber's License shall be issued to every person who demonstrates satisfactory completion of one year's experience as ' a journeyman plumber, and successfully passes tta examination con- ducted by the Board of Examiners of PluTbers:' 79r_ lee for the first license shall be $75.00. ` B. A Journeyman Plumbor's License shall he issued to evuy person who ;demmstrates satisfactory',carpletion of a year's' experience - " ' as': an apprentice plumter, and successfully passes the examination conducted by the Board of Examiners of Plumbers. The 'fee for, the " first license shall be $25;00. SECTIM X. RE-EXAMINATIONS. Any person who fails to pass the extimina- tion may -apply',: for re-eylvmination at the next regularly scheduled examination period. SECTION XI. D ID AND INSURANCE. Before a Master,Pltzit)er's License may be'issued, lthe ,applicant shall :file with the Plumbing Inspector proof of existing liability insurance in the amount of $10,000.00 and'a bond in the penal sumof,$1;000.00 running, to the City of Iowa City, Iowa with sureties to be approved by the Plumbing,Inspector. Said bond shall be conditioned for the faithful' performance of all duties required ty,Ortdinance or regulation of Iowa City, Iowa, anj to repay damages sustained',by the City, by reason of -f neglect or incaipetence of the licensee or his/her employees in the perfor- mance of work done including, but not limited to, careless guarding of exca- vations, failure to put all streets or public, places opened in as goad a i condition as before opening. ; I SECHON XII. The (bard may waive the eramination rerjuirenent for any master or loumoyrnan plumber who possesses a license issued by another city in lcwa which has similar lirnnsing standards. SECTION XIV. REVOCATION. 71e board of Examiners of Plumbers may revoke _ any license issuedby them if -a person shows inca:Ixtency or lack of knowledge or if the license was obtained by fraud. I Licenses are not transferable. 'Ihe lending of any license or the obtaining of permits thereunder for any other person shall be deeired cause for revocation. 1f a license is revoked for ,any reason,another license shall not be issued for 12 months after revocation. SWrICN XV. LIM-4SE DISPLAY. The licenses of all master plurbers errpla ed by a, firn hall be posted in a conspicuous place in its office. SE) TICN XVI. PER4rr RITUIRI:D. A. It shall be unlawful for any person to install, reruve, alter,, repair, or.replace'or cause to be installed, remcvcd, ' altered,' repaired, or replaced any plunbing, gas or drainage piping work, or any fixture or water }rating or treating equip- m?nt in'a building or promises without first obtaining,a permit' 4 frcrn,the Plumbing Inspector. 1y; B. A separate permit shall be obtained for each stn,cture. C. Permits are required in order to make connections with the b ' public sc-s.ers and will be issued only when the plurbing on the ' promises to be connected 'is in oomalianoe!with the provisions of I this Ordinance. {. D. No person shall allow any other person to do or cause to be - done any work, under a permit secured by"a permittee except persons 'in his employ. ,., SECPION,XVII. WORK NOT !=UIRIM PERMIT. Duties. ,It shall be the duty of the Plurbing,Inspector to administer and enforce the provisions of this Ordinance, sign and i issue all notices, permits, and licenses, pass upon all plans subtitt.ed, and keep ccrTplete records of all official work performed in accordance with the provisionsof this Oniinhnoe. B. Right.of Entry. The Plumbing Inspctor shall carry proper cre- dentials and 'shall have the right of entry,',ul»n presentation of his/ f her credentials during business laths, to inspect all buildings and promises in the'perf..orm:l of his/her duties; ' C. Stopping ll Whenever in the opinion of the Plumbing Inspec- for the continuance of plumbing work is contrary to public welfare by reason of defective or illegal work in violation of e provision of this Ordinance, he may order; either orally or in writing, all further work to be stopped and may require: suspension of work until the 'condi- i tion in violation has been remedied. D. Excavations, All excavations made for the purpose of laying water pipes or sewage from the property line to the building line shall! be under the direction and subject to the approval of the Plumbing -i, Inspector who shall issue`all permits and notices. All work within the streets and alleys shall be under his supervision, under tlx- direc-- tion of the City' Engineer:' SWrICN MIV. GARAGE FLOORDRAINS. Garages and other structures for the housing; sale, or repair,of autccrobiles or for the commercial washing, or repairing of autuiobiles which connect with tato sewer shall be provided with proper means for draining the floors and repair pits so that no drain - 9 age therefrcm shall flow over any street,' alley,'sidcwalk, or pavenrant approach. Such drains shall be so constructed as to have a device for catching sand, silt or other solids and to have'a seal depth of not less than"six (6)',inches'above'the sand receiver; and''the outlet shall not be smaller than a four (4) inch connection. Such drains and traps must be approved by the Plumbing Inspector. SFXTIQV. Y.X.V. GOWX:1' WITII Y'S, Unless special permission is endorsed on the permit, the junction pieces, slants, or Y's, which have been built into the seder during construction, mist be used for connecting all private sewers or house drains. In all cases the trench mist be of apple width at the point of connection and all rubbish removed for purposes of inspection; and the actual connection with said junction piece, slant, or Y nest be ride inthepresence of the Plumbing Inspector or his authorized agent. Tf- cover on the Y branch on the', sewer should be'carefully,removed in order to prevent injury to the socket. If there is no junction piece,, slant, or Y already in the sewer, a permit to cut, the 'sewer will be granted by the Plumbing Inspector; and the connection maybe made by inserting into the sewer a junction pipe of the size specified in the permit and cut to an angle of 45 degrees by the manufacturer. After nuking the opening in the sewer, all rubbish mist be rermved frau the inside of the sewer. The junction pipe must then be set even with the inside of the serer on a bed of mortar, and the opening around the pipe mist be carefully prepared and well plastered with mortar owpounded of equal parts' of Portland caren6 and clean, sharp', sand. All back filling of 'trenches will be flushed or'tanped as'directed ,by the Plumbing Inspector. Nothing but saddle Y's, as prescribed by the Plumbing Inspector; may be used where it becores necessary to tap the,main sewer. Refusal or failure to comply with any order shall be considered a! violation of this Ordinance. ]. If the order is rat promptly oarplicd with, the Plumbing 'Inspector'may request that the City Attorney institute an appropriate proceeding at law or in equity to restrain, correct, or ramie such violation.
