The following principles focus on building relationships
and communication channels. These are intended to
supplement Diversity Committee recommendations and
create an environment in which initiatives can be
developed or refined based on continuous feedback and
collaboration.

1. Conversation
City Council listening posts:

• The Council should consider holding listening posts in various locations in the
communitv.
• 2 rotating Councilmembers; key staff
Staff Roundtables:
• Small, regularly scheduled informal discussions
• Local community groups (e.g. Black Voices Project, Center forWorker Justice,
Coalition for Racial Justice, Human Rights Commission, etc.)
• City Nlanager, Assistant CM, Police Chief, Equitv Director
Expanded Coffee with a Cop:
• Hold at locations more conducive to relationship building
• Started in 2014, expansion recommended for 2015
Police Ride Alongs:
• Excellent way for the public to see what our Police do and build relationships

Expand Bodv Camera Use:

• Investigate emerging technology and equip all officers with body cameras

• Evolve our unique partnership with St. Ambrose University
• Study helps to quantify racial disparities and increase transparency
• Engage the public in this process with the goal of reducing disproportionate
minority contact
2013 Equity Report Metrics:

• Review the metrics reported and identify new measures for which the city will
be accountable
Citizens Police Review Board:
• Spread the use of the CPRB — there is no reason that this accountability tool
should not be available across the County and State
3. Outreach
Police Department Resources:
• Provide financial and labor resources in the Police Department's
budget to carry out recommended activities
Council Participation:
• Councilmembers continue to actively participate in outreach
activities
• Recent examples that can be expanded include elected official and
staff attendance at Iowa City Mosque and the Pheasant Ridge
neighborhood cookout. Expand this program to other locations.
4. Training
Diver sitv Training:
• Council participation in diversity training offered to all City employees
Resources:
• Council to ensure financial resources are made available for training
opportunities
Administration Involvement:
• Council communication of perceived needs for training or ideas for
professional development opportunities of any city employee group to

the City Manager's Office
Review Current Literature on Diversitv,Equ and justice:
• Examples: "Race, the Police, and the Propaganda"; "WhenWill the
North Face Its Racism. ; and "America After Ferguson" — PBS Town Hall
Meetings with Gwen Ifill
5. Justice
Community ID Program:
• Provide support and resources for a regional community ID
program
• Intended to open access to municipal services
• More frequent updates from Council representative on the
committee
• Regular Council review of meeting minutes
• Intended to help the entire Council stay engaged with the
committee and its various subcommittees
Summary
• Honest dialogue must take place in a number of settings with
many different stakeholders with a focus on building
relationships rather than a silver bullet solution
• The issues are systemic and individual, national and local,
long-term and immediate. A single meeting or committee
will not solve all equity -related issues, nor can a single
agency.
• The community engagement that began with the equity
report, ad hoc committee, St. Ambrose study, and other
public reports should be expanded.
