Councilwoman Neuhauser corrected a statement
reported by the Press -Citizen, noting that the
City is not buying new buses this yr. Council
approved implementation of the proposed plan for
the Goodwill bus route as outlined by Transit Mgr.
Hugh Mose, to service Southeast Jr. High students.
City Atty. Hayek called attention to his report
and the memos from the City Clerk re cable television.
He and City Mgr. Berlin explained that they wished
Council to reserve judgment on the date of the
election until receipt of material from Dir. Horn
of the Cable TV Information Ctr. in Washington
D.C. Council concurred that they would wait for
the material.
Public Works Dir. Plastino explained the proposed
construction of a bridge at Court and Muscatine.

Square Group. The Design Review Committee has looked at the proposal and
unanimously gave approval and acclaim to the concept.
AIRPORT COMMISSION FUNDING
Commissioners Dick Phipps, Caroline Embree & Garry Bleckwenn; Airport Mgr.
E.K. Jones were present for discussion. Phipps advised of the need for ten
additional T -hangers at a cost of $100,000; aircraft parking of $40,000;
$15,000 auto parking; and a deficit of $9,710, totaling $164,710. They are
still waiting for the payment for land from the Highway Commission. Atty.
Bowlin stated that he will soon be working on the final settlement. The
Commission is asking the Council to levy 13t per thousand of evaluation
for the Airport. Asst. Atty. Bowlin called attention to his memo on the
fund-raising powers of the Airport Commission, Conclusion H6. So this tax
levy would come out of the general fund. Council discussed bonding and
user fees.
In the past the T -hangars were rented to the Airport Mgr. who rents them out
with 1/2 of the rental fee caning back to the City. Jones noted that he
had built a shop on City property, and had given it to the City. More
i information will be presented at budget hearing on Jan. 30, 1978. Staff
was asked to report on the City's liability concerning the Airport. The
\` possibility of raising T -hangar rents was suggested. Jones explained a
DOT proposal for a revolving trust fund to build T -hangars. Council agreed
that the City Manager should mate a recommendation concerning the Commission's
request. Phipps asked if there was any merit in the Airport operating under
Chapter 330A, under a regional authority. Alternatives for the 34A of
land will be discussed at budget time. The Airport budget was not done under
decision packages, Vitosh reported.
