The Planning and Zoning Commission at a regular meeting held on
December 15, 1977, recommended by a 5-0 vote that the City Council
recommend to Cora v'

providing they meet "our list of deficiencies". This recommendation
is consistent with the Staff's recommendation presented in a Staff
1 Report dated December 15, 1977, which was attached to the agenda
of January 3, 1978. As the City Council did not hold a meeting at
which to review the subdivision prior to Coralville's consideration
of the plat, any action at this point might perhaps be redundant.

for review prior to their consideration of the plat.

NSTRUCTION OF A BRIDGE AT COURT AND
MUSCATINE.
Comment:
This public hearing will be for the purpose of hearing citizen viewpoints
on various aspects concerning the replacement of the bridge at Court
and Muscatine and the design of the intersection. Council received
a memo concerning the subject date December 21, 1977. This ,same memo
has been
sentto all residents within 500 feet of the Intersection and )
all residents who signed the petition concerning this subject. The
consulting engineer is under contract and Public Works is awaiting
direction from Council before giving directions to the consultant relative
to the design width
of the intersection. Public Works is recommending,
a 37 foot back to back intersection width on Muscatine. This
provides
for one lane each way and a left turn lane.

COST FOR THE FY78 ALLEY PAVING PROJECT 1-A.
Comment:
This hearing is on plans and specifications for a project that was f
previously let as an informal contract. Subsequent changes in design
have caused the estimated contract price to exceed $10,000. Therefore,
this hearing would allow for formal
contract procedures to complete
the paving project behind Iowa State Bank Drive-in facilities.

Seventh Avenue would be satisfactory if the City acquires the Regina

Item No. 11 CONSIDER RESOLUTION APPROVING PRELIMINARYPLAT OF E.L. KESSLER
\� SUBDIVISION, PART II (S-7753).
Comment: The Planning and Zoning Commission, at a regular meeting held on
December 15, 1977, recommended by a 5-0 vote approval of the subject
preliminary plat located 1-1/3 miles west of Morman Trek Boulevard
of Rohret Road and south 600 feet of the City limits, with the contingency
that storm water management be included with the final plat. This recom-
mendation is consistent with the Staff's recommendation presented in a
Staff Report dated December 15,'1977, which was attached to the agenda
of January 3, 1978.

Comment
CONSIDER RESOLUTION APPROVING FINAL PLAT OF C.L. SUBDIVISION (S-7154).
The Planning and Zoning Commission at a regular meeting held on
December 15, 1977, recommended by a 5-0 vote approval of the above
subdivision located 2 miles southwest of the City limits on Rohret
Road, subject to the following contingencies:
(1) That the Stormwater Management Ordinance be enforced,
2 dedication documents be provided, and
3) utility companies signatures be added
This recommendation is consistent with the Staff's recommendation
presented in a Staff Report dated December 15, 1977, which was
attached to the agenda of January 3, 1978. As this subdivision consists
of three lots and it is located in the Old Man Creek Watershed, the
Commission did not see the need for requiring storm water management.
' However, contrary to a subsequent legal opinion, it was believed that
the City Engineer was the only person that could waive this requirement.
In a subdivision in the county, the Council does have the prerogative
to waive storm water management.

Comment: The Planning and Zoning Commission at a e 1
Action

1977, recommended by a 5-0 vote approval of subject subdivision located
north of Muscatine Avenue and west of South Lawn Drive. This recom-
mendation was not entirely consistent with the Staff's recommendation
presented in a Staff Report dated October 6, 1977, which was attached to
the agenda of November 1, 1977.The Staff had recommended the continuity
be provided from Muscatine Avenue to Meadow Street at Friendship Street
(see memorandum from the Traffic Engineer which was attached to the agenda
of the same date) in lieu of the two near right angle turns proposed

Drive are the only streets which cross Ralston Creek between First Avenue
and proposed Scott Boulevard on the east, the Staff is of the opinion that
a more direct access to the neighborhood should be provided. This item
was previously deferred pending an appraisal for the cost of the right-
of-way for extending the street from this subdivision approximately 200
feet south across adjoining property to Muscatine Avenue. This appraisal
has now been obtained and the City Council has received additional
information. This item was deferred from the agenda of January 3, 1978. I
