Iowa City Council, executive session, 7:00 P.M., 1/3/78, Mayor Vevera
presiding, Conference Room at Civic Ctr. Moved by Balmer, seconded by
deProsse, to adjourn to executive session for discussion of appts. to
the Housing Comm. and the Human Rats. Comm. Affirmative roll call vote
unanimous, all Councilmembers present, 7/0. Moved by Balmer, seconded
by Erdahl to adjourn, 7:20 P.M. Motion carried unanimously.
Reg. session, 7:30 P.M., Council Chambers. Councilmembers present:
Balmer, deProsse, Erdahl, Neuhauser, Perret, Roberts, Vevera. Absent:
None. Mayor Robert Vevera presiding. Details of the mtg, recorded on
Tape #77-37.
Atty. C. Mullen, representing the James Murphys, 902 N. Dodge, requested
action on the bldg, permit forKathleen's Korner. City Atty. Hayek
explained the amendments to the Moratorium Ordinance being worked on,
and stated that Council did not have authority to direct action by the
Bldg. Off., but that a written rejection of the bldg. permit would be
given. P&Z Comair. Blum discussed the possibilities they were considering. y
Lowell Cross, 1705 Glendale Rd., & Robt. Dryer, 15 7th Ave. S.,
appeared re traffic problems on 7th Ave. & G en ale Rd, in connection
with the Windsor Hots. V subd. &proposals for 7th Ave. Councilman
Erdahl will investigate their concerns. City Mgr. Berlin stated that
Public Works Dept. will report on how the recently installed stop signs
on Court St. are working. 8
Dave Loney, 200 S. Summit, as a City employee, appeared re his objections
concerning the Employee Assistance Prog. City Mgr. Berlin stated that
Loney's presentation was inappropriate. After discussion, Loney was
directed to go thru the proper channels available to employees. 9
Charles Ludvicek, appeared re the C.L. Subdivision which is outside
the City limits, & questioned the need for comp lance of the storm water
detention ord. as they are not likely to be annexed. This matter will
be discussed at the informal session on 1/9/78. /0
Mayor Vevera proclaimed 1/78 as Alien Address Report Month. Moved by
Neuhauser, seconded by Perret, that the following items and recomms. in
the Consent Calendar be approved and/or adopted as presented:

City Mgr. Berlin advised he would check to see if Hickory Hill Park
is signed for snowmobile trails. After discussion of the City Mgr.'s
memo re tax exemotron status as requested by sororities and fraternitie ,
it was moved by deProsse, seconded by Erdahl, that the Mayor be directed
at the appropriate time, to oppose legislation that would take property
owned by sororities and fraternities off the tax rolls, and to also
communicate this to the League of Municipalities, Motion carried unan- 3 0
imously, 7/0.
After discussion of the JudW session set for 1/11/78, it was deter-
mined that 3 Councilmembers could not be present on that date. The mtg.
was re-set for 1/13 at 7:00 P.M. Councilman Balmer commended the City
Mgr. and Staff for resolving the issues with the College St, merchants. -3/
City Mgr. Berlin advised that the Staff will review the Environmental
Impact Statement for FW518, and will have a statement for Council to
consider, The deadline was extended to 2/1. 32

After discussion of a second access to the Oakes Meadow Addn. and the
memo of 12/19 outlining costs in the amount of $34,907.46 for extension
of Carver St. 200 ft. North of Muscatine Ave., it wasmoved by Neuhauser,
and seconded by Vevera, to defer the Res. Approving the Prel. Plat for
one week and to discuss the matter at the 1/9 informal Intg. Motion
carried unanimously. Atty. Marion Neely present for discussion for the

pp. 2-6, AUTHORIZING THE MAYOR TO SIGN A SPECIAL PUBLIC ACCESS DOCUMENT
PREPARED BY THE IOWA DEPT. OF TRANSPORTATION. This document signifies
City approval of a new public access onto Hwy. 6 Bypass for Hy -Vee Dev.
The City Mgr. had advised that Hy -Vee indicated that they plan to pay
for the paving and traffic improvements. Res. adopted, 4/2/1, Neuhauser,
Roberts, Vevera, and Balmer voting'aye,' Perret and deProsse voting 'no'
and Erdahl abstaining. 3S
Moved by Balmer, seconded by Perret, to adjourn the mtg., 8:45 P.M.
Motion carried unanimously.
