The developer of Windsor Heights Part Five recently inquired
of my office as to whether or not the Council would have to refer the
above plat back to the Planning and Zoning Commission where five or
six lots are deleted from the final approval pending a decision by the
Council as to the street involved. It is my understanding that Planning
and Zoning has reviewed both alternatives with respect to the street
and does not have objection to either one. I would basically regard
approval of Windsor Iieights Part Five absent the final resolution of
the street matter so that a subsequent plat incorporating the City's
decision with respect to the street could be submitted as a non -
substantial change which would not require resubmission to Planning j
and Zoning.

re: Parking an automobile in my driveway
Dear Mayor and Couneilmembers:
1 am writing with regard to parking an automobile on the apron of my
driveway, parallel to the street, between street and sidewalk, and well off
both of them. I understand this is against a city ordinance. The car it; an
Austin -Healey, obsolete by ten years and irreplaceable. Several factors make
it dangerous in either summer or winter to park it in the street.
1) My house is at the bottom of a hill, and it seems to be in vogue for
IOWA City's hot rudders to exercise their engines on this hill.
2) The street is poorly plowed and icy in the. winter.
7) Large trash containers from the apartments across the street are
rolled down the street occnssionally by vandals.
k) My driveway is too steep to park the car on or to Jack it up to
work on it.
5) My garage is unusable except for storage as both this car and my wife's
Mercury drag their tail ends getting into it.
G) I don't drive this car in winter and, if I leave it in the street, have
to move it every 48 hours. In addition, it is in the way of snowplows, which are
themselves another hazard.
Parking the car on the apron of the driveway eliminates all of these
Potential problems, and It is no hazard or inconvenience to anyone.

desire of Iowa City Cable Television, Inc., to obtain
a cable television franchise from the City of Iowa
City. Should the City set an election, special
or regular, to determine whether such a franchise
should be awarded, we request that the question of
awarding a franchise to Iowa City Cable Television,
Inc., be included. Our Company is prepared to pay
it's share of election costs, if necessary.
Iowa City Cable Television, Inc., would be
most happy to present to the City Council, if
desired by you, it's flan for a cable television
system for Iowa City.

RE Recommendation of the JCRPC Transportation
Committee Regarding the Iowa City CBD Transit
Interchange
The JCRPC Transportation Committee met on January 9, 1978
and considered a report prepared by the JCRPC staff and
area transit operators regarding the Iowa City transit
interchange. The Committee unanimously recommended that
the JCRPC staff and the transit operators further communi-
cate with the Iowa City planning and renewal staff, the
University of Iowa planning staff, and the City of Coral-
ville on this matter.
Mr. Don Schaefer will communicate with Mr. Hugh Mose about
organizing a meeting with the Iowa City staff.
At the request of John Balmer and David Perret, copies of
the draft report are attached for your information and for
distribution to members of the Iowa City City Council.
