45, pp. 31-32, APPROVING FINAL PLAT FOR WINDSOR HGTS. PART V Affirmative
roll call vote unanimous, 7/0, all Counr.ilmembers present. This plot
deleted the peoposed northerly tier of lots so that the alignment of 7th
Ave. would not have to be decided. / /00

After discussion with Developer Oakes, it was moved by Neuhauser,
seconded by Balmer, to defer the res. approving the prel. plat for Oakes
Meadow Addn. for one wk. —,so that Oakes can set up a mtg. with Waters
an conac he City Mgr. for City representation. i•lotion carried
unanimously. Oakes asked consideration of the ten single-family lots 6
portion by itself.
Toni Dowden, representing Cox Cable Comm. (Eastern IA. Cablevision)
presented a statement asking Council to set 4T77 as the date to take its
cable proposal before the people. The Mayor noted that Council would
take it under advisement.
Second public hearing was held on proposed use of Federal Revenue
Sharing Funds in the amt. of $544,319, proposed to be allocated—as
follows: Aid to Agencies, 5153,534; Mass Transp., $213,285; Remodeling
for U -Smash -Em Bldg., $150,000; Transit Operation & Maintenance Facility,
$7,500; City Park Tennis Ct. Overlay, $20,000. City Mgr. Berlin reported /63
on public hearing held on 12/29/77.
No action required on reconvo, from Housing Comm., (1) that I.C. /46,q
Housing Authority apply for 51 Sec. 8 Existing Family Units, (2) that
allocation of units in Married Student Housing be raised from 20 to 30.
Mayor Vevera announced 3 vacancies, 3 yr. terms on Johnson Ctv. Ren,
Plan. Comm., appts. to be made at 2/28 mtg.
Moved by Balmer, seconded by Neuhauser, to write letters to thank the
legislators who supported Council's opposition to exemption of fraternities
and qnroritie from property tax. Motion carried unanimously. City
Mgr. Berlin advised that the staff would follow thru re report on truck
traffic on HoLlvwood Blvd. coming from k'. -Mart. After discussion of the
Airport situation, it was moved by deProsse, seconded by Perret, that
the City hlgr. and the City Atty. look: into the matters raised by Airport
Commr. Embree's memo, and relative issues as raised, and report back to 6 6
Council. Motion carried unanimously.
A majority of Councilmembers had no objection to Councilwoman Neuhauser's
suggestion that she approach the legislators re the Bottle Bill, reiterating
Council's support given during the last session. The Council Legislative
Comm., Mary, Dave & John, agreed to meet at 7:00 PM every lues(lay nigh
while the Legislature is in session. The City Mqr. advised that staff
would be presenting input on proposed bills, and a proposed mtg. with
the legislators is being scheduled early in Feb. Concerning the status
of the title for sts. in the urban renewal area, he advised that the
City is waiting for the Universitv's position re 61ock 83/84.- 6T
Councilmembers Roberts, Vevera & Neuhauser stated that they will plan
to attend thq Mavor-Council Orientation Session, 2/8 at Anies. Moved by
Roberts, seconded by Neuhauser, to refer the proposed Bylaws for the
Electrical Bd. to the Council Rules Comm. for review and reconim. back to
the ounce within a reasonable amt. of time. Motion carried unanimously.
Councilman Perret announced that the Comp. Plan Coordinating Comm, would
be mtg. at noon in the Conference Room on 1/13 for the presentation by
the Univ. of their Comprehensive Plan, including bldg. and transp. / G 8
plans.

pp. 33-34, ESTABLISHING D41AGES FOR CITY Af.OIIiUUoN OF LAND AND AUTHORIZING
THE CITY MGR. TO ENTER INTO NEGOTIATIONS AND MAKE FORMAL OFFER TO PURCHASE
SAID SITE, AND AUTHORIZE CITY ATTY. TO INSTIGATE CONDEMNATION PROCEEDINGS
AGAINST SAID PROPERTY IN THE EVENT THAT A VOLUNTARY SALE CANNOT BE
NEGOTIATED. Affirmative roll call vote unanimous, 7/0, all Councilmembers
present. This provides for acquisition of a site for a 2 million gallon
