At its regular meeting of February 7, 1978, the City Council received and
placed on file your letter regarding the Ebenezer Society. The Council and
staff share your opinion that the Ebenezer Society is indeed a well-regarded
organization, and we are optimistic that our negotiations with this Society
will be successful. The only differences which existed were between the
Ebenezer Society and the Ecumenical Housing group. Neither the City staff
nor the City Council was involved in these problems.

Dear Council members,
I would like to take this opportunity to make you aware of a problem
affecting our facility. City bus service is available to our residents,
staff and visitors only on a limited basis. The Rochester bus comes east
to the corner of Rochester and Amhurst, approximately four long blocks
(without sidewalks,) from our facility. This severly restricts persons
coming to the Care Center on the city bus seince many cannot walk long
distances especially under less than desirable walking conditions.
Hugh Morse, Iowa City transit manager, recommended that I petition you,
the City Council, for any possible solution to this problem. He stated
that the Rochester Mall route has been extended many times and cound not be
re -worked or extended again without your consent. I hope you will consider
our eighty-five elderly and chronically ill residents, our fifty-five
employees and our many local visitors, volunteers and relatives who could'
be potential riders with closer bus service.
Our facility would have room for a turn -around for the bus as well as
waiting room inside the building, Closer bus service would be•vary beneficial
to us even on a modified basis. Our staff changes are at 7:00am and 7:3Oam,
3:00pm and 3:30pm, and 11:00pm and 11:30pm. The first bus in the morning
could bring employees to work at 7:00am and the next could take off -going
employees after 7:3Oam as well as visitors, etc.
This could also be the procedure at our afternoon staff change. The
bus comping prior to 3:00pm could bring employees to work while the next bus
after 3:30 could pick up off -going employees, visitors, ets., With one or
more extra "close trips" by the bus during the day, in addition to those at
shift changes, I believe that the bus service could be better utilized and
our residents better served.

At its regular meeting of February 7, 1978, the City Council received and
placed on file your letter requesting City bus service.
A review of the route structure on the Rochester run reveals that any exten-
sion of the bus line would consistently delay the bus schedule to the
detriment of all passengers along the route. As you may know, we have a
central transfer point downtown and the Rochester bus must arrive downtown
at a specified time in order for people to make transfers. It is a physical
impossibility to extend the route to the Iowa City Care Center and still have
the bus coordinate with all other routes in the City.

will wish to change this policy.

Dear Mayor Vevera and Members of the Council:
This letter is to ask your support for the proposed amendment to
the building moratorium currently in effect for our section of
Iowa City.
We recently had plans drawn by a local architectural firm for
converting existing production space to much needed additional
offices. These plans were reviewed by the city early this month
before being finalized. It was not until we applied for a permit
last week that we learned that we could not proceed under the exist-
ing moratorium.
We're certain that it was not the intent of the moratorium to pre-
vent a project such as ours to proceed. The space is badly needed
and needed soon. All construction will be within the existing
structure. We are anxious to proceed so that the work can be com-
pleted by late April in time for our national sales meeting, that,
this year, will be held here in Iowa City.
Thank you for remembering our particular needs when considering
this matter. If any questions, I would be pleased to visit with
you at your convenience.

RE: Parking Prohibition
Pursuant to 'ritic vi of the Municipal Code the 'Traffic Engineer
has taken the following action:
AC1' ION:
On January 17, 1978, the 'I'rIrfic lingineer caused a sign to be
erected such tluut parking is prohibited on the north side of
J Street from the intersection of P Street with Seventh Avenue
cast to a point forty (40) feet east of the intersection of
1: Street with Seventh Avenue.
This action was taken at the request of 'transit Superintendent,
Ilugh Mose. A City bus route uses this intersection inbound :md
outbound, :ux1 when cars have been parked in the approach to the
intersection significant maneuvering problems have occurred when
meeting other vehicles. '1'110 action taken should aid the transit
movements.
Since installation of the sign, Mr. Peggy who resides at 1703 F
Street has objected to the above noted parking prohibition.
Mr. Peggy lives on the south side of F Street opposite the area
of prohibition. Mr. Yeggy has indicated to the Public Works
Department that he is having difficulty securing on -street
parking for the three or four vehicles tlurt he owns.
Should Council choose to reinstate the forty (40) feet of on -street
parking which was removed by the above noted prohibition the 'rraffic
Engineer will undertake such action immediately.

RE: No Parking to Corner Signing
Intersection of 7th Avenue and F Street
The intersection of 7th Avenue and F Street presenLs severe
problems to bus operation when automobiles nre parked immediately
east of the corner.
The worst situation occurs when an outbound bus meets another
vehicle: visibility is obstructed, and if a vehicle is approach-
ing from the east, the bus is well into the intersection before the
bus driver can see it. By that time it is too late for the
vehicles to pass without backing up or maneuvering in close
quarters. The roadway surface made available by the no parking
prohibition will allow maneuvering room so that the bus can pass
an approaching vehicle safely and quickly.

Inbound buses experience difficulty when cars are parked
up to the intersection, too. In order to clear the last auto,
the bus must swing extremely wide, blocking F Street in both
directions. This might be acceptable if the corner were not a
bus stop. With an auto parked immediately cast of the intersec-
tion, the bus cannot hope to get near the curb, and traffic in
both directions is blocked by the stopped bus while the passen-
gers board or slight. The exclusion of parking will allow the
bus to approach the curb and will permit other traffic to nego-
tiate the turn while the bus is stopped.

Pursuant to 6.02.01 of the %hinicipal Code of Iona City this
is to advise you of the following action:
ACrIUN
The City Traffic Engineer will install a stop sign at the
intersection of Flatiron Drive and Sycamore Street, such
that traffic on Flatiron Drive will be required to stop on
Flatiron Drive before entering Sycanore Street effective
February 7, 1978. .

Sycamore Street is designated as a through street. Flatiron
Drive is a new residential street which "tees" into Sycamore
Street. The stop sign is being installed to protect the
right-of-way on Sycamore Street as per the warrants of the
DiurCD.

RE: Parking prohibition on Otto Street
Pursuant to Chapter 6.02.01 of the Municipal Code of Iowa
City this is to advise of the following action being taken
under Chapter 6.16.01.
ACTION
On February 14 or shortly thereafter the City Traffic Engineer
will direct the installation of signs on the north side of
Otto Street such that parking will be prohibited during the
hours of 8:00 a.m. to 5:00 p.m. Monday through Friday.
COMMENT
A postcard survey was conducted of those residents which would
be affected by this prohibition. Four of the five respondents
do favor a parking prohibition. The prohibition as proposed
will be uniform with other prohibitions in the neighborhood.
