rural design standards for county subdivisions. This recommendation
is consistent with the staff's recommendation presented in a staff
report dated February 9, 1978, which was attached to the agenda of
February 21, 1978. Two members of the commission were somewhat
of the opinion that the City would not annex this subdivision within
the foreseeable future. That being the case, they did not feel
it was necessary for the streets within the subdivision to comply
with the proposed rural standards. The subdivider wishes to discuss
with the Council application of the new proposed design standards
to this subdivision. Upon resolution of this contingency, the plat
would be ready for consideration.

LARGE SCALE NON-RESIDENTIAL DEVELOPMENT PLAN OF LOT 11 OF EASTOALE
MALL ADDITION (S-7801).
COMMENT: The Planning and Zoning Commission at a regular meeting
held on February 9, 1978, recommended by a 6-0 vote approval of
the subject amended plan of Eastdale.Mall Addition contingent upon

(a) approval of the stormwater management facility by Engineering
Division, (b) the ground floor elevations of Lots 1 through 10'
being indicated, and (c) approval of the legal papers by the Legal
Department. This recommendation is consistent with the staff's
recommendation presented in "a staff report dated February 8, 1978,
which was attached to the agenda of February 21, 1978. This amended

i COMMENT: The Title Standards Committee of the Johnson County Bar Association has
adopted title standards to be used by examining attorneys in 'preparing
title opinions for to Urban Renewal Property. One standard calls for,
a certification that the property, was included within the Urban Renewal
project and was acquired and disposed of by the City in compliance with
Chapter 403 of the Iowa Code, 1977 (Urban Renewal Law). This resolution k

Item No. 16 AN ORDINANCE AMENDING THE MUNICIPAL CODE OF IOWA CITY, IOWA, BY, ADOPTING
THE 1978 EDITION OF THE NATIONAL ELECTRICAL CODE WITH CERTAINADDITIONS
AND AMENDMENTS THERETO; REPEALING CHAPTER 9.20 OF THE MUNICIPAL CODE
OF IOWA CITY, IOWA, AND ENACTING A NEW CHAPTER IN LIEU THEREOF (second
consideration).
COMMENT. The Electrical Board modified the existing
Electrical Code to adoptt the
1978 NEC and edit the; City regulations to simplify language and remove
conflicting or obsolete requirements.
Ij Council suggested that the fee schedules contained in the draft code be
eliminated and considered as a separate resolution. The°code has been ;
revised to delete the fee for licenses and permits. The proposed
ordinance was 'attached to the agenda of February 14, 1978. A public hearing t

COMMENT: This ordinance removes the former prohibition' against hand-held candles
in religious and ritualistic services and in other places of public
assemblage. However, a permit for such use is still required by Section.

OF IOWA CITY, IOWA) BY ALLOWING NON-PROFIT ORGANIZATIONS WHO SUBDIVIDE
PROPERTY FOR THE PURPOSE OF ENCOURAGING ECONOMIC DEVELOPMENT TO PETITION
THE CITY COUNCIL THAT THE IMPROVEMENTS REQUIRED TO BE INSTALLED BY THE
SUBDIVISION CODE BE CONSTRUCTED BY THE CITY PURSUANT TO A SPECIAL
ASSESSMENT PROGRAM (first consideration).
COMMENT: In earlier years the City cooperated with BDI in the financing of
development by special assessments. However, since 1970 the Subdivision
