RESOLUTION AMENDING THE DESIGN STANDARDS FOR PUBLIC WORKS
IMPROVEMENTS IN IOWA CITY, IOWA, BY THE INCLUSION OF STANDARDS
FOR SUBDIVISIONS IN JOHNSON COUNTY AND WITHIN THE
TWO MILE EXTRATERRITORIAL LIMIT
WHEREAS, the City Council of the City of Iowa City, Iowa, by Resolution
No. 75-120 adopted certain standards for public improvement projects in Iowa
City, Iowa, and
WHEREAS, it is the policy of the City to adopt special standards for
improvements in subdivisions in Johnson County within the two mile extraterri-
torial jurisdiction of the City of Iowa City, and
WHEREAS, these standards have been developed with minimum design
standards for the construction of improvements acceptable to the City in the
event of annexation.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF IOWA
CITY, IOWA:
1. That an Addition to Design Standards for Public Works Improvements
as proposed by the Department of Public Works be adopted.
2. That the Addition be titled, "Section XI - Design Standards for
New Developments Located Outside the City Limits of Iowa City, but
Within the Two Mile Extraterritorial Limit."
3. That copies of the Addition be kept on file with the City Clerk.

RE: Proposed Rural Design Standards
This memo is written in response to a letter dated February 27, 1978, from
MMS Consultants to the Mayor and City Council. The questions raised by
Mr. Meyer are answered herein in the same order as raised.
1. Paragraph 2.1, water main material specifications. Mr. Meyer
is correct, !'change in nomenclature has caused confusion.
The specification should be changed to require DR -18 for PVC
water main for a 150 psi working pressure.
If ductile iron pipe is to be used, it was intended that the
same material used in the City system be specified, which
is a Class 52 D.I.P.
It is further recognized that the probability of a rural
subdivision installing a water system is remote. However,
if they do, these requirements are intended such that their
system could be connected to the City system without major
modification.
2. Paragraph 2.2. The specifications do not require the installa-
tion of fire hydrants. But if desired (as in River Heights), the
developer's engineer shall design them to the specifications
Mr. Meyer refers to.
3. Paragraph 1.8. I believe that it is a recognized fact that 27, is
a desirable grade for grass waterways. However, we did recognize
that in some instances this may prove a difficult task in rural
areas so we made 1% the required minimum for ditches. It is
extremely difficult to grade grass areas at 1% and still obtain
drainage without standing water (and mosquitoes) and therefore
good engineering practice will dictate steeper slopes where
practical.
The minimum 12" dia. culvert is meant to provide a relatively
maintenance free drainage system for the roadway which I believe
is fairly compatible with existing county standards. Twelve
inch culverts are probably not the most conducive to storm
water management. However, it would be desirable that roadway
ditches not be the primary location for storm water factilites,
since in time if the subdivision is annexed, it may be desirable
to eliminate the ditches to conform to an urban street cross
section. Although perhaps unlikely, it doesn't eliminate the
option if retention facilities are located elsewhere.

4. Section 1.1 and Section 4.2. It is desirable to maintain the 4:1
slopes for ditches such that they can be properly maintained safely
by the property owner. This does have the effect of limiting the
depth of the ditch to 2 feet. The alternative would be for an
underground storm system as within the City, which is allowed in
these standards on a lesser right-of-way or a wider right-of-way.
I would recommend that steeper slopes not be allowed from the
maintenance standpoint.
Mr. Meyer's reference to a maximum ditch grade of 3% is based on the
first draft of the specifications. Vie did recognize the problems
associated with this maximum grade and it was therefore eliminated
in subsequent drafts.
Mr. Meyer raises several good issues which have been addressed above. It is my
recommendation, aside from the changes in the water main material specifications -
DR -18 and Class 52 D.I.P., that the standards be approved as written.

Reviewing the proposed regulations referenced above leaves me with some confusion
which I hope can be clarified prior to their adoption.
I am confused as to the intention of Section XI — 2.0 Water Distribution Systems
in several instances.
Paragraph 2.1 — Current Iowa D.E.Q. regulations require conformance
with AWWA C-900 for P.U.C. pipe. This standard lists three classes
of pipe:
DR 25 = 100 psi pressure class
DR 18 = 150 psi pressure class
DR 14 = 200 psi pressure class
I am wondering if the proposed SDR 17 or less requirement was a carry
over from the previously accepted rating system, or if indeed it intends
to exclude all but the OR 14 rated PVC pipe. Such intention would
effectively eliminate use of PUC entirely, due to the high cost of pipe
of this class.
On the other hand, no minimum class rating is indicated for ductile
iron pipe. Does this imply acceptability of class 50 D.I.P. which is
much less costly than DR 14 PUC?
It may also be helpful, to point out in the regulation that IDEQ permit
requirements apply to those systems with 15 or more hook—ups or a
population served of 25 or more, in addition to approval of Johnson
County.
Paragraph 2.2 — IDEQ regulations prohibit construction of fire hydrants
on mains smaller then 6—inch diameter, and/or where a pressure of less
then 20 p.s.i, could be developed in the system during fire flows.

I would doubt that any rural subdivision, except those served by the
municipal system, would have a water supply of sufficient capacity to
permit installation of fire hydrants, regardless of main size.
This being the case, I am wondering what this paragraph specifically
intends.

I am also particularly concerned with the requirements for road ditches. The
limitations in Paragraph 1.8 of 1.0% minimum ditch grade and 12—inch minimum
culvert size would seem conducive to rapid run—off and not particularly compatible
with storm water management practices.
I hope that serious consideration will be given to deleting these minimum re—
quirements or modifying them such that the road ditches could be incorporated
into the stormweter management scheme where practical.
Section 1.11 and Section 4.2 of the proposed Standards reference the existing
Standards for streets and storm sewers respectively. If my understanding of all
of these requirements taken together is correct, very little latitude is available
for allowable ditch grades. For instance, the maximum depth of ditch that can be
constructed within a 60 foot R.O.W. with 4:1 aide slopes is approximately 2 feet,
only 6—inches deeper then the minimum 10—inch depth requirement.
Along with this, the maximum ditch grade of 3.0% is not compatible with road
grades in excess of this, particularly in the range of the 12% maximum road grade
allowed.
To design within these limitations would mean either that the effective range of
road grades would be limited to from 1.0% to 3.0%, or the R.O.W. widths would have
to be widened substantially to maintain the road ditches therein.
I respectfully request that due consideration be given to these pointe prior to
enactment of the proposed regulations. It is my hope that these issues and any
others which may have been noticed can be resolved and/or clarified before the
regulations are adopted, thus avoiding the necessity of the city staff and developer's
engineers doing so during implementation of the regulations.

NOPE: R9uenever applicable, the original Design Standards for Public Works
Improvements in Iowa City, Iowa, including the revision of Section
VII (Storni Sewers) and the addition of Section X (Erosion and
Sedimentation Control) shall prevail.
1.0 Streets
1.1 Streets shall be designed for a minimum of 22 foot wide pavement
(edge of slab to edge of slab). Curb and gutter will not be
required. See Figure 1.
1.2 The right -of -many for local streets without curb and gutter shall
be 60 feet in order to enable retrofit of sewer, water, and
sidewalk in the future as necessary; otherwise, the right-of-way
for local streets with curb and gutter and storm sewer shall be
50 feet. The right-of-way for arterial, industrial, and collector
streets for the developed area shall be determined in conjunction
with the Planning and Zoning Commission.
1.3 The maximum street grade for local streets shall he 12i.
L 4 'file pavement cross section for all Pavements will he a 2"
parabolic crown. This cross slope is equivalent to 1/4 inch
per foot. The cross section is as shown in Figure 1.
1.5 The pavement slab shall be constructed of one of the following
materials. The Standard Specifications for Highway and Bridge
Non -reinforced Portland Cement concrete conforming to
the Iowa State Highway Commission C-3 mix or M-3 mix
as applicable.
Full depth Asphaltic Concrete hot mix conforming to the
Iowa State Highway Commission standards for Type "B" base
and 1-3/4 inch minimum thickness Type "A" surface course.
If curb and gutter is desired for an Asphaltic concrete
street, curb and gutter shall consist of Portlond Cement
concrete.
1.6 The required pavement thickness for local streets shall be
six inches Portland Cement concrete or eight inches Asphaltic
concrete. Pavement thiclmess requirements for arterial,
industrial, and collector streets shall be designed on the
basis of soil conditions and projected traffic loading.
1.7 Minimum corner radius for those streets with curb and gutter
shall be 17.5 feet. For those streets without curb and gutter,
minimmmn corner radius shall be 20 feet-

for the top six inches which shall meet the requirements for
the appropriate surface material.
1.10 Drive approaches shall be hard surfaced within the right-of-way.
1.11 Section 1 (Streets) of the Design Standards for Public Works
Improvements in Iowa City, Iowa, shall prevail in all cases with
the exception of preceeding statements 1.1 through 1.10 of this
section.
XI - 2.0 water Distribution Systems
2.1 Well(s) shall conform to the requirements of the Johnson County
Ilcalth Department and the distribution system, if installed,
(water main) shall be either ductile cast iron pipe (ANSI A21.50),
Class 52; or poly vinyl chloride pipe DR -18, 150 psi design
pressure (AhIVA C-900).
2.2 It shall be the responsibility of the Developer's Engineer to
establish a fire rating for the area being developed. Prior to
plat approval there shall be a letter of transmittal from the
appropriate Pire Protection District approving spacing, location,
number of fire hydrants, size of mains, pressure, etc.
2.3 Connection to the City of lora City Distribution System is
subject to Council consideration based on availability.
Generally, annexation is a criteria which must be nuet.

XI - 3.0 Sanitary Sewer
3.1 The following methods of sanitation will be acceptable:
A. Septic Tanks: Septic tanks shall conform to the
requirements of the Johnson County Department of
Health.
11. Lagoons: Considering the possibility of the collection
system (sewer pipes) connecting to the City sewer sometime
in the future, said collection system shall conform to
Section Vi (Sanitary Sewers) of the Design Standards for
Public Works Improvements in Iowa City, Iowa. lagoons
shall conform to the requirements of the Department of
Environmental Quality (DEQ).
C. Sewer Mains: All sewer mains shall conform to Section VI
Sanitary ewers) of the Design Standards for Public Works
Improvements in Iowa City, Iowa.
3.2 Connection to the City of Iowa City sewer system is subject to
Council consideration based on availability. Generally, annexa-
tion is a criteria which must be met.
XI 4.0 Storm Sewers
4.1 'file Storm Water Management Ordinance shall apply to new developments
located outside the City limits of Iowa City but within the two mile
extraterritorial limit except Old Man's Creek watershed.
4.2 All storm sewers shall conform to revised Section VII (Storm Sewers)
of the Design Standards for Public Works Improvements in Iowa City,
Iowa.
4.3 Culverts shall be a minimum of 12 inches in diameter; either
reinforced concrete pipe or corrugated metal pipe (minimum gauge
18 and corrugations 2"x1j", 2-2/3"x14", and 3"x1") shall be used.

XI 5.0 Underground Utilities
5.1 Whenever a subdivision shall be laid out such that a now street
is required, telephone and electric utilities shall be underground.
It is not intended that small subdivisions which would use an
existing county road would follow this requirement since overhead
utilities are probably directly adjacent to the property.

XI - 6.0 General
6.1 The City of Iowa City shall require an agreement stating that
whenever the development is annexed within the City limits of
the City of Iowa City all connections of the development's
utilities onto the City's utilities may be required.
6.2 The City of Iowa City also requires assessment waivers for
all public improvements (water, sanitary sewer, storm sewer,
and pavement). Streets built by this ordinance are not intended
for inclusion in this waiver.
6.3 City staff will not perform detailed construction observation
of the improvements being installed. It shall be the responsibility
of the developer to retain a Registered Professional Engineer to
perform construction observation. Upon completion of the work,
the Engineer for the developer shall certify to the City that he
has witnessed the work and that sufficient materials testing has
been performed such that the work conforms to the City's
specifications. Costs for this inspection work shall be paid by
the developer.
6.4 Section 9.50.6A of the Subdivision Code (Modification of Requirements)
would apply to subdivisions within the two mile extraterritorial
limit. Requirements which may be waived include but are not limited
to paved streets and underground utilities. Among other criteria
to be used in granting these exceptions would be the likelihood
of annexation to the corporate limits and the feasibility of
supplying services to the subdivision.

RESOLUTIONI APPROVING PRELIMINARY AND FINAL LARGE SCALE
NON-RESIDENTIAL DEVELOPMENT, EASTDALE MALL
WHEREAS, the owner, Eastdale Corp., has filed with the City
Clerk of Iowa City, Iowa, an application for approval for a large
scale non-residential development for the following described
premises located in Iowa City, Johnson County, Iowa, to -wit:
Lot 11, F.astdale Mall, an addition to the City
of Iowa City, Iowa, according to the recorded
plat thereof.
WHEREAS, said property is owned by the above-named party and
no dedications are required; and
WIiEREAS, the Department of Community Development and the
Public Works Department have examined the proposed large scale
non-residential development and have approved the same; and
WHEREAS, the said large scale non-residential development
has been examined by the Planning and Zoning Commission and after
due deliberation said commission has recommended that it be
accepted and approved; and
WHEREAS, said large scale non-residential development is
found to conform with the requirements of the City Ordinances of
the City of Iowa City, Iowa.
NOW THEREFORE, BE IT RESOLVED by the City Council of the
City of Iowa City, Iowa:
1. That the said plan is hereby approved as a large scale
non-residential development.
2. That the said large scale non-residential development
shall conform with all the requirements of the City
of Iowa City, Iowa, pertaining to large scale non-
residential developments.
3. That the City Clerk of the City of Iowa City, Iowa,
is hereby authorized and directed to certify a copy of
this Resolution to the office of the County Recorder of
Johnson County, Iowa, after final passage and approval
as authorized by law.

A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND
THE CITY CLERK TO ATTEST TO A CERTIFICATE OF
COMPLIANCE PERTAINING TO CERTAIN PROPERTY OWNED
BY THE CITY OF IOWA CITY, IOWA AND LOCATED WITHIN
THE URBAN RENEWAL PROJECT AREA.
WHEREAS, the City of Iowa City, Iowa in furtherance of the
objective of Chapter 403, Code of Iowa, has undertaken a program
for the clearance and reconstruction or rehabilitation of slum and
blighted areas in the City, and in this connection the City is en-
gaged in carrying out an urban renewal project in an area located
in the City; and
WHEREAS, the following property as more particularly described
in Schedule A and located within the urban renewal project area was
acquired and disposed of by the City of Iowa City, Iowa pursuant to and
in compliance with the provisions of Chapter 403,Code of Iowa;
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF IOWA
CITY, IOWA THAT the mayor be authorized to sign and the city clerk to attest
to a certificate that certain urban renewal property as more particularly
described in schedule A was acquired and disposed of by the City pursuant
to and in complaince with the Provision of Chapter 403, Code of Iowa.
