Public notice is hereby given that the City Council of the City of Iowa City, Iowa, will conduct a public hearing on the location and design of the South Gilbert Street Improvement Project in said city at 7:30 o'clock p.m. on the 18th day of April, 1978, said meeting to be held in the Council Chambers in the Civic Center in said city. All interested persons are advised that the City of Iowa City is planning to relocate and improve South Gilbert Street from Third Street south to Napoleon Park. The City anticipates using Federal Aid Urban System Funds for part of the financing of this project. The hearing will consider the location and design aspects of the proposed project. Maps, drawings and other information developed by the City of Iowa City in the planning and design of this project as well as written views received from other Federal or State agencies will be available for public inspection and copying at the hearing, and will also be available for inspection and copying in the City Engineer's office in the Civic Center during this advertise- ment period. This hearing is to afford the public the opportunity to be heard on economic, social and environmental effects of the project so that final decisions on the project are made in the best overall public interest, taking into consideration the need for safe and efficient transportation, public services, and the cost of eliminating or minimizing adverse effects. Provisions shall be made for submission of written statements and other exhibits in place of, or in addition to, oral statements at the hearing. I would like to briefly explain the reason for having this hearing. Basically, there are three types of FAUS projects. A type 1 project is similar to the procedures being followed for Hickory Hill -- an impact statement etc. A type 3 project is similar to our Muscatine Avenue and Mormon Trek projects where we essentially only have to follow our routine hearing procedures. The South Gilbert Street project has been classified as a type 2 project which requires a certain combination of the other two. The type 2 classification for South Gilbert Street results from the need to relocate a business along the route. Actually the definition of type 2 project is a non -major construction project but with significant right-of-way acquisition. The Federal requirements demand that prior to approval of the design parameters and the location of the project that either an opportunity for a hearing be made available or that the hearing being held. Although the hearing requirements are rather stringent (requiring a verbatim transcript, a formal presentation by staff, and a mailing notification that includes agencies in Washington, D.C.) it is felt that to have the hearing would be the best way to expedite the project. The notice that has to be published foran opportunity for hearing requires approximately 30 days. In addition, the notification for the hearing itself, if requested, is an additional 30 days. Therefore, we could take a chance that no one would ask for a hearing and save a certain amount of work and cost. However, if one person does ask for a hearing we have lost nearly a month towards getting approval from the Federal Highway Administration. This location/design hearing will present only the conceptual idea for the project as well as answer detailed questions concerning relocation assistance etc. A project brief will be supplied to Council in the agenda packet prior to the hearing. We will of course have our customary hearing on the final plans and specifications when they are completed and prior to going to bidding procedures.
